PAPILLION PLANNING COMMISSION MEETING
MAY 31, 2023
The Papillion Planning Commission met in open session at the Papillion City Hall Council
Chambers on Wednesday, May 31, 2023 at 7: 00 PM. Chairwoman Rebecca Hoch called the
meeting to order. Senior Planner Michelle Romeo called the roll. Planning Commission members
present were Howard Carson, Michael Erdman, Jim Hrabik, John E. Robinson III, Raymond Keller
Jr., Wayne Wilson, and Heather Bernady. Leanne Sotak and Herb Thompson were absent.
Planning Director Travis Gibbons, Planner I Kevin Pflager, and City Attorney Alan Thelen were
also present.
Chairwoman Hoch led those present in the Pledge of Allegiance.
Notice of the meeting was given in advance by publication in the Sarpy County Times on May 17,
2023. Copies of proof of publication are on file at the office of the City Clerk.
Chairwoman Hoch announced that a copy of the Open Meetings Act is posted in Council
Chambers.
Approval of Agenda
Motion was made by Mr. Hrabik, seconded by Mr. Robinson III, to approve the agenda as
presented. Roll call: Eight yeas, no nays. Motion carried.
Approval of the Planning Commission Minutes
Motion was made by Mr. Hrabik, seconded by Mr. Robinson III, to approve the April 26, 2023
minutes. Roll Call: Eight yeas, no nays. Motion carried.

Chairwoman Hoch opened the public hearing and called for the applicant.
Planning Director Travis Gibbons provided an overview of 2023 Annexation No. 3. He explained
that the annexation is consistent with the City' s annexation policy and Comprehensive Plan.
Chairwoman Hoch called for proponents and opponents. Seeing or hearing no public input, she
closed the public hearing and called for Commission discussion.

Mr. Keller asked if the annexation analysis took additional services such as fire and police into
account. Mr. Gibbons confirmed that the annexation review includes such considerations. He
noted that added services would include a new mower, a police officer, and a police cruiser.
Mr. Wilson inquired about the staff members that participate in the annexation analysis. Mr.
Gibbons explained the process, which includes a staff review, the Annexation Review Committee,
and the City Council' s Finance and Administration Committee.
Mr. Keller acknowledged that a member of the public wished to ask questions. He asked her if
she would like to speak.
Linda Woolley, 1101 Edward Street, questioned how the annexation would impact the Walnut
Creek Hills residents including taxes, services, and amenities. She noted that limited information
was provided to residents beyond the cancellation of the trash services contract.
Mr. Keller explained that Walnut Creek Hills would become part of the City, which means that they
can get a library card for free and typically property taxes are reduced. Mr. Gibbons noted that a
welcome packet would be distributed after annexation. He confirmed that the City' s property tax
levy is lower than SID # 228' s property tax levy. He advised that benefits would include free
access to the library, reduced water rates, emergency services from the Papillion Police
Department, and snow removal by Papillion Public Works. Mr. Gibbons confirmed that the SID' s
trash contract would be voided, which will allow each resident to select a trash provider. He also
noted that the Walnut Creek Hills Homeowners Association would not be impacted by the
annexation.
Ms. Woolley requested confirmation that the Homeowners Association would not lose its funds
due to the annexation. Ms. Romeo explained that the Homeowners Association is a separate
entity that would not be impacted by the annexation. She advised that the SID would be dissolved
and have its assets and liabilities assumed by the City.
Ms. Woolley questioned whether the City would regulate the Homeowners Association. Ms.
Romeo confirmed that the City would not regulate the Homeowners Association.
Mr. Carson recommended that the neighborhood keep the Homeowners Association active.
With no further discussion, Motion was made by Mr. Carson, seconded by Mr. Hrabik, to
recommend approval of Version # 2 of Ordinance # 1998 ( MISC- 23- 0012) because it is consistent
with the Comprehensive Plan. Roll Call: Nine yeas, No nays. Motion carried.
Ordinance # 1999 — A request to change the official Zoning Map of the City of Papillion in
accordance with Section 205- 32 of the Papillion Municipal Code to adopt a Zoning Map and to
apply existing or future zoning regulations, property use regulations, building ordinances,
electrical ordinances, plumbing ordinances, and all other regulatory ordinances of the City of
Papillion pursuant to Neb. Rev. Stat. § 16- 901. The applicant is the City of Papillion. ( Revise
Zoning Map for 2023 Annexation No. 3) MISC- 23- 0009
Chairwoman Hoch opened the public hearing and called for the applicant.

Planning Director Travis Gibbons explained that the ordinance will update the zoning map to
add the annexation area.
Chairwoman Hoch called for proponents and opponents.
Terry Tighe, 14102 S 108th Street ( Springfield, NE) expressed concern about the number of
apartments being added in the community. He also expressed concerns about tenants not
maintaining landlord owned properties.
Elizabeth Glesinger, 1911 Southview Drive, questioned when the annexation would be effective.
Mr. Gibbons explained that the annexation would be scheduled for public hearing at the June 6th
City Council meeting and final vote at the June 8th Special City Council meeting. He noted that
the annexation would become effective after 15 days should the annexation be approved by City
Council.
Ms. Glesinger asked where she could obtain a copy of the City' s laws. Mr. Gibbons advised that
the City' s municipal code is available online. He noted that she could also contact staff for
assistance with her questions.
Jimette Hoham, 1512 Walnut Creek Drive, advocated for the City to prioritize greenspace and
park maintenance.
Seeing no further public input, Chairwoman Hoch closed the public hearing and called for
Commission Discussion.
Chairwoman Hoch noted that the City' s 2022 Parks Plan is available online for review. She
explained that it provides a review of the City' s recreational and park facilities.
Mr. Carson noted that the Planning Commission is attentive to citizen' s concerns about
apartments and parks.
With no further discussion, Motion was made by Mr. Carson, seconded by Mr. Robinson III, to
recommend approval of Ordinance No 1999 ( MISC- 23- 0013) because it is consistent with the
Section 205- 32 of the Zoning Regulations. Roll Call: Eight yeas, No nays. Motion carried.
OTHER BUSINESS
With no further business to come before the Commission, Motion was made by Mr. Hrabik,
seconded by Mr. Robinson III, to adjourn. Roll call: Eight yeas, No nays. Motion passes. The
meeting adjourned by unanimous consent at 7: 25 P. M.
