MINUTES OF THE SPECIAL COUNCIL MEETING OF
THE CITY OF PAOLA, KANSAS
6:00 O’CLOCK P.M.
July 24, 2018
Held in the Municipal Court Room at the Paola Justice Center
806 N Pearl Street in Paola
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Council Members present: Mayor Artie Stuteville and Council Members Dave Smail, Gee Gee
Wilhoite, Leigh House, and Aaron Nickelson.
Council Members absent: None
Also present: City Manager Jay Wieland, City Clerk Dan Droste, Assistant City Clerk
Stephanie Marler and Trent Upshaw.
CALL TO ORDER: The special council meeting was called to order by Mayor Stuteville.
ROLL CALL: Mayor Stuteville and Council Members Smail, House, Wilhoite and Nickelson were all
present.
Agenda Item 3a. Consider the 2019 Budget Notice of Public Hearing to be set for August
14, 2018.
Clerk Droste presented the Budget Summary and after a review of the Notice of Public Hearing and
Budget Summary, Council Member House made a motion to approve the proposed 2019 Budget for
publication at $15,245,003 and set August 14, 2018 as the date for the budget public hearing. The
motion was seconded by Council Member Wilhoite and all voted aye. The motion passed 4 to 0.
Agenda Item 3b. Consider bids for a dispatch console for the new radio system for the Fire
Department.
City Manager Wieland reported that Fire Chief Martin has received a quote from TFM Comm,
Inc in the amount of $30,556.50 to upgrade the dispatch console for the new 800 MHz radio
system. Council Member Wilhoite made a motion to approve the purchase of a dispatch console
for the new radio system from TFM Comm, Inc. in the amount of $30,556.50. The motion was
seconded by Council Member Smail and all voted aye. The motion was passed 4 to 0.
Agenda Item 3c. Consider an appointment to the Flint Hills Advisory Council.
City Manager Wieland reported to the council that the Kansas Legislature passed Senate Bill
No. 331 and it has been signed into law by Governor Colyer. Senate Bill 331, among other

things, establishes the Flint Hills Trail as a State Park and creates the Flint Hills Advisory
Council to oversee the park. The Flint Hills Trail State Park begins in Osawatomie and extends
westward through Ottawa, Pomona, Osage City, and on to Council Grove. The trail is being
extended on to Herrington.
Senate Bill 331 details the appointment process for the members of the advisory council and it
includes “one resident of Miami County to be appointed by the governing body of the county
seat;” (Section 1(b)(3)). Additionally, said appointment is to take place no later than August 1,
2018. (Section 1(c)(1).
Mayor Stuteville recommended the appointment of Dr. Sarah Dorsett to serve on the Flint Hills
Advisory Council.
Council Member Smail made a motion to approve the Mayor’s appointment of Dr. Sarah
Dorsett to the Flint Hills Advisory Council. The motion was seconded by Council Member
Wilhoite and all voted aye. The vote passed 4 to 0.
ADJOURNMENT: With no additional business to come before the Council, Council Member
Nickelson made a motion to adjourn. The motion was seconded by Council Member House and all
voted aye. The motion passed 4 to 0.
