PERSONNEL COMMITTEE MEETING MINUTES Village Hall Board Room Monday, October 14, 2024 5:00 p.m. The meeting to order at 5:04 pm by Chair, John Kinjerski. Roll Call: Tim Gorsegner, John Kinjerski, and Angela Petruska present. Scott Halbrucker and Kathy Weiss were also present. 1-3 Motion by Gorsegner, second by Petruska to go into Closed Session at 5:05 pm. Roll Call: Gorsegner, Kinjerski, and Petruska - Aye; motion carried. 4. Petruska/Gorsegner motion to return to Open Session at 5:45pm Roll Call: Gorsegner, Kinjerski, and Petruska – Aye; motion carried. 5-6. Motion by Petruska, second by Gorsegner to proceed in one of two ways with procedures for Lower Spring Lake weed harvesting operations. All ayes; motion carried. 1) All of the operations including ownership of and insuring of the harvester and truck, employment of and oversight of operators, etc. be returned to the Lower Spring Lake District. Other than the maintenance items agreed upon in 2023, the Village DPW would have no role. - OR – 2) All of the operations including ownership of and insuring of the harvester and truck remain with the Village. In addition, employment of and oversight of operators, would be handled by the Village DPW. Any communication with operators would be handled through the DPW. The Lower Spring Lake District would continue to reimburse the village for wages, employment taxes, and a portion of the maintenance on the truck and the harvester, and fuel. And would also continue to apply for the DNR harvesting permits etc. A formal agreement will be put in place. Motion by Petruska, second by Gorsegner to adjourn at 6:49 pm. All ayes; motion carried. AMENDED AGENDA Village of Palmyra Personnel Meeting Monday October 14, 2024 100 W. Taft St. Village Hall Board room 5:00 p.m. Call to Order Roll Call Business 1. You are hereby notified that the Personnel Committee of the Village of Palmyra will meet on October 14, 2024, at the Palmyra Village Hall, 100 W. Taft Street at 5:00 p.m. At said time and place the Committee will convene into closed session. 2. After the meeting has been properly convened, the Chairperson will announce to all those present the purpose of the meeting and the fact that the Committee intends to convene in closed session for the above-delineated purposes. Upon motion duly made and seconded and acted upon by the majority of the members present as required under §19.85(1)(a), Stats., the closed session will take place. 3. PLEASE TAKE NOTICE that the Personnel Committee of the Village of Palmyra may convene, upon passage of the proper motion, into Closed Session with staff, pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Specifically, the weed harvester position. 4. The Committee will then reconvene into Open Session for purposes of potential additional discussion and/or action on matters discussed in closed session and adjournment. 5. Discussion/possible action on the procedures for the weed harvester maintenance and dump truck maintenance. 6. Discussion/possible action on employment procedures for the weed cutters for Lower Spring Lake Laurie Mueller, Village Clerk/Treasurer Members of the Village Board may attend the above noticed meeting in order to gather information about a subject over which they have decision-making responsibilities. The only action to be taken at the above noticed meeting will be action by the Committees. This is the agenda for the 10/14/24 Personnel Committee meeting as of Oct. 11, 2024 and is subject to modification prior to said meeting pursuant to the Wisconsin Open Meetings Law.
