MINUTES OF THE COUNCIL MEETING
OF THE CITY OF PAOLA, KANSAS
6:00 O’CLOCK P.M.
July 12, 2011
HELD AT THE PAOLA JUSTICE CENTER
805 North Pearl Street in Paola
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Councilmembers present: Mayor Stuteville and Council Members Pritchard, Wilhoite,
House, and Minden.
Council Members absent: None.
Also present: City Manager Wieland, City Clerk Droste, City Attorney
Tetwiler, City Planner Gotfredson, Public Works Director
Browning, Police Chief Smail, Ben Anderson, Kate Anderson,
and Jesse Kratz from the Miami County Republic.
Agenda Item 1 - CALL TO ORDER: The regular council meeting was called to order by
Mayor Stuteville.
Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard,
Wilhoite, House, and Minden were all present. No one was absent.
Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS
Mayor Stuteville asked the audience if anyone desired to address the Council about any issue
that is not an agenda item.
No one addressed the Council.
Mayor Stuteville welcomed Boy Scout Ben Anderson from Troop 103 who was in
attendance for his Communications Merit Badge.
Agenda Item 4 - CONSENT AGENDA
a. Approval of minutes of the meeting of June 28, 2011.
b. Approval of Salary Ordinance 11-13.
c. Approval of Appropriation Ordinance No 705.
d. Approval of the Journal Entries Report for June, 2011.
e. Approval of the Pledged Securities Report for June, 2011.
After a discussion, Councilmember Wilhoite made a motion to approve the Consent Agenda
as presented and authorize the Mayor to sign. The motion was seconded by Councilmember
Minden and all voted aye. The motion passed 4 to 0.

Agenda Item 5 - REPORTS OF OFFICERS, BOARDS AND COMMITTEES
Agenda Item 5a - Consider a request for a street closure for the Paola Heartland Car
Show on July 16th.
Manager Wieland presented an application from the Paola Heartland and Tourism
Committee for street closures to accommodate the annual Paola Heartland Car Show at the
Park Square on Saturday, July 16. After the discussion, Councilmember Pritchard made a
motion to approve the temporary closure of portions of Pearl, Wea, Silver, and Peoria Streets
around the Park Square for the Paola Heartland Car Show on July 16th. The motion was
seconded by Councilmember House and all voted aye. The motion passed 4 to 0.
Agenda Item 5b - Consider a request for a street closure for the Lakemary Center
“Run for the Stars” 5K Run/Walk on August 6th.
Manager Wieland presented an application form Lakemary Center to host a 5K run / walk in
connection with their first annual Miami County Wellness Expo & Family Fun Fest. The
Expo will be held on the Lakemary Campus. Lakemary is planning the 5K run / walk for
Saturday, August 6th from 7:30 to 9:00 am. The course would begin at the Lakemary
Campus and go south on Hospital Drive to Osage Street. Participants would then travel west
on Osage Street to Wallace Park Drive. After making two laps around Wallace Park,
participants would then return to the Lakemary campus by the same route.
After a discussion, Councilmember Minden made a motion to approve the temporary closure
of portions of Lakemary Drive, Hospital Drive, Osage Street, and Wallace Park Drive for the
Lakemary Center “Run for the Stars” 5K Run/Walk on August 6th. The motion was
seconded by Councilmember Wilhoite and all voted aye. The motion passed 4 to 0.
Agenda Item 6 – NEW BUSINESS
No new business was discussed.
Agenda Item 7 – ADJOURNMENT.
With no additional business to come before the Council, Councilmember Minden made a
motion to adjourn. Councilmember Pritchard seconded the motion and all voted aye. The
motion passed 4 to 0.

REQUEST FOR SPECIAL MEETING
TO THE HONORABLE MAYOR, ARTIE STUTEVILLE, OF THE CITY OF
PAOLA, KANSAS:
We, the undersigned being duly elected, qualified, and acting Councilmembers of the City of
Paola, Kansas, hereby respectfully request you to call a Work Study Meeting of the Governing
Body of the City of Paola, Kansas to be held at the Municipal Court Room at the Paola Justice
Center located at 805 N Pearl Street on Tuesday, June 28, 2011. This Work Study Meeting will
begin at the conclusion of the Paola City Council Meeting which will begin at 6:00 pm. The
starting time for this meeting will be dictated by the conclusion of the previous meeting. The
agenda for the Work Study Meeting is as follows:
Discussion of the 2012 Budget.
