MINUTES OF THE PLANNING COMMISSION MEETING PLANNING COMMISSION / BOARD OF ZONING APPEALS JULY 30, 2019 Commissioners Present: Cowman, Hardwick, McLean, Scott Commissioners Absent: Pfefferkorn, Pritchard Others Present: Randi Shannon, Jessica Shay-Howell, Leroy & Essie McConico, Sheeba Evans Item 1: Pledge of Allegiance Item 2: Consideration of minutes from the May 21, 2019 meeting Commissioner Cowman called the meeting to order. The first order of business was the consideration of the minutes from the May 21, 2019 meeting. Commissioners Hardwick and McLean made a motion to approve the minutes from the May 21, 2019 meeting with all Commissioners voting in favor. Item 3: Consideration and vote on a design review for 705 N Pearl St., Leroy and Essie McConico, Applicants City Planner, Randi, presented background information on the project at 705 N Pearl St., and stated that this is a design review to approve the exterior materials, color and style only. Commissioners Hardwick and McLean made a motion to approve the design for 705 N Pearl St., Leroy and Essie McConico, applicants, with all Commissioners voting in favor. Item 4: Consideration and vote on a design review for 310 Hedge Lane, Walmart, Applicant City Planner, Randi, presented background information on the project at 310 Hedge Lane and stated that Walmart stores were switching from the tan color scheme to the grey/blue with orange accent wall. Commissioner Scott asked if the orange wall will be new construction or just repainting an existing wall. City Planner, Randi, stated that it is an existing wall that will be painted orange. Paola Planning Commission Minutes July 30, 2019 1 Commissioner Cowman stated that the color scheme is part of the national brand and should be allowed. City Planner, Randi, stated that staff agrees the new grey/blue paint will be a nice upgrade. Commissioners Scott and Cowman made a motion to approve the design for 310 Hedge Lane, Walmart, Applicant, with all Commissioners voting in favor. Item 5: Consideration and vote to recommend approval of a replat for Simple Simon’s, Rory McConnell, Applicant City Planner, Randi, presented background information on the current plat of Simple Simon’s property, stating that a replat will clean the description up if the owner ever wants to sell portions of the property. Commissioners Scott and Hardwick made a motion to approve the replat for Simple Simon’s, Rory McConnell, Applicant, with all Commissioners voting in favor. Item 6: Community/Economic Development Director Report Permit totals to date are: • July = 31 • 2019 = 300 Interior Walmart remodel New housing incentive program to promote starter homes Condemnation hearings scheduled for 402 W Piankishaw and 602 W Wea 115 W Wea update, council gave 120 days to do permitted work before next review New City Manager search has begun Dan Droste, City Clerk, last day is July 31 City Planner, Randi, asked Commissioners input on feather banners. The topic will be discussed in future meetings. Next scheduled meeting is August 20, 2019 Item 7: Adjournment Commissioners Hardwick and Scott made a motion to adjourn with all Commissioners voting in favor.
