PAPILLION PLANNING COMMISSION MEfTING
JANUARY 25, 2017
The Papillion Planning Commission met in open session at the Papillion City Hall Council
Chambers on Wednesday, January 25, 2017 at 7: 00 PM. Chairman Michael Mallory called the
meeting to order. Planning Assistant Andrea Blevins called the roll. Planning Commission
members present were Howard Carson, Rebecca Hoch, Raymond Keller Jr., Jim Masters, John
E. Robinson III, Leanne Sotak, Judy Sunde, and Herb Thompson. David Barker was absent.
Planning Director Mark Stursma, Staff Attorney Amber Rupiper, City Planner Michelle Romeo,
Assistant Planning Director Travis Gibbons, and City Engineer Jeff Thompson were also
present.
Notice of the meeting was given in advance by publication in the Papillion Times on January 11,
2017. A copy of proof of publication is on file at the office of the City Clerk.
Chairman Mallory led those present in the Pledge of Allegiance.
Chairman Mallory announced that a copy of the Open Meetings Act is posted in the City Council
Chambers.
Approval of Aaenda
Motion was made by Mr. Masters, seconded by Mr. Carson, to approve the agenda as
presented. Roll call: Nine yeas, no nays. Motion carried.
Approval of the Planninq Commission Minutes
Motion was made by Mr. Keller, seconded by Mr. Thompson, to approve the 12I07/ 16 minutes.
Roll Call: Seven yeas, no nays, finro abstentions from Hoch and Carson. Motion carried.
FINAL PLAT
Final Plat— To consider a Final Plat for the property legally described as a platting of part of the
S1/ 2 of the SE1/ 4 andpart of the SW1/ 4 of Section 26, T14N, R11E of the 6' P. M., Sarpy
144th
County, NE, generally located north of HWY 370, between I- 80 and Street( HWY 50). The
applicant is 370 North, LLC. ( 370 North) FP- 16- 0009
89th
Duane Dowd, 220 N St, # 201 ( Omaha), stepped forward to represent the applicant. Mr.
Dowd placed a copy of the Final Plat on the overhead for the Commission to view. He explained
that the project is located on the north side of HWY 370 between I- 80 and HWY 50. He shared
that four of the lots on the northern portion of the plat that back up to the existing Prairie Corners
subdivision are under contract to auto dealerships, and that he intends to sell the rest of the lots.
Mr. Dowd expressed that he would be willing to answer questions.
Mr. Masters asked whether the applicant was confident that the contingencies outlined in the
Planning Commission Staff Report would be addressed. Mr. Dowd answered affirmatively.

Chairman Mallory asked for questions from the Commission.
With no further discussion, Motion was made by Mr. Carson, seconded by Ms. Sunde, to
recommend approval of the 370 North Final Plat( FP- 16- 0009) because it is generally consistent
with the Comprehensive Plan as proposed to be amended, is compatible with adjacent uses,
and compliant with the Subdivision Regulations and the Zoning Regulations, contingent upon
the resolution of staff comments. Roll Call: Nine yeas, no nays. Motion carried.
PUBLIC HEARING
One & Six Year Road Plan — To consider the One & Six Year Road Plan for the City of
Papillion. The applicant is the City of Papillion. MISC- 17- 0001
Chairman Mallory opened the public hearing.
Public Works Director Marty Leming, 9909 Portal Road, stepped forward to represent the
applicant. Mr. Leming explained that the first year plan ( 2017-2018) contemplates numerous
projects costing about $ 16. 8 million. He added that much of this includes improvements to the
west including the Thrasher Addition development and a proposed development near Prairie
Queen Recreation Area. He expressed that he was willing to answer any questions of the
Commission or the public.
Mr. Carson asked why the City does not appfy sealer to the asphalt used on public streets to
prolong its life. Mr. Leming explained that both the State of Nebraska and the City of La Vista
have tried to do this on a section of 84th Street between Giles Road and Parkview Boulevard,
and sealer did little to extend the life of the asphalt.
Chairman Mallory called for proponents and Seeing no further public input,
opponents.
Chairman Mallory closed the public hearing and called for Commission Discussion. ,
With no further discussion, Motion was made by Mr. Masters, seconded by Mr. Keller, to
recommend approval of the One & Six Year Road Plan ( MISC- 17-0001} based on consistency
with the Comprehensive Plan. Roll Call: Nine yeas, no nays. Motion carried.
Special Use Permit— A Special Use Permit to allow for a building remodel and addition on the
property legally described as Lot 2 Summerfield 2" d Addition, generally located at 609 Magnolia
Ave. The applicant is James Damron. ( Casey's General Store) SUP- 16-0006
Chairman Mallory opened the public hearing.
Valdis Ronis, 11911 Freedom Drive, Suite 1120 ( Reston, VA), stepped forward to represent the
applicant. Mr. Ronis clarified that the listed applicant, James Damron, is no longer with the firm
that represents Casey's in this matter. He described that the request is to allow for a building
remodel of the store in order to add product lines and services to be consistent with the current
business model of the company. He added that the applicant is aware of the staff contingencies
and is confident that they can be addressed. Mr. Ronis further explained that' the plan will
increase the landscape buffers and screening. He expressed that he was available to answer
any questions from the public or the Commission.

Mr. Masters asked Mr. Ronis whether this update was a global initiative for all Casey's General
Stores. Mr. Ronis added that this remodel is not unique and that a new Casey's General Store
would include all of the components that the remodel aims to add. He stated that store' s
operation model is slightly dated because it was built in 2001.
Mr. Carson asked whether the proposed remodel was similar to the recent remodel of the
Casey' s General Store located at 96' Street and Giles Road. Mr. Ronis explained that he was
unfamiliar with that specific location. He displayed he proposed elevations on the overhead to
show the proposed remodel. Mr. Carson confirmed that this looked nearly identical to the
remodel at the aforementioned location.
Chairman Mallory called for proponents and opponents. Seeing no further public input,
Chairman Mallory closed the public hearing and called for Commission discussion.
Mr. Keller asked whether the remodel would include an extension of the fuel pumps or an
expansion onto an additional lot. Mr. Stursma answered that the application encompasses a
building addition on the west side of the building and a brick enclosure for some mechanical
features on the north side of the building. Mr. Keller asked whether there would be additional
lighting that might affect the neighbors. Mr. Ronis explained that there would not be any
additional site iighting; however, there may be a few additional wall packs that would be
shielded.
Mr. Masters asked for a more detailed description of the landscaping plans for the site. Mr.
Ronis described that the applicant intends to densify the landscaping on the west side of the
building to provide additional screening to the neighborhood. He added that additional
landscaping will not be installed on the east side of the building because there is a berm there.
Mr. Masters also asked whether the applicant projects that the improvements will increase traffic
to the site. Mr. Ronis answered that the company hopes that the addition draws in new
business; however, the current conditions of the sight are adequate to handle the traffic.
Ms. Sunde asked why the Special Use Permit needed to be approved for the applicant to make
these changes. Mr. Stursma answered that the Casey's General Store is classified as a Food
Sales ( Convenience) use type, and that this use type requires a Special Use Permit to operate
in the Community Commercial ( CC) zoning district. He clarified that any significant change to
the building requires an amendment to the Special Use Permit.
With no further discussion, Motion was made by Mr. Keller, seconded by Mr. Carson, to
recommend approval of a Special Use Permit Amendment for a building remodel and addition
on the property legally described as Lot 2 Summerfield 2" d Addition ( SUP- 16- 0006) contingent
upon the appiicant agreeing to the conditions labeled in the Planning Commission staff report,
because it is consistent with the Comprehensive Plan, compatible with existing site conditions,
and compliant Zoning Regulations. Roll Call: Nine yeas, no nays. Motion carried.
OTHER BUSINESS
Mark Stursma informed the Planning Commission about the upcoming 2017 NPZA Annual
Planning Conference on March 8th— 10th in Kearney, Nebraska.
Mr. Stursma also introduced new staff member and Assistant Planning Director Travis Gibbons.

Mr. Keller recognized the students in the audience from his government class.
With no further business to come before the Commission, Motion was made by Ms. Sunde,
seconded by Mr. Keller, to adjourn. The meeting adjourned by unanimous consent at 7:32 PM.
