Wednesday, April 30th, 2025
Palmyra Village Hall
6:00 P.M.
The meeting was called to order at 6:00pm by Member Dooley.
Roll call: Stefanczyk, Bealhen, Dooley, Simmons – All Present, Lubus - Absent
Guests – Director Scott Pavlock & Chief Mike Gartzke
Motion by Stefanczyk – second by Simmons to approve the minutes from 10/9/24 & 1/28/25
Roll call – Bealhen, Dooley, Stefanczyk & Simmons all ayes, motion carried.
Business: Discuss Police and Fire Department personnel issues and candidates.
Motion by Dooley Second by Simmons to convene into closed session at 6:05PM with staff,
pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility. Specifically updates on Public Safety Department personnel matters.
Roll call – Bealhen, Stefanczyk, Simmons & Dooley all ayes, motion carried.
Motion by Bealhen - second by Simmons to reconvene to open session at 7:10 PM
Roll call – Bealhen, Stefanczyk, Simmons & Dooley all ayes, motion carried.
Outcome of business conducted in closed session:
The commission approves the advancement of the following candidates:
Jordan Ciula to part-time EMT with advancement to full-time upon receiving H.S. Diploma.
William Reetz to part-time EMT with condition of passing Basic EMT training in May.
Nicole Snell to part-time EMT and Firefighter
Motion by Bealhen- second by Dooley to Adjourn meeting at 7:15 PM
Roll call - All Ayes – motion carried.

Approval of Minutes: January 28, 2025
1. Departmental update from Chief Pavlock and Fire Chief Gartzke.
2. You are hereby notified that the Police & Fire Commission of the Village of Palmyra will meet
on April 30, 2025 at the Palmyra Village Hall meeting room, 100 W. Taft St. at 6:00 p.m. At
said time and place the Commission will convene into closed session.
2. After the meeting has been properly convened, the Chairperson will announce to all those
present the purpose of the meeting and the fact that the Commission intends to convene in closed
session for the above-delineated purposes. Upon motion duly made and seconded and acted upon by
the majority of the members present as required under §19.85(1)(a), Stats., the closed session will
take place.
3. PLEASE TAKE NOTICE that the Police & Fire Commission of the Village of Palmyra may
convene, upon passage of the proper motion, into Closed Session with staff, pursuant to
§19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of
any public employee over which the governmental body has jurisdiction or exercises responsibility.
Specifically, for a department update and approval of the hiring of 3 part time fire fighter positions.
4. The Commission will then reconvene into Open Session for purposes of potential additional
discussion and/or action on matters discussed in closed session and adjournment.
