MINUTES OF THE SPECIAL COUNCIL MEETING OF THE CITY OF PAOLA, KANSAS 6:00 O’CLOCK P.M. May 28, 2019 Held in the Municipal Court Room at the Paola Justice Center 806 N Pearl Street in Paola The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding. Council Members present: Mayor Artie Stuteville and Council Members Dave Smail, Trent Upshaw, Leigh House and Aaron Nickelson. Council Members absent: None Also present: City Manager Jay Wieland, City Clerk Dan Droste, Don Osenbaugh and John Deardoff. CALL TO ORDER: The special council meeting was called to order by Mayor Stuteville. ROLL CALL: Mayor Stuteville and Council Members Smail, Upshaw, House and Nickelson were all present. Agenda Item 1 - Consider approval of a replat for Osage Crossing of Paola, Doreen Smith. City Clerk Droste presented a replat for Osage Crossing of Paola. He noted that the Planning Commission reviewed and approved the replat at its meeting on May 21st. The purpose of the replat is to combine multiple parcels into one tract of land and to clean up the vacation of old alley right-of-ways. The replat also positively identifies utility easements. After additional discussion, Council Member House made a motion to approve the replat for Osage Crossing of Paola, Doreen Smith. The motion was seconded by Council Member Upshaw and all voted aye. The motion passed 4 to 0. Agenda Item 2 - EXECUTIVE SESSION for the purpose of discussing personnel matters of non-elected personnel. K.S.A. 75-4319(b)(1) is the authority for this recess. Council Member Smail made a motion to adjourn to Executive Session, to include the Mayor, Council, and City Manager for 3 minutes to discuss the employment status of the City Manager pursuant to the non-elected personnel matter exemption, KSA 75-4319(b)(1); the regular meeting to reconvene here at the Municipal Court Room at 6:19 p.m. The motion was seconded by Council Member Upshaw and all voted aye. The motion passed 4 to 0. At 6:19 pm the Council came out of Executive Session and Council Member House made a motion to reconvene the adjourned meeting. Paola City Council Minutes – May 28, 2019 Page 1 Following the Executive Session, the Council met with Osenbaugh Consulting representatives John Deardoff and Don Osenbaugh to discuss the city Manager recruitment process. The focus of the discussion was the development of a profile of the skills, traits, and educational qualifications for the manager position. The mayor and each Council Member provided their input and discussed specific qualities they deemed necessary for the position. Osenbaugh and Deardoff explained the nest steps in the recruitment process which included development of a comprehensive position profile, development of the advertisements, and further discussion with the Council as the recruitment process gets underway. Agenda Item 3 – ADJOURNMENT With no additional business to come before the Council, Council Member Smail made a motion to adjourn. The motion was seconded by Council Member Upshaw and all voted aye.
