Village of Palmyra
REGULAR VILLAGE BOARD MEETING
Monday October 6, 2025
Village Hall
100 W. Taft Street
6:00 P.M.
The meeting was called to order by Village President Tim Gorsegner at 6:00 p.m. Roll call: Ball,
Gorsegner, Deichl, Petruska, Smith, Tucker, Wallace-present.
Communications: Board members did not get any of the meeting attachments on the Ipads so there
might be items that will need to be tabled tonight. The clerk said if anything ever happens like this to
contact her ASAP so it can be resolved.
Monthly Reports:
Public Works- Halbrucker reported that they finished hydrant flushing and valve exercising, and sewer
lining should be finished tomorrow. The weed harvester is out of the water and needs repairs, he has
made the Lake District aware. He has an upcoming meeting with 2 companies to deal with the sludge
issue. He will be out at a wastewater conference next week. The Homecoming parade went very well,
they had one driver go around the barricades.
Public Safety,- Director Blount is still dealing with an issue at the High School. Chief Gartzke said that
they have been very busy with EMS calls this week. He has conducted 5-6 interviews for part-time
positions.
Recreation Dept.- Director Butler said that soccer and flag football are almost done, basketball signups
are out. She will be attending meetings this month to get us into more competitive baseball league for our
kids. Wallace asked if the expense will be more for that new league, Butler said it will be discussed. No
donation letters have gone out yet, wants to talk with Paul about touch a truck date so it is in the donation
letters.
Library-typed report on the table.
Clerk/Treasurer – Mueller said she has been working with Ehlers on the financing for the TID 4,
ambulance and cot loan. She did contact the local bank for a note on the ambulance and cot as an option.
Budgeting is ongoing. She attended a levy limit worksheet class last week in New Berlin.
1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There
will be no separate discussion of these items unless a Board member so requests, in which event the
item will be removed from the Consent agenda and be considered on the regular agenda.
A. Due to none of the Board members getting the attachments in their electronic packets Petruska/Smith
motion to table the approval of the following minutes: September 15 and September 30, 2025 Budget
& Finance Committee meetings, September 17, 2025 Committee of the Whole meeting, and Sept.
23rd Personnel Committee meeting. All ayes-motion carried.

Discussion and Possible Action on the Following Items
A. 2025 financing options finance TID 4 project, and other projects. Presentation by Casey Griffiths
from Ehlers. There are 2 options tonight. Borrowing for phase 1 development of the Westfield
project along with a new ambulance, cot and mobile data terminals for the public safety dept.
Totaling $6.3 million. The other option is to go to the local bank for the ambulance, cot, MDC’s.
There won’t be enough increment from the development until about 2 yrs. in so there will be a
financing gap. The board could go with either Interim financing or capitalized interest plan.
Capitalized interest plan allows us to borrow for the first 2 payments, and we will have the interest
rate locked in at the time of the sale of the bonds and debt repayment aligns with expected increment.
The interim financing would delay the 1st payments but there would be added financing and interest
costs. Wallace/Ball motion to go with the capitalized interest option. Roll call vote: Ball, Gorsegner,
Deichl, Petruska, Smith, Tucker, Wallace-aye. Ehlers will work up a plan, and it will be presented at
the Oct. 20th meeting.
B. Joe DeYoung from MSA gave an update on the Marsh Road Development. Joe is proposing to take
an area out of the borrowing for Phase 1, he supplied a map of the area. At this time, $4.8 would be
borrowed and delay the rest of phase 1. The Village can always borrow for it in the future. Some
discussion on an area that the DNR might deem as wetlands, if so, we would lose a few homes in this
area. Joe says the project is a half of year behind. The archaeological study came back clean, and the
Geotechnical study was good, there is very sandy soil and shallow ground water. The Board leaned
toward keeping this parcel piece out of phase 1 to save some money, it could be part of phase 2 or
phase 1 “A” or “B”.
C. 5 Bugels Design presentation and planning for the Public Safety Building. Board previously voted on
the next phase of what we wanted to do. 5 Bugels are here via TEAMS. Trustee Petruska asked
about the time and material basis or fixed sum basis what is that. Laura from 5 Bugels said that if
something went above and beyond that there would be further discussion, and they would come back
to the board. Several board members felt that the GIS piece of the quote could be removed as our
community is so small and we only have 1 location for a new building at this time. Phase 2- existing
facility analysis, phase 3-programming, they walk through the building asking what we need and
how we function and gather space needs. Then a report and cost analysis to see the overall cost of a
new building. With the GIS phase removed the cost drops to $21,500.00 Petruska/Smith motion to
approve the revised quote from 5 Bugels in the amount of $21,500. Per the quote this will take
approx. 16 weeks. Roll call vote: Ball, Gorsegner, Deichl, Petruska, Smith, Tucker, -aye. Motion
carried.
D. Trustee Wallace read the extra bills that were not on the bill list: payment to flag football referees,
Core and Main, Dept of Workforce Development for unemployment, mileage for L. Mueller for a
class, Johns Disposal, Southern Lakes Newspapers, Cintas, and Colonial Life. Because no one could
review the bill list, Clerk Mueller read each bill and the amount on the bill list. Petruska/Wallace
motion to approve the payment of Bills totaling $155,483.82 with the extras. Roll call vote: Ball,
Gorsegner, Deichl, Petruska, Smith, Wallace, Tucker, -aye. Motion carried.
E. Tucker/Petruska motion to approve an Operator’s application for Tyler Masullo. All ayes- motion
carried.
F. Draft special event/parade permit form with changes. Petruska/Wallace motion to table until the next
meeting. All ayes-motion carried.
G. Special event/parade application from the Palmyra Lions Club for the Dec. 6, 2025 Christmas
Parade. Petruska/Smith motion to table this until the next meeting. All ayes-motion carried.
H. Tucker/Smith motion to convene into closed session at 7:23 pm pursuant to State Statute
19.85(1)(c) Considering employment, promotion, compensation or performance evaluation
data of any public employee over which the governmental body has jurisdiction or exercises
responsibility. Specifically, The Village of Palmyra will meet to negotiate collective
bargaining with the Village of Palmyra Protective Service Officers Association, WPPA. Roll
call vote: Ball, Gorsegner, Deichl, Petruska, Smith, Tucker, Wallace -aye. Motion carried.
I. Petruska/Smith motion to convene in open session at 7:45 pm pursuant to §19.85(2), Stats.,
for possible additional discussion and action concerning any matter discussed. Roll call vote:
Ball, Gorsegner, Deichl, Petruska, Smith, Wallace, Tucker, -aye. Motion carried.
Ball/Wallace motion to adjourn at 7:45 pm. All ayes-motion carried.

H. PLEASE TAKE NOTICE that the Village Board of the Village of Palmyra may convene
into closed session pursuant to State Statute 19.85(1)(c) Considering employment,
promotion, compensation or performance evaluation data of any public employee over
which the governmental body has jurisdiction or exercises responsibility. Specifically, The
Village of Palmyra will meet to negotiate collective bargaining with the Village of Palmyra
Protective Service Officers Association, WPPA.
I. You are further notified that at the end of the Closed Session, the Board may convene in
open session pursuant to §19.85(2), Stats., for possible additional discussion and action
