PAPILLION PLANNING COMMISSION MEETING
MAY 25, 2022
The Papillion Planning Commission met in open session at the Papillion City Hall Council
Chambers on Wednesday, May 25, 2022 at 7: 00 PM. Chairwoman Rebecca Hoch called the
meeting to Planning Assistant Andrea Blevins called the roll. Planning Commission
order.
members present were Howard Carson, Judy Emswiler, Jim Hrabik, John E. Robinson III, Leanne
Sotak, and Herb Thompson. Raymond Keller Jr. and Wayne Wilson were absent. Deputy Director
of Community Development Mark Stursma, Planning Director Travis Gibbons, and City Attorney
Alan Thelen were also present.
Chairwoman Hoch led those present in the Pledge of Allegiance.
Notice of the meeting was given in advance by publication in the Sarpy County Guide on May 13,
2022. A copy of proof of publication is on file at the office of the City Clerk.
Chairwoman Hoch announced that a copy of the Open Meetings Act is posted in Council
Chambers.
Approval of Agenda
Motion was made by Ms. Emswiler, seconded by Mr. Hrabik, to approve the agenda as
presented. Roll call: Seven yeas, no nays. Motion carried.
Approval of the Planning Commission Minutes
Motion was made by Mr. Robinson III, seconded by Mr. Thompson, to approve the April 27, 2022
minutes. Roll Call: Seven yeas, no nays. Motion carried.
PUBLIC HEARINGS
The One & Six Year Road Plan for the City of Papillion. MISC- 22- 0007
Chairwoman Hoch opened the public hearing and stated that staff has requested that the Planning
Commission continue consideration of this item to a later date to be determined by staff.
Chairwoman Hoch called for proponents and opponents. Seeing no further input, Chairwoman
Hoch left the public hearing open and called for Commission Discussion or a Motion to continue.
With no further discussion, Motion was made by Mr. Carson, seconded by Mr. Hrabik, to continue
consideration of the One and Six Year Road Plan ( MISC- 22- 0007) to a later date determined by
staff. Roll Call: Seven yeas, no nays. Motion carried.
Comprehensive Plan Amendment— A Comprehensive Plan Amendment to update the Growth
Management Plan ( GMP) and adopt the implementing Policies and Procedures for such plan as
adopted and approved by the Sarpy County and Cities Wastewater Agency. The GMP sets forth
policies and procedures related to future development and sewer expansion within the Agency' s
Jurisdiction. The applicant is the City of Papillion. ( Growth Management Plan Policies and
Procedures) CPA- 22- 0002
Chairwoman Hoch opened the public hearing.
Mark Stursma, 122 E 3rd Street, stepped forward to represent the applicant. He explained that
this is the third amendment to date to the implementing policies and procedures. He stated that
the most notable changes is a minor amendment to the boundary map and the addition of
language to allow minor amendments.
Chairwoman Hoch called for proponents and opponents. Seeing no further input, Chairwoman
Hoch closed the public hearing and called for Commission Discussion.
With no further discussion, Motion was made by Mr. Carson, seconded by Mr. Hrabik, to
recommend approval of the Comprehensive Plan Amendment to adopt the 2022 update to the
Growth Management Plan and Implementing Policies and Procedures ( CPA-22- 0002) because it
is generally consistent with the Comprehensive Plan, and compliant with Neb. Rev. Stat. §§ 23-
3608 and 23- 3611. Roll Call: Seven yeas, no nays. Motion carried
OTHER BUSINESS
Mr. Stursma discussed recent staff changes in the Planning Department.
With no further business to come before the Commission, Motion was made by Mr. Hrabik,
seconded by Ms. Sotak, to adjourn. The meeting adjourned by unanimous consent at 7: 15 P. M.
