Mayor Shaigec called the virtual meeting to order at 9:00 a.m.

Proposed Motions
1. That the April 27, 2021 Council meeting minutes be adopted, as presented.
2. That Council approve authorization of electronic signature for the April 27,
2021 Council meeting minutes in accordance with Section 213 of the
Municipal Government Act.
A motion was made by Council Member Kobasiuk that the April 27, 2021
Council meeting minutes be amended to omit Council Member Kobasiuk as
being in attendance for Closed Session - KPMG 2020 Audited Financial

Statements. The motion carried unanimously.
A motion was made by Council Member Kobasiuk that Council approve
authorization of electronic signature for the April 27, 2021 Council meeting

Mayor Shaigec stated at the onset of the meeting that there were no registered

RFD 21-083 Potentially Contaminated Soils Policy
Proposed Motion
That Council direct Administration to prepare a Potentially Contaminated Soils
Policy and present this policy for review at the Committee of the Whole
meeting on July 6, 2021.
Mayor Shaigec gave the Chair to Deputy Mayor Kobasiuk.
A motion was made by Mayor Shaigec that Council direct Administration to
prepare a Potentially Contaminated Soils Policy and present this policy for
review at the Committee of the Whole meeting on July 6, 2021.
Deputy Mayor Kobasiuk gave the Chair back to Mayor Shaigec. Mayor Shaigec
deferred discussion on this item to allow for the scheduled 9:30 a.m. Public
Hearing.

BL 21-027 9:30 a.m. Public Hearing - Bylaw 2021-08 Road Closure for Purpose of Sale
and Consolidation - Portion of Railway Avenue, S.E. 15-53-5-W5M
Proposed Motion
That Bylaw 2021-08 receive first reading.
Mayor Shaigec called the Public Hearing to order at 9:33 a.m., in accordance
with the provisions of the Municipal Government Act, to provide an opportunity
for public input and comment regarding proposed Bylaw 2021-08, and
explained the process of the Public Hearing.
Administration presented proposed Bylaw 2021-08.
Verbal Submissions
1. Marlene St. Pierre expressed concern with clear cutting of trees along

Railway Avenue and concern regarding prior and existing drainage issues.
Further, Ms. St. Pierre asked if trees will be replanted along Railway Avenue
by the owners requesting the road closure or by the County.

BL 21-029 10:00 a.m. Public Hearing - Bylaw 2021-09 Road Closure for Purpose of
Lease - Portion of Railway Avenue, S.E. 15-53-5-W5M
Proposed Motion
That Bylaw 2021-09 receive first reading
Mayor Shaigec called the Public Hearing to order at 10:00 a.m., in accordance
with the provisions of the Municipal Government Act, to provide an opportunity
for public input and comment regarding proposed Bylaw 2021-09, and
explained the process of the Public Hearing.
Administration presented proposed Bylaw 2021-09.
Verbal Submissions
1. Marlene St. Pierre expressed concern that the terms of the Lease are not
part of the Public Hearing process, drainage issues due to the removal of a
culvert and identified existing encroachments on the proposed lease area.
2. Jennifer Moffatt expressed concern that the proposed sale and lease is of
benefit to a single landowner and releases the benefit and stewardship of the
land from the County to a single landowner and impacts several adjacent
landowners.

Mayor Shaigec recessed the meeting at 10:59 a.m. and reconvened the
meeting at 11:10 a.m. Council Member Jensen was not present at 11:10 a.m.
RFD 21-081 10:30 a.m. Appointment - Transportation Master Plan, April 2021
Proposed Motion
That the Transportation Master Plan, April 2021 report be accepted for
information, as presented.
Council Member Jensen joined the meeting at 11:13 a.m.
A motion was made by Council Member Jensen that the Transportation Master
Plan, April 2021 report be accepted for information, as presented. The motion
carried unanimously.

Proposed Motion
That Council direct Administration to prepare a Potentially Contaminated Soils
Policy and present this policy for review at the Committee of the Whole
meeting on July 6, 2021.
Mayor Shaigec reconvened discussion on this item and gave the Chair to
Deputy Mayor Kobasiuk.
An amending motion was made by Mayor Shaigec that Council direct
Administration to prepare a Potentially Contaminated Soils Policy and present
this policy for review at the Committee of the Whole meeting on September 7,
2021.
Mayor Shaigec withdrew the amending motion.
Mayor Shaigec advised he will propose a single amending motion regarding
Agenda Items A.1 Acceptance of Potentially Contaminated Soils Policy, A.2
Service Connection Requirement for Water and Wastewater Servicing Policy,

An amending motion was made by Mayor Shaigec that Administration be
directed to prepare a report outlining information and potential policy
development regarding Acceptance of Potentially Contaminated Soils, Service
Connection Requirement for Water and Wastewater Servicing, Multi Parcel
Country Residential Subdivision Approval, Capital and Operating Cost Sharing
and Agricultural Impact Assessment for review at the September 7, 2021
Committee of the Whole meeting. The motion carried by the following vote:

RFD 21-079 Hycrest Place Community League - Amendment to License of Occupation
Proposed Motion
That Council approve the addition of a gazebo and a shipping container to
Schedule "B" of the License of Occupation between Parkland County and
Hycrest Place Community Association, as presented.

addition of a gazebo and a shipping container to Schedule "B" of the License

RFD 21-082 2021 Not for Profit Organization Grant Funding Allocation - Hamlet of
Wabamun
Proposed Motion
That the 2021 Not for Profit Organization Grant Funding Allocation for the
Hamlet of Wabamun of $14,687 be approved, as presented.
A motion was made by Council Member McNab that the 2021 Not for Profit
Organization Grant Funding Allocation for the Hamlet of Wabamun of $14,687
be approved, as presented. The motion carried unanimously.

COMMUNICATIONS
COM 21-037 Committee Reports
Proposed Motion
That the Committee Reports be received for information, as presented.
A motion was made by Council Member Kobasiuk that the Committee Reports
be received for information, as follows:
1. Council Member Jensen commented on the Headwaters Alliance and
Sturgeon River Watershed Alliance.
2. Council Member Kobasiuk commented on a meeting with the RCMP
regarding police funding, a meeting with the Community Planning Association
and a Brownlee LLP update.
3. Council Member McNab commented on the Stony Plain Seed Cleaning
Association.
4. Council Member Melnyk participated in a meeting with Parkland School
Division No. 70, Parkland County Library Board and an Agri Foods discussion.
5. Mayor Shaigec participated in a Rural Agricultural Master Plan meeting and
commented on the 100 Year Agricultural award to the Scheideman family.
The motion carried unanimously.
