MINUTES OF THE COUNCIL MEETING
OF THE CITY OF PAOLA, KANSAS
6:00 O’CLOCK P.M.
October 8, 2013
HELD AT THE PAOLA JUSTICE CENTER
805 North Pearl Street in Paola
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Council Members present: Mayor Artie Stuteville and Council Members Jim Pritchard,
Gee Gee Wilhoite, Leigh House and Aaron Nickelson.
Council Members absent: None.
Also present: City Manager Jay Wieland, City Clerk Dan Droste, Public
Works Director Craig Browning, Police Chief Dave Smail,
City Planner Mike Gotfredson, Paola Fireman Joe Flake, and
Brian McCauley with the Miami County Republic.
Agenda Item 1 - CALL TO ORDER: The regular council meeting was called to order by
Mayor Stuteville.
Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard,
Wilhoite, House and Nickelson were all present. No one was absent.
Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS:
Mayor Stuteville asked the audience if anyone desired to address the Council about any issue
that is not an agenda item. No one addressed the Council.
Mayor Stuteville presented a Proclamation to the Paola Fire Department declaring the week
of October 6th through the 13th as National Fire Prevention Week in the City of Paola. After
the reading of the Proclamation, Fireman Joe Flake reported on activities planned by the Fire
Department for Fire Prevention Week.
Agenda Item 4 - CONSENT AGENDA:
a. Approval of minutes of the meeting of September 24, 2013.
b. Approval of Salary Ordinance 13-21.
c. Approval of Appropriation Ordinance No 761.
d. Approval of the Journal Entries Report for September, 2013.
e. Approval of the Pledged Securities Report for September, 2013.
Council Member Pritchard made a motion to approve the Consent Agenda as presented and
authorize the Mayor to sign. The motion was seconded by Council Member Wilhoite and all
voted aye. The motion passed 4 to 0.

Agenda Item 5a – Consider the approval of temporary street closure for the First
Lutheran Church “Trunk or Treat” on October 27th.
Clerk Droste presented a request from the First Lutheran Church to temporarily close the 400
Block of East Piankishaw Street for their annual “Trunk-or-Treat” event on October 27th. He
reported that all of the properties on both sides of the 400 Block of East Piankishaw are
owned by the church and no residents will be isolated by the closure.
After further discussion, Council Member Wilhoite made a motion to approve the closure of
the 400 Block of East Piankishaw Street adjacent to the First Lutheran Church on October 27
from 1:00 pm to 4:00 pm. The motion was seconded by Council Member House and all
voted aye. The motion passed 4 to 0.
Agenda Item 5b – Consider approval of temporary street closures for the annual Paola
Chamber of Commerce Halloween Parade on October 31st.
Clerk Droste presented a request from the Paola Chamber of Commerce to temporarily close
the streets around the Park Square for the annual Halloween Parade on October 31st.
After further discussion, Council Member Pritchard made a motion to approve the closure of
Silver, Pearl, Peoria, and Wea Streets adjacent to the Park Square on October 31st from 5:30
pm to 7:30 pm for the annual Paola Chamber of Commerce Halloween Parade. The motion
was seconded by Council Member House and all voted aye. The motion passed 4 to 0.
Agenda Item 6 – NEW BUSINESS
Clerk Droste reported that the annual Miami County Elected Officials and Leadership Dinner
on November 13th in Louisburg. The keynote speaker for the event is Kansas Attorney
General Derek Schmidt.
Public Works Director Browning reported that the Public Works Department has completed a
few hundred feet of the new trail at Wallace Park and the trail along Hedge Lane is now
completed.
City Manager Wieland reported that a Dinner-Theater fundraising event for the Paola
Pathways was held last Saturday and the event was a success.
City Manager Wieland reported that the plans and specifications are nearly complete for the
Library addition and renovation. Once completed, the plans will be sent to the State for
approval and then construction will begin. He also reported that the temporary location for
the Library at the Great Southern Bank building at 10 W Peoria is working out quite well.
City Manager Wieland reported that a slide show will be presented at the Miami County
Elected Officials and Leadership Dinner. The slide show will include highlights of each
community in the county and asked the Council for input for the content Paola’s
presentation.

Council Member Pritchard expressed his pleasure with the progress on the new trail at
Wallace Park and commended the Public Works Department on their efforts. He also
commented on the success of the Paola Pathway’s dinner-theater event on Saturday.
Council Member Wilhoite also commented on her positive impression of the Paola
Pathway’s dinner-theater event. She also asked about the water line replacement program
and if any of the lines on the west side of Paola were scheduled for replacement soon. Public
Works Director Browning indicated that he did not recall the specifics of the replacement
schedule for 2014 but he would check and report back.
Council Member House reported that she was unable to attend the Paola Pathway’s dinner-
theater event on Saturday because her daughter was competing at a tournament with the PHS
Freshman Volleyball team. The volleyball team won the tournament defeating several much
larger schools in the process. She also thanked the Police Department for their participation
in the High School Homecoming Parade.
Mayor Stuteville thanked everyone for flowers, cards and visits during her recent
hospitalization.
Mayor Stuteville nominated Steve Wrischnik to fill the seat vacated by Les Smith on the
Paola Planning Commission. Council Member Wilhoite made a motion to approve the
Mayor’s nomination of Steve Wrischnik to serve on the Paola Planning Commission. The
motion was seconded by Council Member Pritchard and all voted aye. The motion passed 4
to 0.
Agenda Item 7 – EXECUTIVE SESSION for the purpose of discussing confidential
data relating to financial affairs or trade secrets of corporations, partnerships, trusts
and individual proprietorships. K.S.A. 75-4319(B)(4) is the authority for this recess.
Council Member Pritchard made a motion to adjourn to Executive Session, to include the
Mayor, Council, City Manager, City Clerk, and City Planner for 15 minutes for the purpose
of discussing confidential data relating to financial affairs or trade secrets of corporations,
partnerships, trusts and individual proprietorships; the regular meeting to reconvene at 6:45
p.m. The motion was seconded by Council Member Wilhoite and all voted aye. The motion
passed 4 to 0.
At 6:45 pm, Councilmember Wilhoite made a motion to reconvene the adjourned meeting.
The motion was seconded by Council Member House and all voted aye. The motion passed
4 to 0.
No action was taken pursuant to the Executive Session.
Agenda Item 8 – EXECUTIVE SESSION for the purpose of discussing personnel
matters of non-elected personnel. K.S.A. 75-4319(B)(1) is the authority for this recess.
After a short break, Council Member Pritchard made a motion adjourn to Executive Session,
to include the Mayor, City Council, and City Manager for 90 minutes for the purpose of

discussing personnel matters of non-elected personnel; the regular meeting to reconvene at
8:25 p.m. The motion was seconded by Council Member Nickelson and all voted aye. The
motion passed 4 to 0.
At 8:25 pm, Councilmember Pritchard made a motion to reconvene the adjourned meeting.
The motion was seconded by Council Member House and all voted aye. The motion passed
4 to 0.
No action was taken pursuant to the Executive Session.
Agenda Item 9 – ADJOURNMENT
With no additional business to come before the Council, Council Member Wilhoite made a
motion to adjourn. Council Member House seconded the motion and all voted aye. The
motion passed 4 to 0.
