MINUTES OF THE PLANNING COMMISSION MEETING PLANNING COMMISSION/ BOARD OF ZONING APPEALS February 21, 2012 Commissioners Present: McLean, Wrischnik, Peterson, Pfefferkorn Commissioners Absent: Cowman, Smith, Hardwick Others Present: Mike Gotfredson, Amy Barenklau, Brian McCauley Item 1: Pledge of Allegiance Item 2: Consider minutes from the December 20, 2011 meeting. Vice-Chair McLean called the meeting to order. The first order of business was the consideration of the minutes from the December 20, 2011 meeting. Commissioners Pfefferkorn and Wrischnik made a motion to approve the minutes as submitted, with all Commissioners voting in favor. Item 3: Review of the Comprehensive Plan. Planner Gotfredson reminded Commissioners that State Statute requires a review of the Comprehensive Plan periodically. He stated he felt that the housing section was a good place to start and felt Commissioners could start with an overview of the goals and action items. He told Commissioners that he would like to have discussion about any changes they felt should be made or any priorities that should be made to goals and/or actions. The floor was then opened to discussion from Commissioners. Commissioner Wrischnik stated that the surveys were from 2006, so they could be a little dated, but felt they were still fairly accurate. He inquired about how the surveys were obtained. Staff indicated that Wynndee Lee and Jim Kaup created the surveys and supplied staff with a random sampling of addresses. Staff then mailed the surveys and Ms. Lee and Mr. Kaup tallied the results and then provided to Commissioners and staff during the update. Commissioner Pfefferkorn inquired about the Neighborhood Revitalization Program and if residents were taking advantage of the program. Planner Gotfredson explained that the city had wanted to expand the area, but Miami County was not as interested in expanding the program area. He stated it is not utilized heavily by citizens. Paola Planning Commission Minutes February 21, 2012 1 Commissioner McLean inquired if there were any programs for abandoned properties that were in need of demolition. He wanted to know if there were any programs available to help investors who might be willing to purchase and demolish or rehabilitate them. Planner Gotfredson stated he was not aware of any programs, other than the Neighborhood Revitalization Program. After further discussion about the Comprehensive Plan, there were no recommendations from Commissioners for changes to the housing section. Commissioner Peterson inquired if anything could be done about dilapidated housing. Planner Gotfredson directed him to contact the Building Department for enforcement. Item 4: City Planner Report and Items from Commissioners Planner Gotfredson informed Commissioners about a proposed senior housing development on Hospital Drive near the Fort Scott Community College. He provided Commissioners with background of the project, request and other local projects. He stated he felt it would fill a need we currently have. There were no items from the Commissioners at this time. Item 5: Adjournment Commissioners McLean and Wrischnik made a motion to adjourn the meeting. All Commissioners voted in favor.
