‭Approved‬ ‭PLANNING COMMISSION /‬ ‭BOARD OF ZONING APPEALS‬ ‭JUNE 18, 2024 MEETING MINUTES‬ ‭Commissioners Present:‬ ‭Cowman, Dees, DeGrande, Maurer,‬‭McLean, Upshaw, Parks‬ ‭Commissioners Absent:‬ ‭Others Present:‬ ‭Mitch Gabbert - City of Paola‬ ‭Item 1:‬ ‭Pledge of Allegiance.‬ ‭Item 2:‬ ‭Consideration of minutes from the May 21, 2024 meeting.‬ ‭Commissioner Cowman called the meeting to order. The next order of business was‬ ‭the consideration and approval of the minutes from the May 21, 2024 meeting.‬ ‭Commissioner McLean made a motion to approve the May 21, 2024 meeting minutes.‬ ‭The motion was seconded by Commissioner DeGrande with Commissioners Cowman,‬ ‭Dees, Maurer, McLean, Upshaw, and DeGrande voting in favor. Commissioner Parks‬ ‭abstained, as he was absent from that meeting.‬ ‭Item 3:‬ ‭Consideration and vote to recommend approval of the Bur Oak Estates‬ ‭No. 3 final plat, Nick Hart applicant.‬ ‭Planning and Zoning Administrator Mitch Gabbert presented background information‬ ‭on the plat. He advised that it would be a 6 lot single family conventional‬ ‭subdivision located in the current Bur Oak Estates No. 2 subdivision.‬ ‭Gabbert advised that the plat and plans had been reviewed by staff, Rural Water‬ ‭District No. 2 (RWD2), and Wilson and Company Engineering‬ ‭Consultants. He added that all plans had been approved by everyone,‬ ‭with the exception of RWD2.‬ ‭Gabbert explained that the plat and plans met the City of Paola’s requirements for lot‬ ‭size and open space, density, access, drainage, and sanitary sewer. He‬ ‭advised that RWD2 had contacted him on that day and informed him‬ ‭they would sign off on the plans after a couple minor changes were‬ ‭made.‬ ‭Paola Planning Commission Minutes‬ ‭June 18, 2024‬ ‭1‬‭of‬‭2‬  ‭Approved‬ ‭Gabbert stated staff had found the application was consistent with Article 10 of the‬ ‭LDO, and would not be detrimental to the health, safety or general‬ ‭welfare of the community. He advised staff’s recommendation was to‬ ‭recommend approval of the Bur Oak Estates No. 3 final plat with the‬ ‭condition that it meets Rural Water #2’s requirements.‬ ‭Commissioner DeGrande made a motion to recommend approval of the Bur Oak‬ ‭Estates No. 3 final plat. Commissioner McLean seconded the motion, and all‬ ‭Commissioners voted in favor.‬ ‭Planning and Zoning Administrator Gabbert advised that the year to date permit‬ ‭numbers were around 174 permits. He stated new home permits were starting to pick‬ ‭up. Gabbert provided information on new staff for the Community Development‬ ‭Department. He advised that at the June City Council meeting, they discussed a new‬ ‭contract with Waste Management, and repaving part of W Lake Miola Dr. Gabbert‬ ‭stated that there may be one item on the July Planning Commision agenda if the‬ ‭applicant was able to get their plans submitted on time.‬ ‭Item 5:‬ ‭Adjournment‬ ‭Commissioner Parks made a motion to adjourn.
