CITY OF PARKER MAYOR 1001 w Park Street Andrew Kelly Parker FL CITY COUNCIL 850-871-4104 Tonya Barrow, Pro Tem Ron Chaple Stacie Galbreath CITY CLERK KIMBERLY REGA ATTORNEY TIM SLOAN April Gibson _______________________________________________________ PUBLIC NOTICE REGULAR MEETING OF THE PARKER CITY COUNCIL October 17, 2023 - 5:30 PM At Parker City Hall NOTE: AT EACH OF ITS REGULAR OR SPECIAL MEETINGS, THE CITY OF PARKER COUNCIL ALSO SITS, AS EX OFFICIO, AS THE CITY OF PARKER COMMUNITY REDEVELOPMENT AGENCY (CRA) AND MAY CONSIDER ITEMS AND TAKE ACTION IN THAT CAPACITY. AGENDA CALL TO ORDER – Mayor Kelly DRAFT Mayor Kelly calls the meeting to order • INVOCATION—Pastor Davis Pastor Davis offers the invocation • PLEDGE OF ALLEGIANCE - Mr. Chaple Mr. Chaple leads the pledge • ROLL CALL – City Clerk The clerk calls roll with all council members present APPROVAL OF MINUTES – October 3, 2023 Ms. Galbreath makes a motion to accept the minutes with changes. Ms. Barrow seconds the motion. Council unanimously approves the motion. ADDITION OR DELETIONS TO AGENDA- As a deletion, Mayor Kelly states that agenda item two will not be heard tonight As an addition, Mr. Summerlin provides an update for the road re-surfacing project on Lake dr and asks council for approval to increase the cost by approximately $26,566.60 for additional demolition of 75” of road and not to exceed $30,00 after the engineers review Ms. Barrow provides a motion to approve the request with Ms. Gibson providing a second The council unanimously approves the motion ITEMS FROM THE AUDIENCE: (non-agenda items) No items from the audience were provided REGULAR AGENDA ITEMS 1. GILSTRAP LOT DIVISION Mr. Chaudry requested that the council approve a lot split Mayor Kelly confirms that the request had previously been seen by the planning commission Ms. Galbreath asks for clarification on the request being for a lot split only Ms. Barrow makes a motion that the counsel approve the lot split with Ms. Galbreath seconding the motion Council votes unanimously to approve the motion 2. ADMINISTRATIVE VEHICLE PURCHASE This item is deleted from the agenda 3. ANNOUNCEMENTS Mr. Chaple provides an update on the Parker Fun Day emphasizing that this is a citizens of Parker sponsored event - not a city sponsored event DRAFT Ms. Galbreath inquires as to why we are not doing these events as city sponsored events The council engages in discussion related to city sponsored function versus citizen sponsored function Ms. Barrow provides information related to the history of Parker and the small town of Pittsburg that became Parker after incorporation Ms. Barrow also provides information about the Christmas Tree lighting on December 2, 2023 with the City of Parker Christmas party on December 9th for city employees, city volunteer firefighters, city council, and volunteer committee members UPCOMING EVENTS 10/24/2023 INFRASTRUCTURE MEETING (postponed) 11/7/2023 REGULAR COUNCIL MEETING 11/11/2023 VETERANS DAY/ PARKER FUN DAY 11/14/2023 REGULAR PLANNING MEETING 11/21/2023 REGULAR COUNCIL MEETING 11/23/2023 THANKSGIVING Ms. Morris gave an update on the VFW Trunk or Treat on October 31,2023 ADJOURNMENT If a person decides to appeal any decision made by the City Council with respect to any matter considered at the meeting, if an appeal is available, such person will need a record of the proceeding and such person may need to ensure that a verbatim record of the proceeding is made, which record includes the testimony and evidence upon which the appeal is to be made.
