MINUTES OF THE COUNCIL MEETING OF THE CITY OF PAOLA, KANSAS 6:00 O’CLOCK P.M. November 24, 2015 Held in the Municipal Court Room at the Paola Justice Center 805 North Pearl Street in Paola The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding. Council Members present: Mayor Artie Stuteville and Council Members Jim Pritchard, Gee Gee Wilhoite, Leigh House and Aaron Nickelson. Council Members absent: None. Also present: City Manager Jay Wieland, City Clerk Dan Droste, Interim Police Chief Don Poore, Public Works Director Craig Browning, City Planner Mike Gotfredson, Human Resources Director Vicki Belt, and Brian McCauley with the Miami County Republic. Agenda Item 1 - CALL TO ORDER: The regular council meeting was called to order by Mayor Stuteville. Agenda Item 2 - ROLL CALL: Mayor Stuteville and Council Members Pritchard, Wilhoite, House, and Nickelson were all present. No one was absent. Agenda Item 3 - PETITIONS, REMONSTRANCES, AND COMMUNICATIONS: Mayor Stuteville asked the audience if anyone desired to address the Council about any issue that is not an agenda item. No one addressed the Council. Agenda Item 4 - CONSENT AGENDA: a. Approval of minutes of the regular meeting of October 27, 2015. b. Approval of Salary Ordinance 15-22. c. Approval of Appropriation Ordinance No 814. d. Approval of the Journal Entries Report for October, 2015. e. Approval of the Pledged Securities Report for October, 2015. Council Member Pritchard made a motion to approve the Consent Agenda as presented and authorize the Mayor to sign. The motion was seconded by Council Member House and all voted aye. The motion passed 4 to 0. Agenda Item 5 – REPORTS OF OFFICERS, BOARDS AND COMMITTEES: Agenda Item 5a – Consider approval of amendments to the City’s Employee Handbook. Paola City Council Minutes – November 24, 2015 Page 1 Human Resources Director Vicki Belt presented proposed changes to the City’s Personnel Manual as follows: New Section 2.4(c) City Provided Cell Phones Deleted Section 2.7(f) Cell Phones Revised Section 6.8 Personal Leave Revised Section 6.9 Bereavement Leave Revised Section 6.16 Shared Leave Human Resources Director Belt went on to explain the details of each of the changes and after a discussion, Council Member House made a motion to approve A RESOLUTION AMENDING AND ADOPTING THE PERSONNEL MANUAL, EFFECTIVE JANUARY 1, 2017. The motion was seconded by Council Member Wilhoite and all voted aye. The motion passed 4 to 0 and the Resolution was assigned number 2015-008. Agenda Item 5b – Consider bids to repair the entrance walls at Wallace Park. Public Works Director Browning reported that one of the entrance walls at Wallace Park have settled due to dry conditions over the past few years. He presented bids to excavate and install piers beneath the column to push the column and wall back up to plumb and then repair, grout and tuck point the wall. The bids were as follows: King Construction: $3,750 to perform the scope listed above DC Solutions: $2,650 to perform the scope listed above Taylor Brothers: No return call or bid After a discussion, Council Member Wilhoite made a motion to accept the bid from DC Solutions in the amount of $2,650.00 to repair the entrance walls at Wallace Park. The motion was seconded by Council Member Nickelson and all voted aye. The motion passed 4 to 0. Agenda Item 6 – NEW BUSINESS Clerk Droste reported that sales tax revenues for November amounted to $203,487 bringing the year-to-date total to $2,216,004 or 2.88% higher than the same time period in 2014. Clerk Droste reported that the Firehouse gym is now opened and will be opened on Thanksgiving Day and the following Friday. Fire Chief Martin decided to open the gym for the holidays to provide a place for families to work off Thanksgiving dinner. Manager Wieland reported that TTHM violation letters will be mailed to water customers tomorrow. He also reported that he attended the graduation ceremony for Community Center Director Myers who completed the Certified Public Manager Program at KU. Manager Wieland reported that thanks to the Police Department, 17 street lights were reported to KCP&L for repairs. He also reported that Codes Enforcement would be taking place in the southeast part of town. Manager Wieland reported that there was good progress in the demolition of the structures at 808 South Silver. Paola City Council Minutes – November 24, 2015 Page 2 Manager Wieland reported that he has been doing research on the structures in Wallace Park to possibly be placed on the Kansas Historical Register. The Shelter House was constructed in 1915-16, the Comfort Station was built in 1923-24, and the garage and implement house were built in 1924. He also noted that the Caretakers House was purchased by a local church and was donated it to the City in 1924. Manager Wieland reported that the Paola Community Center was originally dedicated on February 12, 1917. The Community Center Board is planning a 100 year anniversary celebration for the building. Mayor Stuteville reported that Lois Metcalf has inquired about formally naming and posting the streets in the cemetery. Mayor Stuteville also commented on how nice the new fence looks at the cemetery. Mayor Stuteville reported that there is a street tree near the Family Center that is in bad condition and may need to be removed. Agenda Item 7 – ADJOURNMENT With no additional business to come before the Council, Council Member Pritchard made a motion to adjourn. The motion was seconded by Council Member Wilhoite and all voted aye.
