MEETING MINUTES Village of Palmyra REGULAR VILLAGE BOARD MEETING Tuesday March 17, 2026 Village Hall 100 W. Taft Street 6:00 P.M. DUE TO THE SNOWSTORM THE MEETING WAS DELAYED 1 DAY. The meeting was called to order by President Gorsegner at 6:00 pm. Roll call: Ball, Deichl, Gorsegner, Petruska, Smith, Tucker, Wallace-present. Tucker excused Pledge of Allegiance Communications The Clerk mentioned that the garbage pick is delayed one day. President Gorsegner gave an update that Virtus must redo the CSM again for the Westfield Development, they will pay any attorney or recording fees associated with this. Blue Spring Lake got back to us for meeting dates to discuss the force main. There is a company that has dug test holes on the Westfield property to see if dewatering will be necessary. March 30th there is a special village board meeting for the 5 Bugel report They will send the board the 1st draft for them to review on 3/18. Please have comments back to them by March 25th. Gorsegner will be meeting again with Josh Gajewski on either the 7, 8,9th of April for further discussions regarding fire/EMS services. Police & Fire Commission Chair Ken Dooley would like another joint meeting with the Village Board for an update on Paul Blount’s classes and where we are at with his background check. Public Forum: None 1. Building Permits: Feb permit report submitted 2. New Business: Discussion and Possible Action on the Following Items A. Bid award for the PFAS project. The low bid came from Mid-city Corp at $4,979,000. Scott Halbrucker talked to MSA today, in the bid there are alternate filters that would save about $100,000 so they are checking the specs on those. Halbrucker said to go ahead and award the bid and then this would be a change order if we can use the less expensive filters. Trustee Petruska said that the Village should not pay for MSA to do this research and change order. Smith/Wallace motion to award Mid-City Corp the bid for the PFAS project in the amount of $4,979,000. Roll call vote: Ball, Deichl, Gorsegner, Petruska, Smith, Wallace-aye. Motion carried. B. Petruska/Wallace motion to adopt Resolution 2026-04 approving billing services for One Billing Solution to bill for fire calls on the Village’s behalf. This allows the Village to bill for Fire Calls. All ayes-motion carried. C. Petruska/Smith motion to approve the Special Events permit for the Powers Memorial Library for a 4th of July Festival at the Village Park. Trustee Smith asked who will be in getting the permit to sell beer, the Clerk said that the American Legion does this and that will come to the board for approval. All ayes-motion carried. D. Gorsegner/Ball motion to appoint Grant Zabel to the Police and Fire Commission to the Police and Fire Commission to fill a vacancy. President Gorsegner called the 3 interested persons, 2 responded back, 1 did not. Grant Zabel is present. He is currently a Village of Pewaukee Police Officer. He said that he works the day swing shift so he is flexible, he would be available for the Police and Fire Commission meetings. All ayes-motion carried. E. Ball/Smith motion to approve the March 2, 2026 Village Board meeting and March 3, 2026 Special Village Board meeting minutes as presented. All ayes-motion carried. F. Ball/Wallace motion to approve the payment of the bills totaling $493,559.94 with extras presented tonight to WE Energies, DOA for email filtering, Vector Solutions, Murn Small Engine, 2 months for UNUM x 2, AFLAC, Jefferson County Land Info. Office, mileage for Judy Stapleton, Judy Stapleton for election training, William Ousley election training, mobile home fees to PEASD,  Insight FS for fuel, TIF fees to Dept of Revenue. Roll call vote: Ball, Deichl, Gorsegner, Petruska, Smith, Wallace-aye. Motion carried. Petruska/Smith motion to adjourn at 6:18 pm. All ayes-motion carried.
