MINUTES OF THE REGULAR COUNCIL MEETING
OF THE CITY OF PAOLA, KANSAS
6:00 O’CLOCK P.M.
March 24, 2015
Held in the Municipal Court Room at the Paola Justice Center
805 North Pearl Street in Paola
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Council Members present: Mayor Artie Stuteville and Council Members Jim Pritchard, Gee
Gee Wilhoite, and Leigh House.
Council Members absent: Council Member Aaron Nickelson.
Also present: City Manager Jay Wieland, City Clerk Dan Droste, City
Attorney Lee Tetwiler, Public Works Director Craig Browning,
Police Chief Dave Smail, City Planner Mike Gotfredson,
Richard Lentz, Loralei Crum, Loren Wolken. Audra Harper,
Ronnie McReynolds, Bill Hoover, Kevin Colwell, and the
families of City Employees who were recognized for their
service.
Agenda Item 1 - CALL TO ORDER: A regular meeting of the City Council was called to
order by Mayor Stuteville.
Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Wilhoite,
and House were all present. Council Member Nickelson was absent.
Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS:
Mayor Stuteville asked the audience if anyone desired to address the Council about any issue
that is not an agenda item. No one else addressed the Council.
PRESENTATION OF SERVICE AWARDS:
Mayor Stuteville, City Manager Wieland, and Human Resources Director Belt recognized and
presented Certificates of Appreciation to the following employees for their service to the City
of Paola – 5 Years: Mike Gotfredson and Loren Wolken. 10 Years: Dan Droste, Audra Harper,
Ronnie McReynolds, and Jim Pritchard. 20 Years: Bill Hoover. 25 Years: Kevin Colwell.
Mayor Stuteville, City Manager Wieland, and Human Resources Director Belt also
acknowledged the following employees who were unable to attend the Council Meeting – 5
Years: Seth Katzer, Curt Kennon, and Kirk Rees. 10 Years: Bev Looney, Lee Mott, and
Jeremy Smail. 15 Years: Wally Ferguson. 25 Years: Charlie Campbell, Rosy King, and Rick
Moore.

Agenda Item 4 - CONSENT AGENDA:
a. Approval of minutes of the regular meeting of March 10, 2015 and March 17, 2015.
b. Approval of Salary Ordinance 15-06.
c. Approval of Appropriation Ordinance No 799.
d. Approval of the Journal Entries Report for February, 2015.
e. Approval of the Pledged Securities Report for February, 2015.
f. Approval of the renewal of the Retail Liquor License for In Good Spirits, 1001 N Pearl.
Council Member Pritchard made a motion to approve the Consent Agenda as presented and
authorize the Mayor to sign. The motion was seconded by Council Member Wilhoite and all
voted aye. The motion passed 3 to 0.
Agenda Item 5 – REPORTS OF OFFICERS, BOARDS AND COMMITTEES:
Agenda Item 5a – Consider a Street Closure Application for the Antique Garden Tractor &
Lawn Equipment Show and Garden Tractor Pull.
Clerk Droste reported that the Miami County Antique Tractor and Gas Engine Association has
applied for a Community Event Permit to hold the first annual Antique Garden Tractor & Lawn
Equipment Show and Garden Tractor Pull at the Paola Industrial Park on Saturday, April 25th.
It is anticipated that the event could draw as many as 2,000 to 3,000 participants and spectators.
They have requested that a portion of Industrial Park Drive be closed for the duration of the
event. Clerk Droste recommended approval of the street closure application.
After additional discussion, Council Member Pritchard made a motion to approve the temporary
closure of a portion of Industrial Park Drive on April 25th for the first annual Antique Garden
Tractor & Lawn Equipment Show and Garden Tractor Pull, as presented. . The motion was
seconded by Council Member House and all voted aye. The motion passed 3 to 0.
Agenda Item 5b – Consider a Street Closure Application for the Heads Up – On Your Mark
5K Run/ Walk.
Clerk Droste reported that the Heads-Up Brain Injury Support Group is planning their annual
5K Run/Walk fund raising event at the trails in Wallace Park on Saturday, June 13th. The Task
Force has submitted the required application for this Community Event and the Street Closure
Application to accommodate the event. The event is scheduled to take place from 6:00 am to
11:00 am and is expected to draw 80 to 100 participants. Clerk Droste recommended approval
of the street closure application.
After additional discussion, Council Member Wilhoite made a motion to approve the temporary
closure of a portion of Wallace Park Drive on June 13th for the Heads Up – On your Mark 5K
Run/Walk, as presented. The motion was seconded by Council Member House and all voted
aye. The motion passed 3 to 0.
Agenda Item 5c – Consider bids for the 2015 Street Repair Program.

Public Works Director Browning presented the following bids for 3,500 tons of asphalt for the
2015 Street Repair Program:
Killough Construction, Inc. $61.20/ton = $214,200.00
O’Donnell and Sons Construction $61.50/ton = $215,250.00
McAnany Construction $63.00/ton = $220.500.00
Public Works Director Browning reported that the low bid was well under the estimate of
$68.00 per ton that was used to establish the budget for the program. Lower oil prices
contributed to the reduced pricing.
After additional discussion, Council Member House made a motion to approve the bid from
Killough Construction, Inc. in the amount of $214,200.00 for the 2015 Street Repair Program.
The motion was seconded by Council Member Wilhoite and all voted aye. The motion passed
3 to 0.
Agenda Item 5d – Consider approval of disbursements from the Transient Guest Tax
Fund.
Manager Wieland reported that the Paola Convention and Tourism Committee met earlier
today to review 6 grant applications. The Committee made the following recommendations
for each of the grant applications:

Manager Wieland presented details of each event and an explanation of the Committee’s
recommendation. After additional discussion, Council Member Wilhoite made a motion to
approve disbursements from the Transient Guest Tax Fund in the amount of $14,600 as
presented. The motion was seconded by Council Member House and all voted aye. The
motion passed 3 to 0.
Agenda Item 6 – NEW BUSINESS
Public Works Director Browning reported that Green County Soils donated a large volume of
mulch to the City of Paola for use in the City’s parks and facilities.
Loralei Crum reported on upcoming community events including the car show and the art &
wine stroll. She also reported that the new visitor’s center is now open and is partially staffed
by volunteers.
Manager Wieland reported that in 2014, 329.99 tons of recycling materials were collected.
That compares to 337.71 tons in 2013.

Manager Wieland reported that the City’s 35 year old fire truck that is equipped with the
telesquirt is in need of substantial repairs to the hydraulic systems. Fire Chief Martin has
located a manufacturer’s demonstration unit that would be a good replacement apparatus. This
unit is available at a reduced price of $750,000. Staff is working on options to finance the
acquisition of the unit.
Agenda Item 7 – DEMONSTRATION of the Police Department’s new interactive video
training system.
Police Chief Smail, Deputy Police Chief Poore, Lieutenant Tim Neal, Sergeant Chad Corbin,
and Sergeant Eric Jenkins gave an explanation and a demonstration of the Paola Police
Department’s new interactive video training system. The system was recently acquired with
grant funds from the Edward J. Byrne Memorial Justice Assistance Grant Program. The new
training system is one of only 4 or 5 in the State of Kansas and it will be made available to
other area law enforcement agencies for training for their officers.

With no additional business to come before the Council, Council Member Wilhoite made a
motion to adjourn. The motion was seconded by Council Member Pritchard and all voted aye.
The motion passed 3 to 0.
