MINUTES OF THE SPECIAL COUNCIL MEETING OF THE CITY OF PAOLA, KANSAS 7:00 O’CLOCK P.M. August 21, 2007 HELD AT THE PAOLA PUBLIC WORKS BUILDING 29370 Old KC Road in Paola The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding. Councilmembers present: Mayor Stuteville, Council Members Pritchard, Dial, and Hamilton. Council Members absent: Councilmember Rowlett Also present: Manager Newton, Clerk Droste, Attorney Tetwiler, and Brian McCauley with the Miami County Republic. Agenda Item 1 - CALL TO ORDER: The special council meeting was called to order by Mayor Stuteville. Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Dial, and Hamilton were all present. Councilmember Rowlett was absent. Agenda Item 3 - EXECUTIVE SESSION - K.S.A. 75-4319(B)(1) is the authority for this recess. Manager Newton requested that the City Council adjourn to an executive session for the purpose of discussing personnel matters of non-elected personnel. Councilmember Dial made a motion to adjourn to an executive session for the purpose of discussing personnel matters of non-elected personnel to include the Mayor, City Council, City Manager, City Attorney, and City Clerk, for 20 minutes with the regular meeting to reconvene at 7:20 pm. The motion was seconded by Councilmember Hamilton and all voted aye. The motion passed 3 to 0. At 7:20 pm, Councilmember Hamilton made a motion to reconvene the regular meeting. The motion was seconded by Councilmember Pritchard and all voted aye. The motion passed 3 to 0. Agenda Item 4 – APPROVAL OF AN EMPLOYMENT AGREEMENT. Councilmember Dial made a motion to approve an Employment Agreement with Jay Wieland to serve as City Manager for the City of Paola and to authorize the Mayor to sign Paola City Council Minutes – August 21, 2007 Page 1 the agreement. The motion was seconded by Councilmember Hamilton and all voted aye. The motion passed 3 to 0. Mayor Stuteville stated that she and the Council were very pleased that Mr. Wieland has agreed to serve as Paola’s City Manager. Jay Wieland is a native of Emporia, Kansas with a very strong background in municipal management. Agenda Item 5 – ADJOURNMENT. With no additional business to come before the Council, Councilmember Dial made a motion to adjourn the meeting. Councilmember Hamilton seconded the motion and all voted aye.
