MINUTES OF THE SPECIAL COUNCIL MEETING OF THE CITY OF PAOLA, KANSAS 5:30 O’CLOCK P.M. July 5, 2006 HELD AT THE PAOLA PUBLIC WORKS BUILDING AT 29370 OLD KC ROAD IN PAOLA The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding. Councilmembers present: Mayor Stuteville, Council Members Pritchard, Dial, Rowlett, and Hamilton. Council Members absent: None. Also present: Manager VanderHamm, City Attorney Tetwiler, and Engineer/Planner Faust. Agenda Item 1 - CALL TO ORDER: The regular council meeting was called to order by Mayor Stuteville. Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Dial, Rowlett, and Hamilton were all present. Agenda Item 3 - Executive Session for the purpose of discussing personnel matters of non-elected personnel. K.S.A. 75-4319(B)(1) is the authority for this recess. At 6:30 pm, Councilmember Rowlett made a motion to adjourn into Executive Session for the purpose of discussing personnel matters of non-elected personnel for 20 minutes and to reconvene at 6:50 pm. The motion was seconded by Councilmember Hamilton and all voted aye. At 6:50 pm, Councilmember Rowlett made a motion to adjourn into Executive Session for the purpose of continuing the discussion on personnel matters of non-elected personnel for 90 minutes and to reconvene at 8:20 pm. The motion was seconded by Councilmember Hamilton and all voted aye. At 8:20 pm the meeting was reconvened. Agenda Item 4 -Executive Session for the purpose of a consultation with an attorney for the governing body which is deemed privileged in the attorney-client relationship. K.S.A. 75-4319(B)(2) is the authority for this recess. Paola City Council Minutes – July 5, 2006 Page 1 At 8:20 pm, Councilmember Pritchard made a motion to adjourn to Executive Session for the purpose of a consultation with an attorney for the governing body which is deemed privileged in the attorney-client relationship for 60 minutes to reconvene at 9:20 pm. The motion was seconded by Councilmember Dial and all voted aye. At 9:20 pm the meeting was reconvened. Agenda Item 5 – General Discussion about the 2007 Budget In consideration of the late hour, it was the consensus of the Council not to discuss the proposed 2007 Budget. Agenda Item 5 – ADJOURNMENT. With no additional business to come before the Council, Councilmember Rowlett made a motion to adjourn the meeting.
