MINUTE RECORD PAPILLION CITY COUNCIL MINUTES TUESDAY, MARCH 18, 2025 7: 00 P. M. The City Council of the City of Papillion met in open and public session in the City Council Chambers at Papillion City Hall, 122 E Third St, on March 18, 2025, at 7: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, Jim Glover, Dave Fanslau, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Councilmember Lu Ann Kluch was absent. Also present were City Administrator Amber Powers, Deputy City Administrator Mark Stursma, Assistant Finance Director Sally Jones, Recreation Director Tracy Stratman, Parks and Facilities Director Tony Gowan, Police Chief Chris Whitted, City Attorney Nicole Huffer, Planning Director Travis Gibbons, Fire Chief Robb Gottsch, Public Works Director Michael Kleffner, Director of Building and Fire Safety Brad Sojka, Library Director Matt Kovar, Communications Director Trent Albers, and Community Development Director Michelle Andahl. Mayor Black led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Sarpy County Times, the designated method of giving notice, on March 5, 2025. A copy is available in the office of the City Clerk. Public announcement that a current copy of the Open Meetings Act is posted in the Council Chambers. Proclamation: Mayor Black presented City Clerk Nicole Brown with a proclamation in recognition of her achievement of the Certified Municipal Clerk certification. ADMINISTRATOR' S REPORT: City Administrator Amber Powers provided an update: ( 1) Fricke Field parking lot reconstruction will be beginning soon; ( 2) The National Citizens Survey is ongoing; ( 3) Spring Cleanup Days will be held April 7- 13 at the Public Works facility; ( 4) Thanks to City crews for keeping residents safe during winter weather events. Councilmember Gaines stated that he proposed this ordinance with the intention of addressing all council members' concerns and that he believes the proposed ordinance would set Papillion apart from other communities that allow chickens because of the educational requirement. Councilmembers Mumgaard and Sunde stated their support for the ordinance. Councilmember Fanslau stated that he has been paying 5 March 18, 2025 attention to this issue since before his time on the Council. He noted that he has spoken directly with a number of his constituents about the topic and that they have overwhelmingly been opposed, so he will not be voting in favor of the ordinance. Councilmember Stubbe stated that he believes having an ordinance that is directly in conflict with many neighborhood covenants could be problematic. Councilmember Engberg questioned the process for revoking a license if neighbors of a resident with a chicken permit determine the chickens have become a nuisance. He also noted a concern for the attraction of predatory animals. Councilmember Glover noted that the response from his ward has largely been in opposition and stated that he worries about the individuals who won' t follow the provisions of the ordinance if it' s passed. R25- 0059 — A resolution to approve amendments to the Master Fee Schedule regarding golf fees, to adopt language consistent with Nebraska State Statute, and to clean up existing language — Nicole Brown — 597- 2021. Stat. § 86- 704— Amber Powers— 827- 1111. Mayor Black noted that the public hearing remained open from the March 4, 2025, City Council Meeting and called for additional proponents and opponents. ADMINISTRATIVE REPORTS: Committee Reports: Audit Ad Hoc Committee: Councilmember Engberg stated that the Committee reviewed the annual audit report presented by Forvis. Comments from the Floor: Rachel Dunham, 707 Crest Dr, stated that she respects her neighbors' right to have dogs on their property even though she does not personally care for them and that she believes the same theory should apply to chickens. Comments from Mayor and Council: Councilmember Gaines stated that he will continue exploring ways to gain Council support for the allowance of chickens within city limits. Mayor Black provided an update on his events: ( 1) Mayor Black and Amber Powers participated in meetings with the United Cities of Sarpy County regarding current legislative items.
