MEETING MINUTES Village of Palmyra PLAN COMMISSION Wednesday August 20, 2025 Village Clerk’s Office – 6:00 p.m. 100 W. Taft St. The meeting was called to order by Chairperson Gorsegner. Roll Call: Ball, Dooley, Gorsegner, Scheffner - present. Holcomb- absent Approval of Minutes: Scheffner/Dooley motion to approve the minutes from June 30, 2025 as presented. All ayes-motion carried. New Business: 1. Ball/Scheffner motion to approve the site Plan/land use application for V’s Bourbon Tasting Center, LLC, 162 E. Main St., parcel ID 171-0516-2214-020 in the B-2 General Business District with MSA Professional recommendations, there has to be a separate entrance for the bar, there can’t be an opening from the gas station to the bar. Mr. V was present and asked if he gets word from the Dept of Alcohol licensing that he doesn’t need the wall then his plans would be amended. The Village Clerk will ask the DOR the question again and send the contact information to Mr. V. He also asked if they can smoke cigars inside but state law prohibits indoor smoking. All ayes-motion carried. 2. Scheffner/Dooley motion to approve the Plan of Operations for V’s Bourbon Tasting Center, LLC at 162 E. Main St. The Plan Commission recommended that he extend his hours of operation, so he doesn’t need to come back to then if he wants to be open more. Currently his application states only 2-3 days. Mr. V amended his hours of operation from 4-12 pm on all days. All ayes-motion carried. Ball/Scheffner motion to adjourn at 6:18 pm. All ayes-motion carried.
