MINUTES OF THE REGULAR COUNCIL MEETING OF THE CITY OF PAOLA, KANSAS 6:00 O’CLOCK P.M. May 26, 2015 Held in the Municipal Court Room at the Paola Justice Center 805 North Pearl Street in Paola The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding. Council Members present: Mayor Artie Stuteville and Council Members Jim Pritchard, Gee Gee Wilhoite, Leigh House, and Aaron Nickelson. Council Members absent: None. Also present: City Manager Jay Wieland, City Clerk Dan Droste, City Attorney Lee Tetwiler, Public Works Director Craig Browning, Police Chief Dave Smail, City Planner Mike Gotfredson, Paige Woolsey, Dakota Lloyd, Wes Moore, Claudia Moore, and Brian McCauley with the Miami County Republic. Agenda Item 1 - CALL TO ORDER: A regular meeting of the City Council was called to order by Mayor Stuteville. Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Wilhoite, House, and Nickelson were all present. No one was absent. Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS: Mayor Stuteville asked the audience if anyone desired to address the Council about any issue that is not an agenda item. No one else addressed the Council. Mayor Stuteville recognized Dakota Lloyd from Boy Scout Troop 105. Dakota explained that he was in attendance for a merit badge and introduced his aunt and uncle, Claudia and Wes Moore. Agenda Item 4 - CONSENT AGENDA: a. Approval of minutes of the regular meeting of May 12, 2015. b. Approval of Salary Ordinances 15-11. c. Approval of Appropriation Ordinance No 803. d. Approval of the renewal of a Class A Private Club License for the American Legion. Council Member Pritchard made a motion to approve the Consent Agenda as presented and authorize the Mayor to sign. The motion was seconded by Council Member Wilhoite and all voted aye. The motion passed 4 to 0. Agenda Item 5 - NEW BUSINESS City Clerk Droste reported that Sales Tax Revenue for the Month of May amounted to $210,334 bringing the year to day total to $984,495 which is 4.51% more that the same time period in 2014. Paola City Council Minutes – May 26, 2015 Page 1 City Clerk Droste reported that season pool pass sales during the first 2 weeks were very slow due to the weather with only 71 passes sold. However, 80 passes were sold today bringing the season total to 151. Police Chief Smail reported that “click it or ticket” program will continue through June 2nd. Public Works Director Browning reported that on Saturday morning the Kansas Game Warden was at Lake Miola responding to a report of zebra mussels. A fisherman snagged an old rod and reel on the bottom of the lake which had zebra mussels attached to it. Since Saturday, the State’s Biologist has been on site trying to determine the extent of the zebra mussel population in Lake Miola. He went on to explain that many bodies of water in Kansas are infested with zebra mussels and he will be working with the State of Kansas in this regard. He distributed information to the City Council about zebra mussels. Manager Wieland presented reports from the Paola Pathways Committee and from the Convention and Tourism Board on events that were funded with Transient Guest Tax grants. Manager Wieland distributed forms for the City Council for goals and priorities for the 2016 Budget. He asked that they be completed and returned at the Council’s work study meeting in June. Council Member Wilhoite passed along a compliment from a life-long resident who commented that Paola is becoming more and more family friendly. Agenda Item 7 – ADJOURNMENT With no additional business to come before the Council, Council Member Wilhoite made a motion to adjourn. The motion was seconded by Council Member Pritchard and all voted aye.
