MINUTES OF THE SPECIAL COUNCIL MEETING
OF THE CITY OF PAOLA, KANSAS
6:00 O’CLOCK P.M.
April 3, 2018
Held in the Second Floor Conference Room at Paola City Hall
19 E Peoria Street in Paola
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Council Members present: Mayor Artie Stuteville and Council Members Dave Smail, Gee Gee
Wilhoite, Leigh House, and Aaron Nickelson.
Council Members absent: None
Also present: City Manager Jay Wieland, City Clerk Dan Droste, Assistant City
Clerk Stephanie Marler and Public Works Director Kirk Rees.
CALL TO ORDER: The special council meeting was called to order by Mayor Stuteville.
ROLL CALL: Mayor Stuteville and Council Members Smail, House, Wilhoite and Nickelson were
all present.
AGENDA ITEM 1 - Consider approval of disbursements from the Transient Guest Tax Fund.
City Manager Jay Wieland presented to the Council that the Paola Convention and Tourism Committee
met on Thursday, March 26, 2018 to review several grant applications for fiscal year 2018. The full
list of recommendations from the Committee will be presented for review and formal action at the April
10, 2018 Council meeting.
The issue to be considered at this Special Council meeting is the awarding of funding for two grant
requests recommended by the Committee to assist with events that are being held prior to the regular
council meeting. The grant requests recommended for approval at this meeting are for the Lil’ Red
Hen in the amount of $500 and Paola Pathways in the amount of $1,000. These events are scheduled
for April 4th-April 7th respectively.
Council Member Nickelson made a Motion to approve disbursements from the Transient Guest Tax
Fund in the amount of $500.00 to Little Red Hen and $1000.00 to Paola Pathways. Motion was
seconded by Council Member Wilhoite and all voted aye. Motion passed 4 to 0.
ADJOURNMENT: With no additional business to come before the Council, Council Member
Nickelson made a motion to adjourn. The motion was seconded by Council Member House and all
voted aye. The motion passed 4 to 0.

TO THE HONORABLE MAYOR, ARTIE STUTEVILLE, OF THE CITY OF
PAOLA, KANSAS:
We, the undersigned being duly elected, qualified, and acting Councilmembers of the
City of Paola, Kansas, hereby respectfully request you to call a Special Meeting of the
Governing Body of the City of Paola, Kansas to be held in the Second Floor Conference
Room at Paola City Hall at 19 E Peoria Street in Paola on Tuesday, April 3, 2018 at
6:00 pm, for the following purpose:
See attached Agenda.
At the conclusion of the Special Meeting, we hereby respectfully request you to call a
Work Study Meeting of the Governing Body of the City of Paola, to be held at the same
location and date, for the following purpose:
• Review 2018 Street Improvement Plan Asphalt Bids.
• Discuss Planning Commission Recommendation to Revise Article 3, Section 210
Accessory Use of the LDO.
• Discuss Draft of a Telecommunications with JMZ Corporation (KwiKom
Communications).
• Discuss Proposals for Painting of Public Woks Building.
