MINUTES OF THE PLANNING COMMISSION MEETING PLANNING COMMISSION/ BOARD OF ZONING APPEALS July 21, 2015 Commissioners Present: Cowman, McLean, Wrischnik, Hardwick Commissioners Absent: Meinig, Pfefferkorn Commissioner Pfefferkorn absent due to conflict of interest in having a contractual relationship with the applicant. Others Present: Mike Gotfredson, Randi Lucas, Kevin Rost with the Goldberg Group Item 1: Pledge of Allegiance Item 2: Consider minutes from the April 21, 2015 meeting. Chair Cowman called the meeting to order. The first order of business was the consideration of the minutes from the April 21, 2015 meeting. Commissioners McLean and Wrischnick made a motion to approve the minutes as submitted, with all Commissioners voting in favor. Item 3: Consideration and vote on Miami County Detention Center at 209 S Pearl, The Goldberg Group, applicant. Planner Mike Gotfredson stated that a site plan approved is needed for this project given for the size of the building. The architect will give a brief overview of the project. Gotfredson states that is being presented is a good proposal. The question of adequate parking was addressed by acquiring some property, along with its original lot and the on street parking. The architects have done a good job with the design and materials allowing it to compliment the court house and blend in with the down town area. Planner Gotfredson recommends approval for this project. Kevin Rost, with The Goldberg Group gave an overview of the project complete with site and floor plans. Rost stated to keep the structural integrity of the facility, while having the exterior architecture compliment the design of the down town area; the architects created a chase space behind the cells. There is a budget for landscaping which will come later in the project. The Paola Planning Commission Minutes July 21, 2015 1 parking lot on the east side of the facility will have a decorative fence surrounding it that was specked from the Paola Justice Center, or will not have a fence at all. There was no additional discussion among Commissioners. Commissioners Cowman and Hardwick made a motion to approve the Miami County Detention Center site plan, with the landscaping plan and in compliant with the Public Works comments. All Commissioners voted in favor. Item 4: Community/Economic Development Director Report and Items from Commissioners. Planner Gotfredson gave Commissioners gave an update on the USD 368 projects stating that they are well underway and they are continuing to keep our inspector busy this summer. The County parking lots for the administration building and detention center are already under construction. Inquiries into our office are becoming more frequent and more legitimate. We feel like development activity continues to pick up and that we anticipate keeping busy for the foreseeable future. City recently received notification of approval for $64,000 in grant funding from the Kansas Department of Wildlife, Parks and Tourism for the trail system at Lake Miola. Item 5: Adjournment Commissioners Cowman and McLean made a motion to adjourn the meeting. All Commissioners voted in favor. Meeting was adjourned at 5:20 pm.
