Special Village Board Meeting
Village of Palmyra
Monday, Sept. 30, 2024
100 W. Taft St.
Palmyra Village Hall
6:00 p.m.
The meeting was called to order at 6:00 pm by President Weiss. Roll call: Ball, Gorsegner,
Smith, Troiola, Weiss-present. Kinjerski, Petruska-excused.
Business
1. Gorsegner/Ball motion to convene into Closed Session at 6:02 pm with Pavlock & Gartzke,
pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility. Specifically, to negotiate wages for a part time fire chief position. Roll call
vote: Ball, Gorsegner, Smith, Troiola, Weiss-aye. Motion carried.
2. Smith/Gorsegner motion to convene into open session at 6:32 pm. Roll call vote: Ball,
Gorsegner, Smith, Troiola, Weiss-aye. Motion carried. Motion was made by Ball/Smith to
offer Gartzke $50,000 per year with a $10,000 stipend. Roll call vote: Ball, Gorsegner, Smith,
Troiola, Weiss – aye. Motion carried. Gartzke accepted the offer.
Ball/Troiola motion to adjourn at 6:40 pm. All ayes-motion carried.

1. PLEASE TAKE NOTICE that The Village Board may convene into Closed Session with
staff, pursuant to §19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility. Specifically to negotiate wages for a part time fire chief position.
2. Take further notice that the Village Board may convene into open session for further
discussion related to matters discussed in closed session.
