Proposed Motion
That the May 23, 2017 Council meeting minutes be adopted, as presented.
A motion was made by Council Member Jackie McCuaig that the minutes of
the May 23, 2017 meeting be adopted, as presented. The motion carried
unanimously.

BL 17-027 Bylaw 2017-11 Local Improvement Levy for Road Surfacing of the portion of
Wendel Drive lying north of Cole Anne Drive within Wendel Heights Country
Residential Subdivision.
Proposed Motions

A motion was made by Council Member Phyllis Kobasiuk that Bylaw 2017-12

Peter Vana, General Manager of Development Services provided an overview
of proposed Bylaws 2017-15, 2017-13 and 2017-16. Mayor Shaigec recessed the
proposed Bylaws to later in this meeting.
DELEGATIONS

Neil Van Den Bussche, Parkland County resident, and Floyd Young, Parkland
County resident, both came forward with concerns regarding Range Road 30
and Township Road 524A.

RFD 17-140 Parkland County Transfer Station Project
Proposed Motion
That Council approve the transfer of up to $245,000 from Waste Management
Restricted Surplus to fund expenditures for the Parkland County Transfer
Station Project, as presented.
A motion was made by Council Member Phyllis Kobasiuk that Council approve
the transfer of up to $245,000 from Waste Management Restricted Surplus to
fund expenditures for the Parkland County Transfer Station project, as
presented. The motion carried unanimously.
Mayor and Council Member Matters
RFD 17-149 Federation of Canadian Municipalities Standing Committees
A motion was made by Council Member Phyllis Kobasiuk that Council Member
AnnLisa Jensen be authorized to apply to sit on the Federation of Canadian
Municipalities Standing Committees with funding to come from the existing
conference and travel budget allocation. The motion carried unanimously.

RFD 17-142 Long-Term Strategic Plan
Proposed Motion
That Council approve the Long-Term Strategic Plan, as presented
A motion was made by Council Member Tracey Melnyk that the Long-Term
Strategic Plan be revised on page 12 by replacing "We recognize the diversity
of Parkland's communities, while fostering a united and shared vision for
Parkland as a whole" with "We respect the natural environment, recognizing
Parkland's biodiversity and unique natural beauty, and ensuring our
commitment to sustainable practices". The motion carried unanimously.
A motion was made by Council Member Tracey Melnyk that Council approve
the Long-Term Strategic Plan, as amended. The motion carried unanimously.

Proposed Motion
That Council approve the 2017 Linear Tax Appeal Budget Plan as presented.

the 2017 Linear Tax Appeal Budget Plan, as presented. The motion passed by
the following votes:
For: 5- Council Member Jensen, Council Member McCuaig, Council Member

RFD 17-130 2018 Budget Philosophy, Calendar and Tax Rate Analysis
Proposed Motions
1. That Council receive the Tax Rate Analysis as information; and,

A motion was made by Council Member Darrell Hollands that Council receive
the Tax Rate Analysis as information. The motion carried unanimously.
A motion was made by Council Member Jackie McCuaig that Council approve
the 2018 Budget Philosophy and the 2018 Budget Calendar as presented. The
motion carried unanimously.

RFD 17-136 Cancellation of 2017 Municipal Property Taxes Due to Burn Down (Roll
Numbers 1567011 and 115000)
Proposed Motions
1. That Council cancel a portion of the 2017 taxes on Roll No. 1567011 in the
amount of $217.37 due to burn down of a residence on 52324 Range Road
225 as per Attachment 2.
2. That Council cancel a portion of the 2017 taxes on Roll No. 115000 in the
amount of $986.50 due to burn down of a residence and garage on 51316
Range Road 261 as per Attachment 3.
A motion was made by Council Member Tracey Melnyk that Council cancel a

Public Auction as presented in Attachment 1, and
(2) That Council approve the Reserve Bids included in Attachment 2 for
properties being offered for sale at the public auction on September 20, 2017
at 1:30 p.m.
A motion was made by Council Member Darrell Hollands that Council approve

commented on the Yellowhead Regional Library. Council Member John
McNab commented on his attendance at a Canada 150 event at Keephills and
Stony Plain Farmers Days. Council Member AnnLisa Jensen commented on
her attendance at River Day at Prospectors Point, the Federation of Canadian
Municipalities Conference and the Enoch Cree Nation 911 press conference.
Mayor Rod Shaigec commented on his attendance at Stony Plain Farmers
