CELEBRATING SUCCESSES Mayor Shaigec gave recognition to the Women Building Futures first graduating class, and the John Knapp, former Deputy Minister of Agriculture event hosted by Parkland County, presenting Growing for the Future: The Importance of Farming for Urban Life held on April 19, 2017. . INSPIRATIONAL REFLECTION Council Member Phyllis Kobasiuk offered a short inspirational inspiration. A : Notice of Motion - Amendments to Exclude Outdoor Gun Ranges The motion carried unanimously. ADOPTION OF MINUTES MIN 17-014 Adoption of the April 11, 2017 Council Meeting Minutes Proposed Motion That the April 11, 2017 Council meeting minutes be adopted, as presented. A motion was made by Council Member Darrell Hollands that the April 11, 2017 Council meeting minutes be adopted, as presented. The motion carried unanimously. DELEGATIONS App 17-003 Appointment - 9:05 a.m. 2016 Audited Financial Statements (KPMG - John Stelter, Partner, Audit and Justin Kinal, Audit Manager) Proposed Motion That the 2016 Audited Financial Statements be approved, as presented. John Stelter, KPMG presented the 2016 Parkland County Audited Financial Statements. A motion was made by Council Member Tracey Melnyk that the 2016 Audited Financial Statements be approved, as presented. The motion carried unanimously. App 16-109 Appointment: 9:10 a.m. Government Finance Officers Association - Canadian Award for Financial Reporting Council recognized Parkland County's Finance staff for their contribution in achieving the Government Finance Officers Association Canadian Award for Financial Reporting. App 17-028 Public Input - 9:15 a.m. (10 mins.) Jody Singer, Parkland County resident came forward with concern that the Spruce Grove Gun Club may be requesting from Parkland County a permit to operate a gun club. Mr. Singer requested that Parkland County consider an environmental assessment of the proposed area as there would be lead deposit in the ground over several years affecting the water supply in the area. Parkland County Page 2 Printed on 5/24/2017 Council Meeting Minutes April 25, 2017 NEW BUSINESS Mayor and Council Member Matters Mayor Shaigec advised that a Notice of Motion will be presented at the May 9, 2017 regular Council meeting, requesting that Council direct administration to prepare an amendment to the Land Use Bylaw and the accompanying definition section of the Bylaw to exclude outdoor gun ranges from the definition of Outdoor Participant Recreation Services. Legislative Matters BL 17-023 2017 Tax Rate Bylaw 2017-10 Proposed Motions 1. That Bylaw 2017-10 receive first reading. 2. That Bylaw 2017-10 receive second reading. 3. That Bylaw 2017-10 be presented for third reading at this meeting. 4. That Bylaw 2017-10 receive third and final reading. A motion was made by Council Member Phyllis Kobasiuk that Bylaw 2017-10 receive first reading. The motion carried unanimously. A motion was made by Council Member Jackie McCuaig that Bylaw 2017-10 receive second reading. The motion carried unanimously. A motion was made by Council Member AnnLisa Jensen that Bylaw 2017-10 be presented at this meeting for third reading. The motion carried unanimously. A motion was made by Council Member John McNab that Bylaw 2017-10 receive third and final reading, and that it be declared finally passed. The motion carried unanimously. BL 17-021 2017 Special Tax for the Repair, Maintenance and Upgrading of the Water Supply and Distribution System in the Acheson Industrial Area (Bylaw 2017-09) Proposed Motions 1. That Bylaw 2017-09 receive first reading. 2. That Bylaw 2017-09 receive second reading. 3. That Bylaw 2017-09 be presented at this meeting for third reading. 4. That Bylaw 2017-09 receive third and final reading. A motion was made by Council Member Darrell Hollands that Bylaw 2017-09 receive first reading. The motion carried unanimously. A motion was made by Council Member Jackie McCuaig that Bylaw 2017-09 receive second reading. The motion carried unanimously. A motion was made by Council Member Phyllis Kobasiuk that Bylaw 2017-09 be presented at this meeting for third reading. The motion carried unanimously. A motion was made by Council Member Tracey Melnyk that Bylaw 2017-09 receive third and final reading, and that it be declared finally passed. RFD 17-093 Off-Site Levy Annual Report (as per Bylaw 2015-07) Proposed Motion That Council table the Off-Site Levy Annual Report and Updated Schedules, for Bylaw 2015-07, to the May 23, 2017 Council Meeting for presentation. A motion was made by Council Member John McNab that the Off-Site Levy Annual Report and Updated Schedules for Bylaw 2015-07 be tabled to the May 23, 2017 Council meeting. The motion carried unanimously. DELEGATIONS App 17-029 Appointment - 9:30 a.m. Ecole Meridian Heights School (Natacha LeNorgant, Teacher) Council welcomed Natacha LeNorgant, Teacher from Ecole Meridian Heights School, Parkland School Division No. 70 and grade six students who presented questions to Council as part of the grade six government studies curriculum. NEW BUSINESS Community Services Matters RFD 17-072 Appointment of 2017 Crop Inspector Proposed Motion That the appointment of Kaylee Chizawsky as Inspector under the Weed Control Act as per Part 2 7(1) and the Agricultural Pests Act as per Section 10(1), of Alberta for 2017 be approved. A motion was made by Council Member Darrell Hollands that Kaylee Chizawsky be appointed as Crop Inspector for 2017 under the Alberta Weed Control Act Part 2 7(1), and the Alberta Agricultural Pests Act Section 10(1), as presented. The motion carried unanimously. RFD 17-073 Appointment of 2017 Weed Inspectors Proposed Motion That the appointment of Lisa Chomyn, Sarah Johnson, Sarah Loosley, Jo-Anne Maw, Alana Regier, and Alexandra Rondeau as Inspectors under the Weed Control Act as per Part 2, 7(1) and the Agricultural Pests Act as per Section 10 (1), of Alberta for 2017 be approved. A motion was made by Council Member Darrell Hollands that Lisa Chomyn, Sarah Johnson, Sarah Loosley, Jo-Anne Maw, Alana Regier, and Alexandra Rondeau be appointed as Weed Inspectors for 2017 under the Alberta Weed Control Act Part 2, 7(1), and the Alberta Agricultural Pests Act Section 10 (1). Council Member Tracey Melnyk reported on the Pembina Agricultural and Recreational Society, the John Knapp presentation, Parkland County's Staff Workshop, and residents expressing concern regarding spring drainage and road issues. 4. Council Member AnnLisa Jensen reported on the River Valley Alliance and the North Saskatchewan Headwaters Alliance. 5.
