MINUTES OF THE SPECIAL PLANNING COMMISSION MEETING PLANNING COMMISSION/ BOARD OF ZONING APPEALS January 18, 2007 Commissioners Present: Cowman, McLean, L. Smith, Wrischnik Others Present: Justin Givens, Amy Barenklau, Brian McCauley, Jim Kaup, Wynndee Lee, Jim & Carolyn Bracken, Art Godfrey, Jim Pritchard, Rod Allen, Kirk Rees, Michael Hamilton, Bill & Helen Scott and others Item 1: Comprehensive Plan – Public Hearing to consider the update to the City of Paola’s Comprehensive Plan. Commissioners McLean and Smith made a motion to open the comprehensive plan public hearing. All Commissioners voted in favor. Planner Givens introduced Jim Kaup and Wynndee Lee to those in attendance. Jim Kaup and Wynndee Lee gave background information on the process and how they had obtained citizen, planning commission and staff input to write the update. They discussed the chapters in the updated plan and answered questions from those in attendance. They explained this is the chance for the community to request changes, ask questions, and give additional input before it is adopted by the City. Each of the chapters was given a brief overview and a chance to ask questions, make comments, and suggest changes was given. John Kennedy questioned the first goal in the economic development chapter. There was discussion and some clarification about the chapter and clarification on the goals. It was noted that a correction to the Kansas Day Celebration was necessary as the information stated in the plan was outdated. Michael Hamilton inquired about funding for sidewalks during the discussion of the recreation chapter. Art Godfrey and Jim Bracken inquired about ownership of trails and maintenance. Art Godfrey stated he felt that it was important for the city to enforce traffic plans during the review of the infrastructure and transportation chapter. There were questions about affordable housing and ownership of the American Legion ball fields in Wallace Park. Paola Planning Commission Minutes January 18, 2007 1 Commissioners McLean and Smith made a motion to close the public hearing with all Commissioners voting in favor. Item 2: Comprehensive Plan Recommendation – Planning Commission to make recommendation to City Council. Commissioners Cowman and Smith made a motion to recommend the updated City of Paola’s Comprehensive Plan to the Paola City Council for adoption, with the change to the Kansa Day celebration. All Commissioners voted in favor. Item 3: Future Land Use Map - Public Hearing to consider the updated Future Land Use Map Commissioners McLean and Smith made a motion to open the public hearing to discussion the proposed future land use map. All Commissioners voted in favor. Michael Hamilton inquired about commercial use at K-68 and Highway 169. Jim Bracken inquired about Estate/Agriculture and what constituted low density. Jack Rowlett inquired about Industrial uses at 311th and Hedge Lane. Jim Kaup, Wynndee Lee and staff described the different uses shown on the map, and explained the different areas as noted on the map. Questions were answered in regards to mixed uses, industrial use, estate/agricultural and clarification of those types of uses. There was concern about the mixed use classification. Commissioners Cowman and Smith made a motion to close the public hearing on the future land use map with all Commissioners voting in favor. Item 4: Future Land Use Map Recommendation - Planning Commission to make recommendation to City Council. Commissioner Cowman made a motion to table a decision on the future land use map. He had a desire to look at the map and have further discussion before recommending it for action. Commissioner McLean seconded the motion with all Commissioners voting in favor.
