MINUTES OF THE COUNCIL MEETING OF THE CITY OF PAOLA, KANSAS 6:00 O’CLOCK P.M. November 22, 2011 HELD AT THE PAOLA JUSTICE CENTER 805 North Pearl Street in Paola The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding. Councilmembers present: Mayor Stuteville and Council Members Pritchard, Wilhoite, House, and Minden. Council Members absent: None. Also present: City Manager Wieland, City Clerk Droste, City Attorney Tetwiler, City Planner Gotfredson, Public Works Director Browning, Police Chief Smail, Ben Aistrup, Kendra Aistrup, Lily Woolsey, and Brian McCauley with the Miami County Republic. Agenda Item 1 - CALL TO ORDER: The regular council meeting was called to order by Mayor Stuteville. Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Wilhoite, House, and Minden were all present. No one was absent. Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS Mayor Stuteville asked the audience if anyone desired to address the Council about any issue that is not an agenda item. No one addressed the Council. Agenda Item 4 - CONSENT AGENDA a. Approval of minutes of the meeting of November 8, 2011. b. Approval of Salary Ordinance 11-23. c. Approval of Appropriation Ordinance No 714. d. Approval of the renewal of a Drinking Establishment License for Applebee’s. e. Approval of the renewal of a Retail Liquor License for County Seat Liquor. Councilmember Pritchard made a motion to approve the Consent Agenda as presented and authorize the Mayor to sign. The motion was seconded by Councilmember Wilhoite and all voted aye. The motion passed 4 to 0. Agenda Item 5 - REPORTS OF OFFICERS, BOARDS AND COMMITTEES Paola City Council Minutes – November 22, 2011 Page 1 Agenda Item 5a - Consider a Resolution adopting a new Purchasing Policy. Manager Wieland presented a Resolution adopting a new purchasing policy for the City of Paola. He discussed the addition of a local bidder preference section and two other minor changes to the policy. After discussion, Councilmember Wilhoite made a motion to approve A RESOLUTION ADOPTING A PURCHASING POLICY FOR THE CITY OF PAOLA, KANSAS. The motion was seconded by Councilmember House and all voted aye. The motion passed 4 to 0 and the Resolution was assigned number 2011-013. Agenda Item 5b – Discussion regarding the League of Kansas Municipalities 2012 Statement of Municipal Policy. Manager Wieland reported that he, Mayor Stuteville, Councilmember Pritchard, and Clerk Droste attended the League of Kansas Municipalities Regional Supper on November 17th. At that meeting, the League presented and discussed their annual Statement of Municipal Policy regarding proposed changes to state legislation. Manager Wieland presented a draft of a City of Paola 2012 Legislative Policy Statement which stated the City’s position on several important legislative issues including: • Local taxing and spending decisions should be made by local officials. • State funded transportation and infrastructure system improvements. • Alcohol and liquor tax funds. • Sales taxes. • Property Taxes. • Telecommunications and franchise utility fees. • Tourism and Economic Development. • KPERS and KP&F. • State limits on annexation powers. • Unfunded mandates. • Responding to environmental responsibilities. • Ensuring adequate water supplies for our future. Manager Wieland indicated that he would share the policy statement with our local State Representatives. He encouraged the City Council to contact our representatives to let them know that these issues are important to the City of Paola. Agenda Item 6 – NEW BUSINESS City Attorney Tetwiler explained the need for an addition of a second agenda item for the Special Meeting on November 29th. He explained that a corrected Gas Service Franchise Ordinance will be presented to correct an error in the original document. Clerk Droste introduced Boy Scout Ben Aistrup with Troop 100 who was in attendance to earn his Citizenship Merit Badge. Paola City Council Minutes – November 22, 2011 Page 2 Clerk Droste presented a summary report of year-to-date sales tax revenues for the city. Sales tax revenue for the month of November amounted to $171,082.90 and year-to-date collections amount to 1,905,222.00. Planner Gotfredson reported that the Facebook and Twitter links on the newly redesigned City website were now functional. This enhancement should improve the City’s ability to communicate important information to our residents. Councilmember House introduced her daughter Lily Woolsey who was in attendance. Councilmember Pritchard asked about snow removal on the new sidewalks that are next to the curb along Peoria Street. Public Works Director Browning indicated that it will be difficult for the snow plows not to cover the walks when they are plowing the streets. He indicated that it is the homeowner’s responsibility to clear sidewalks. Councilmember Pritchard reported that he has been approached by a group who would like to see improvements to rest room facilities at the ball fields at Wallace Park. Public Works Director Browning indicated that he has been working with a group on that project and that there are special challenges given the fact that the area is located in a flood hazard zone. Mayor Stuteville asked about snow removal on the sidewalks along Baptiste Drive. Public Works Director Browning indicated that they did not have the appropriate equipment to clear snow on those sidewalks. The issues related to school children trying to walk to school after a snowfall were discussed. Agenda Item 7 – ADJOURNMENT. With no additional business to come before the Council, Councilmember Pritchard made a motion to adjourn. Councilmember Wilhoite seconded the motion and all voted aye.
