MINUTES OF THE COUNCIL MEETING OF THE CITY OF PAOLA, KANSAS 6:00 O’CLOCK P.M. August 13, 2013 HELD AT THE PAOLA JUSTICE CENTER 805 North Pearl Street in Paola The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding. Council Members present: Mayor Artie Stuteville and Council Members Jim Pritchard, Gee Gee Wilhoite, and Leigh House. Council Members absent: Aaron Nickelson. Also present: City Manager Jay Wieland, City Clerk Dan Droste, City Attorney Lee Tetwiler, Police Chief Dave Smail, Human Resources Director Vicki Belt, Richard Lentz, and Brian McCauley with the Miami County Republic. Agenda Item 1 - CALL TO ORDER: The regular council meeting was called to order by Mayor Stuteville. Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Wilhoite, and House were present. Council Member Nickelson was absent. Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS: Mayor Stuteville asked the audience if anyone desired to address the Council about any issue that is not an agenda item. No one addressed the Council. Agenda Item 4 - CONSENT AGENDA: a. Approval of minutes of the meeting of July 23, 2013. b. Approval of Salary Ordinance 13-16 and 13-17. c. Approval of Appropriation Ordinance No 757. d. Approval of the Journal Entries Report for July, 2013. e. Approval of the Pledged Securities Report for July, 2013. Council Member Pritchard made a motion to approve the Consent Agenda as presented and authorize the Mayor to sign. The motion was seconded by Council Member Wilhoite and all voted aye. The motion passed 3 to 0. Agenda Item 5 - REPORTS OF OFFICERS, BOARDS AND COMMITTEES: Paola City Council Minutes – August 13, 2013 Page 1 Agenda Item 5a – Public Hearing for and adoption of the proposed 2014 Paola City Budget. Council Member Wilhoite made a motion to open the Public Hearing on the proposed 2014 Paola City Budget. The motion was seconded by Council Member Pritchard and all voted aye. The motion passed 3 to 0. Mayor Stuteville asked if there was anyone in attendance who desired to address the City Council in regard to the 2014 Budget. No one addressed the Council. Council Member Pritchard made a motion to close the Public Hearing. The motion was seconded by Council Member Wilhoite and all voted aye. The motion passed 3 to 0. Agenda Item 5b – Consider adoption of the 2014 Budget. Manager Wieland gave a summary presentation of the 2014 Budget. He reported that the budget for 2014 totaled $14,586,042 and the mill levy for 2014 is estimated to be 43.316 based on the current assessed valuation of $45,464,567. The proposed mill levy represents an increase of 1.496 over the 2013 mill levy of 41.820. Manager Wieland went on to review the highlights of each of the funds included in the 2014 Budget and reviewed a history of the assessed valuation and mill levy for the City of Paola. After additional discussion, Council Member Wilhoite made a motion to adopt the 2014 Paola City Budget in the amount of $14,586,042, pursuant to the Notice of Budget Hearing published in the Miami County Republic on July 31, 2013. The motion was seconded by Council Member House and all voted aye. The motion passed 3 to 0. Agenda Item 5c – Consider options for the City’s Group Health, Life and Dental Insurance policies. Manager Wieland presented a summary of the renewal options for the City’s group health, life and dental insurance policies. The motion was seconded by Council Member Wilhoite and all voted aye. The motion passed 3 to 0. Agenda Item 6 – NEW BUSINESS Clerk Droste reported that the League of Kansas Municipalities Annual Conference will be held in Overland Park from October 12th to the 14th. He also reported that the City Council should designate who will represent the City of Paola as voting and alternate delegates for the business session of the conference. Manager Wieland reported that he would be in Topeka on August 15th to attend the League of Kansas Municipalities Public Policy Committee Meeting. Manager Wieland reported that he received the Tax Credit Certificate for the City Hall Remodeling Project from the State of Kansas. He will be soliciting bids for the sale the tax credits. City Attorney Tetwiler reported that he attended the Public Hearing for the new County Jail. He spoke at the hearing as the representative for the Miami County Bar Association who unanimously supports the jail remaining in the downtown business district in Paola. He went on to summarize the discussion that took place during the hearing.
