MINUTES OF THE SPECIAL COUNCIL MEETING
OF THE CITY OF PAOLA, KANSAS
6:00 O’CLOCK P.M.
August 27, 2019
Held in the Municipal Court Room at the Paola Justice Center
806 N Pearl Street in Paola
The Governing Body of the City of Paola, Kansas, met with Mayor Stuteville presiding.
Council Members present: Mayor Artie Stuteville and Council Members Dave Smail, Trent
Upshaw, and Leigh House.
Council Members absent: Aaron Nickelson
Also present: City Manager Jay Wieland, City Clerk Dan Droste and Assistant City
Clerk Stephanie Marler, Assistant City Manager Randi Shannon,
Police Chief Don Poore, Public Works Director Kirk Rees, Brian
McCauley with the Miami County Republic, Chris Williams, Scott
Shappell, Matt Fineout, and Bobby Knudsen
CALL TO ORDER: The special council meeting was called to order by Mayor Stuteville.
ROLL CALL: Mayor Stuteville and Council Members Smail, Upshaw, and House were all present.
Agenda Item 1. Consider a Resolution fixing the time and place for a public hearing to
consider the creation of the proposed Redevelopment District.
Manager Wieland explained the resolution being considered will set the time and place for a
public hearing regarding a proposed redevelopment district. The hearing will take place on
October 8, 2019 at 6:00 pm at the Paola Justice Center.
Manager Wieland went on to explain the district will consist of 39 acres located at Hedge Lane
and Baptiste Drive. The project will be completed in 5 phases. Chris Williams, with Highlands
Development has submitted a plan that will utilize Tax Increment Financing. This will be the
first TIF district in Paola but this tool has been available for use for many years. Manager
Wieland explained this property is eligible for the financing due to the high cost to develop the
land.
Manager Wieland emphasized that no entities will lose money they are already receiving. No
bonds will be issued because the developer has decided to pay for all the up-front costs.
Chris Williams addressed the council to identify what Phase 1 will consist of. His plan is to
have retail space and office space, with future phases to include residential dwellings. Mr.

Williams anticipates that Phase 1 will take approximately 2-3 years. The overall project is
estimated to total $10-14 million dollars.
Mayor Stuteville questioned Mr. Williams on the drainage in that area. Mr. Williams assured
Mayor Stuteville that an engineer has evaluated the area and all drainage needs will be
addressed.
After some discussion Council Member House made a motion to approve A RESOLUTION
STATING THE INTENTION OF THE CITY OF PAOLA, KANSAS TO CONSIDER
CREATION OF A REDEVELOPMENT DISTRICT, APPROVE A REDEVELOPMENT
PLAN FOR THE DISTRICT AND PROVIDING FOR NOTICE OF A PUBLIC HEARING
ON SUCH MATTERS. The motion was seconded by Council Member Upshaw and all voted
aye. The vote passed 3 to 0 and the Resolution was given No 2019-010.
Agenda Item 2. Consider the purchase of a 2017 Ford F150 truck for animal control and
code enforcement.
Manager Wieland informed the council that a new animal control and code enforcement officer will
begin work on October 1st. The Police Department has an animal control truck to pick up reported stray
animals but the truck is a 1996 Ford that was given to the Police Department from Public Works.
Manager Wieland said the truck is no longer a reliable vehicle and is needing replaced. With the start
of the new position of the Code Enforcement Officer, it is appropriate to consider a new vehicle
purchase.
Police Chief Poore was able to locate a used, low mileage, 2017 Ford F150 at Bob Allen Ford in Ottawa
for $17,500.00 plus fees. There will be a $2,000.00 trade in value for the current vehicle. Once the
vehicle is purchased Chief Poore will order an insert for the back of the truck to place the animals in.
With no further discussion Council Member Smail made a motion to approve the purchase of a 2017
Ford F150 truck from Bob Allen Ford in the amount of $15,901.50. The motion was seconded by
Council Member Upshaw and all voted aye. The motion passed 3 to 0
Agenda Item 3. Consider the purchase price for 2020 Pickup Trucks for Public Works.
Manager Wieland said at the August 13th meeting the Council agreed to purchase 2 model year 2019
Ford F250 pickups for Public Works. After approval Public Works Director Rees spoke with Louisburg
Ford regarding the purchase and was informed that the 2019 Fleet/muni ordering had closed.
Director Rees said the end date to order the current model year was unknown and the vehicles were
not purchased before closing. Director Rees said having to purchase the model year 2020 will increase
the purchase price by $700 per vehicle, $1,400 overall.
With no further discussion Council Member Upshaw made a motion to approve the new
purchase price of 1 2020 Ford F250 4x2 for $24,114.80 and 1 2020 Ford F250 4x4 for
$26,567.80 from Louisburg Ford for a total of $50,682.60. The motion was seconded by
Council Member House and all voted aye. The motion passed 3 to 0.

ADJOURNMENT: With no additional business to come before the Council, Council Member House
made a motion to adjourn. The motion was seconded by Council Member Upshaw and all voted aye.
The motion passed 4 to 0.
