MINUTE RECORD PAPILLION CITY COUNCIL MINUTES WEDNESDAY, NOVEMBER 4, 2020 ( a, 7: 00 P. M. The City Council of the City of Papillion met in open and public session at Papillion City Hall, on November 4, 2020, at 7: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, Jim Glover, Gene Jaworski, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Also present were Deputy City Administrator Phil Green, Assistant City Attorney Carla Heathershaw Risko, Planning Director Mark Stursma, Fire Chief Bill Bowes, Public Works Director/City Engineer Jeff Thompson, Police Chief Scott Lyons, Parks & Facilities Director Tony Gowan, Deputy Finance Director Sally Jones, Recreation Director Lori Hansen, Chief Building Official Shawn Hovseth, and Library Director Matt Kovar. Mayor Black led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Papillion Times, the designated method of giving notice. A copy is available in the office of the City Clerk. Incorporated herein by reference as if fully set out herein is the audio and visual recording of the council meeting. Public announcement that a current copy of the Open Meetings Act is posted in the City Council Chambers. Presentations: Josh Charvat presented development and economic trends in the SCEDC 3rd Quarter Report. ADMINISTRATOR' S REPORT: Deputy City Administrator Phil Green provided an update: ( 1) City Hall will be closed on November 11 in observance of Veterans Day; ( 2) The Missing Middle meeting has been scheduled on November 12 at 5: 30 PM at Papillion Landing; ( 3) Covid- related policies are still in place for City employees; ( 4) Bids will soon be solicited for the City Hall renovation project. ORD. 1882 — An ordinance to change the official Zoning Map of the City of Papillion in accordance with Section 205- 32 of the Papillion Municipal Code to adopt a Zoning Map and to apply existing or future zoning regulations, property use regulations, building ordinances, electrical ordinances, plumbing ordinances, and all other regulatory ordinances of the City of Papillion pursuant to Neb. ADMINISTRATIVE REPORTS: Committee Reports: Public Safety Committee: Councilmember Gaines stated that the Committee discussed updated language relative to the curfew ordinance, as well as updates to the mobile vendor ordinance. He explained that the Committee recommended advancing both ordinances, as well as a resolution to update the Master Fee Schedule relative to mobile vendor fees, to the full Council for consideration. Comments from the Floor: Bobby Larson, a third- year law student and alumnus of the Mayor' s Youth Leadership Council, introduced himself and noted that he spent the day shadowing the Assistant City Attorney. Comments from Mayor and Council: Councilmember Stubbe thanked Public Works staff for their work during Cleanup Days. Mayor Black provided an update on his events: ( 1) Mayor Black attended briefings with the Sarpy/ Cass County Health Department and other local City and County officials; ( 2) Mayor Black participated in UCSC legislative update conference calls; ( 3) Mayor Black attended League of NE Municipalities Virtual Conference sessions; ( 4) Mayor Black attended the Comprehensive Plan Update meeting; ( 5) Mayor Black presented at the Project Willa project announcement; ( 6) Mayor Black attended the SCEDC 3rd Quarter Investor Meeting; ( 7) Mayor Black attended the Wastewater Agency Board Meeting; ( 8) Mayor Black attended the ribbon cutting for Neurology consultants of Nebraska. Mayor Black reminded Council members of the upcoming Missing Middle Meeting and congratulated recently re- elected Council members.
