MINUTES OF THE REGULAR COUNCIL MEETING
OF THE CITY OF PAOLA, KANSAS
6:00 O’CLOCK P.M.
June 9, 2015
Held in the Municipal Court Room at the Paola Justice Center
805 North Pearl Street in Paola
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Council Members present: Mayor Artie Stuteville and Council Members Jim Pritchard, Gee
Gee Wilhoite, Leigh House, and Aaron Nickelson.
Council Members absent: None.
Also present: City Manager Jay Wieland, City Clerk Dan Droste, City Attorney
Lee Tetwiler, Public Works Director Craig Browning, Police
Detective Kevin Coldwell, City Planner Mike Gotfredson, Richard
Lentz Loralei Crum with the Paola Chamber of Commerce, and
Brian McCauley with the Miami County Republic.
Agenda Item 1 - CALL TO ORDER: A regular meeting of the City Council was called to order
by Mayor Stuteville.
Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Wilhoite,
House, and Nickelson were all present. No one was absent.
Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS:
Mayor Stuteville asked the audience if anyone desired to address the Council about any issue that
is not an agenda item. No one else addressed the Council.
Agenda Item 4 - CONSENT AGENDA:
a. Approval of minutes of the regular meeting of May 26, 2015.
b. Approval of Salary Ordinances 15-12.
c. Approval of Appropriation Ordinance No 804.
d. Approval of the Pledged Securities Report for May, 2015.
e. Approval of the Journal Entries Report for May, 2015.
f. Approval of the renewal of a Drinking Establishment License for El Potro.
Council Member Wilhoite made a motion to approve the Consent Agenda as presented and
authorize the Mayor to sign. The motion was seconded by Council Member Pritchard and all voted
aye. The motion passed 4 to 0.
Agenda Item 5 – REPORTS OF OFFICERS, BOARDS AND COMMITTEES
Agenda Item 5a – Consider a Street Closure Application from Miami County for the
construction of the new County Detention Center.

Manager Wieland presented a request from Miami County to temporarily close the following
streets during the construction of the new County Detention Center:
1) South Agate Street: One half block from the alley south of Miami Street to Shawnee
Street.
2) South Pearl Street: A portion of the east lane from Mission Street south to Shawnee
Street. Parking on the west side of South Pearl in this block will be temporarily
prohibited to accommodate 2-way traffic during the closure.
3) The duration of the temporary street closure is requested to begin on September 1, 2015
and run through January 1, 2017.
Manager Wieland reported that City Staff met with County Administrator Shane Krull and project
contractors to work through the closure request. He indicated that the plan would provide security
for the site and maximize safety for construction workers and the public.
After additional discussion, Council Member Nickelson made a motion to approve the Street
Closure Application from Miami County to temporarily close ½ block of South Agate Street from
the alley south to Shawnee Street and a portion of the east lane of South Pearl Street from Mission
Street south to Shawnee Street from September 1, 2015 through January 1, 2017, as presented. The
motion was seconded by Council Member House and all voted aye. The motion passed 4 to 0.
Agenda Item 5b – Consider a Street Closure Application for the Antique Garden Tractor &
Lawn Equipment Show and Garden Tractor Pull – rescheduled for July 18th.
Manager Wieland reported that the Antique Garden Tractor & Lawn Equipment Show and Garden
Tractor Pull that was originally scheduled for April 25th was cancelled due to inclement weather.
This event has been rescheduled for Saturday, July 18th and the event organizers are requesting the
same street closure for the event on the rescheduled date.
After additional discussion, Council Member House made a motion to approve the temporary
closure of a portion of Industrial Park Drive on July 18th for the first annual Antique Garden Tractor
& Lawn Equipment Show and Garden Tractor Pull, as presented. The motion was seconded by
Council Member Nickelson and all voted aye. The motion passed 4 to 0.
Agenda Item 5c – Consider the approval of a Community Event Permit and Temporary
Alcohol License for sale/consumption of alcohol in the Park Square for the Art & Wine Stroll
on July 11th.
Loralei Crum, with the Paola Chamber of Commerce, presented a request for a Community Event
Permit and Temporary Alcohol License for sale/consumption of alcohol in the Park Square for the
Art & Wine Stroll on July 11th. She reported that the event was planned to take place in the
identical manner as last year at various businesses in the downtown area and in the Park Square.
After additional discussion, Council Member Pritchard made a motion to approve the Community
Event Permit and Temporary Alcohol License for the Art & Wine Stroll on July 11th. The motion
was seconded by Council Member Nickelson. Council Members Pritchard, House and Nickelson
voted aye and Council Member Wilhoite voted nay. The motion passed 3 to 1.

Agenda Item 6 - NEW BUSINESS
Clerk Droste reported that the Chamber of Commerce Annual Dinner was scheduled for Thursday,
June 25th beginning at 5:30 pm at Town Square.
Loralei Crum, with the Paola Chamber of Commerce, reported on the upcoming Heartland Car
Show, the Annual Dinner, the July 3rd Fireworks Display, and the Art & Wine Stroll.
Manager Wieland reported that City Staff will be meeting tomorrow with the Architect on the
Miami County Detention Center to review plans for the project.
Manager Wieland presented a copy of a letter from the Miami County Commissioners to our State
Representatives expressing objections to HB 2109 and the local tax lid that is included in the
proposed legislation. He went on to discuss the status of HB 2109 and urged everyone to contact
our Representatives and urge them to vote no on the legislation.
Council Member Pritchard inquired about the water slides at the pool. He indicated that they were
looking poorly and need to be painted. Public Works Director Browning reported that the Pool
Manager had made arrangements to have the slides refinished prior to the pool opening but they
were unable to get it completed.
Council Member Pritchard inquired about the status of the zebra mussels at Lake Miola. Public
Works Director Browning reported that the State of Kansas released their statement on the
population of zebra mussels in the lake and this information has been posted on the City’s website.
Browning reported that the Paola Country Club does purchase raw water from Lake Miola for
irrigation and he has notified the Club personally about the discovery of zebra mussels in the lake.
Mayor Stuteville commented that it appeared that progress was finally taking place on the gas
service utility work on Pearl Street.
Agenda Item 7 – ADJOURNMENT
Mayor Stuteville announced that at the conclusion of this meeting the Council will hold a work
study meeting to discuss the 2016 Budget.
With no additional business to come before the Council, Council Member Wilhoite made a motion
to adjourn. The motion was seconded by Council Member Pritchard and all voted aye. The motion
passed 4 to 0.

TO THE HONORABLE MAYOR, ARTIE STUTEVILLE, OF THE CITY OF
PAOLA, KANSAS:
We, the undersigned being duly elected, qualified, and acting Council Members of the City of
Paola, Kansas, hereby respectfully request you to call a Work Study Meeting of the Governing
Body of the City of Paola, Kansas to be held at the Municipal Court Room at the Paola Justice
Center located at 805 N Pearl Street on Tuesday, June 9, 2015. This Work Study Meeting will
begin at the conclusion of the Paola City Council Meeting which will begin at 6:00 pm. The starting
time for this meeting will be dictated by the conclusion of the previous meeting. The agenda for
the Work Study Meeting is as follows:
Discussion of the 2016 Budget.
(This is a work study meeting, no action will be taken on any discussion item.)
