MEETING MINUTES Village of Palmyra REGULAR VILLAGE BOARD MEETING Monday January 5, 2026 Village Hall 100 W. Taft Street 6:00 P.M. The meeting was called to order by President Gorsegner at 6:00 pm. Roll call: Ball, Deichl, Gorsegner, Smith, Tucker, Wallace-present. Petruska excused. Pledge of Allegiance Communications Update from MSA on the Westfield Development. Josh Meyerhofer joined via TEAMS and gave the Village Board a verbal update to go along with the typed report. The BSLMD force main item is outstanding yet. The Village will need made to have a meeting with them. Hwy H jurisdictional transfer is also still up in the air. Meyerhofer has spoken with Town Supervisor Josh Gajewski. The Town is open to this but wants to see a draft of the agreement and maintenance of the road where they abut. President Gorsegner told Meyerhofer that he would like to have at least monthly updates from MSA on the development. Monthly Reports: Public Works- Halbrucker has been working on 4 or 5 things that MSA needed answered regarding the development. Streetlights are one of the things the village will need to decide. The last PFAS settlement check came and so far we have gotten a little over $300,000. The guys are working on vehicle maintenance and sewer plant items. A couple of sidewalks were shoveled that hadn’t been shoveled. Holiday decorations will be down soon except for the Main St. lights. Public Safety- Chief Gartzke gave a special thanks to the Village Board and others for all of the hard work settling the contract with the Town and also thanks the town. Runs for 2025 were 308, which is up significantly over 2024. Public Safety Director Blount would also like to thank everyone again for settling the contract with town. The Police Dept will be presenting a formal annual review to the Board. 850 total PD calls vs 679 in 2024. 25% increase. A lot of these are traffic stops. 56 calls in Dec. alone for the Police. Quite a few mental health calls, a stolen trailer was recovered. A new part-time public safety officer is training. Sgt. LePak said Jill is recovering very well and maybe in a couple of months she might return. Court revenue has almost tripled. PD squad is done due to transmission being replaced, covered under warranty. Recreation Dept.,- none Library- President Gorsegner reported on an email the board received from Kris that in 2025 patrons saved $1,029,027.55 by using library cards vs. purchasing materials. Clerk/Treasurer- very busy with tax payments which will continue through end of Jan., working with 2 ladies that have come in to help with the court. Also working with Village Attorney to get CSM and warranty deed recorded at the county so that Virtus can take ownership of the Phase 1 area for the Westfield Development. The last quarter water bills went out last week. The auditors are coming next week, the PSC rate increase public hearing is tomorrow Jan. 6th at 1 pm. Municipal Court- typed year end report was submitted. Public Forum: none 1. Consent Agenda: All items listed are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Board member so requests, in which event the item will be removed from the Consent agenda and be considered on the regular agenda. A. Smith/Tucker motion to approve the following minutes: Dec. 15, 2025 Committee of the Whole meeting with a correction on a typing error to the Dec. 15th minutes, item F. All ayes-motion carried. 2. Building Permits: None 3. New Business Discussion and Possible Action on the Following Items A. Wallace/Tucker motion to convene into Closed Session at 6:26 pm with staff, pursuant to §19.85(1)(c), Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Specifically, the municipal court. Roll call vote: Ball, Deichl, Gorsegner, Smith, Tucker, Wallace- aye. Motion carried. Wallace/Tucker motion to B. Tucker/Ball motion to convene in open session at 7:12 pm pursuant to §19.85(2), Stats., for possible additional discussion and action concerning any matter discussed. Roll call vote: Ball, Deichl, Gorsegner, Smith, Tucker, Wallace-aye. Motion carried. Wallace/Smith motion to have the 2 interim court clerks enter all citations with a conviction status for 2021-2024 into the WI DOT system. All ayes-motion carried. C. Wallace/Smith motion to off any unpaid 2024 court citations. Roll call vote: Ball, Deichl, Gorsegner, Smith, Tucker, Wallace-aye. Motion carried. D. Gorsegner/Ball motion to approve the recommendation from the plan commission for an extraterritorial land division for Michael Bird Jr., Michael Bird Sr. & Barbara Bird on parcel 024- 0516-3342-000, Town of Palmyra, Dahlin Lane to create 2 new – 3 acre parcels. All ayes-motion carried. E. Wallace/Tucker motion to approve the payment of bills totaling $276,172.42 with extras presented tonight to David Anthony Heating, WORCS for background checks, WEX fuel, Wilson Sport and Marine, Palmyra True Value, Hydro Corp, and Delta dental and vision. Roll call vote: Ball, Deichl, Gorsegner, Smith, Tucker, Wallace-aye. Motion carried. F. Wallace/Ball motion to approve Resolution 2026-01 for the 2026 Fee Schedule. Scott Halbrucker raised the fee for clearing sidewalks. All ayes-motion carried. G. Smith/Wallace motion to send the renewal of the lease for the parcel near the Village Park that the Village uses to St. Mary Parish for their review and signatures. All ayes-motion carried. H. Smith/Wallace motion to adopt Resolution 2026-01, amending the 2025 fire/EMS budget. This is carrying over unused police dept. funds from 2024 budget (fund balance) to the 2025 expense budget for fire/EMS. Roll call vote: Ball, Deichl, Gorsegner, Smith, Tucker, Wallace-aye. Motion carried. I. Wallace/Tucker motion to approve the November financial statement, bank statement and cash account balances as presented by the Clerk/Treasurer. All ayes-motion carried. J. Smith/Deichl motion to not send a donation to the Jefferson County Clean Sweep program. All ayes- motion carried. K. Smith/Ball motion to adopt the finalized special events permit form with wording changes to the insurance section at the top of page 1. All ayes-motion carried. L. Smith/Tucker motion to approve the Lions Club special event permit form for Fisheree event Jan. 31, 2026. All ayes-motion carried. M. Wallace/Ball motion to approve the renewal of an Operator’s application for Teri Willson. All ayes- motion carried. Smith/Wallace motion to adjourn at 7:44 pm. All ayes-motion carried.
