Minutes of the Papillion Public Library Board of Advisors
Monday, April 24, 2023
The Board of Advisors of Papillion Public Library met in an open and public session at
Sump Memorial Library on April 24, 2023, at 4:30pm.
A. Call to order: The meeting was called to order by Library Board Chair Melissa Panko at
4:30pm.
1. Roll call:
Present were Library Board members Melissa Panko, Doug Rodgers, and Stephanie
Albers. Absent: Erin Jones, Peggy Montgomery. Also present were Library Director Matt
Kovar, Library Assistant Director Lacey Partlow, Library Secretary Joey Sears, and
Friends of the Library President Marge Caron.
2. Affidavit of Publication in the Sarpy County Times: Notice of the meeting was given to
the Sarpy County Times, the designated method of giving notice.
3. Public announcement that a current copy of the Open Meetings Act is posted in the
meeting room.
B. Meeting Approval Items
1. Approval of Agenda: Motion to approve the agenda: Rodgers; Second: Albers. Roll Vote:
Panko: yes, Rodgers: yes, Albers: yes. Absent: Jones, Montgomery. Motion carried.
2. Approval of the Minutes from the March 27, 2023 Board Meeting: Motion: Rodgers;
Second: Albers. Roll Vote: Panko: yes, Rodgers: yes, Albers: yes. Absent: Jones,
Montgomery. Motion carried.
C. Library Director’s Report
1. Correspondence and Communications:
2. Financial Report: Movement on larger ticket items will be reflected in the next month.
3. Library Board Report:
a. Stats were good again for March.
b. General and self-directed general programs were discussed.
c. The “Look Who’s Hatching” program was discussed.
d. The Teen Advisory Board activities were discussed.
e. Star Wars trivia was discussed.
f. Annual Author Series was discussed.
g. Youth Services is continuing their outreach.
h. The Tara Heights Elementary School tour was discussed.
i. Reconsideration rubric and process were discussed.
j. The new Makerspace room was discussed.
k. Aide training was discussed.
D. Agenda Items

a. Policy Reviews: None.

E. Administrative Reports
1. Committee Reports: None.
2. Comments from Library Board: None.
3. Comments from the Friends of the Library/Library Foundation: The May 11th
appreciation event luncheon will be held from 11am – 1pm in the South meeting room.
There will be an election for a new president.
4. Comments from the City: None.
F. Closed Session: Litigation, Personnel Matter, and Negotiations (if applicable): None.
G. Adjournment: Rodgers motioned to adjourn the meeting at 5:04 pm. Second: Albers. Roll
Vote: Panko: yes, Rodgers: yes, Albers: yes. Absent: Jones, Montgomery.
Meeting adjourned at 5:04 pm.
The next meeting will be May 22, 2023, at 4:30 pm.
