We acknowledge all the First Nations, Metis and Inuit, whose footsteps have marked these lands for centuries. ADOPTION OF MINUTES MIN 22-026 Adoption of the June 14, 2022 Council Meeting Minutes Proposed Motion That the June 14, 2022 Council meeting minutes be adopted, as presented. A motion was made by Council Member Kobasiuk that the June 14, 2022 Council meeting minutes be adopted, as presented. The motion carried unanimously. DELEGATIONS App 22-065 9:05 a.m. - Public Input (15 mins.) Lawrence and Lisa Strocher, Parkland County residents, came forward to present concerns related to gravel haul agreements. NEW BUSINESS Legislative Matters BL 22-017 Bylaw 2022-11 - 2023 Fees and Charges Proposed Motions 1. That Bylaw 2022-11 receive first reading. 2. That Bylaw 2022-11 receive second reading. 3. That Bylaw 2022-11 be presented at this meeting for third reading. 4. That Bylaw 2022-11 receive third and final reading. A motion was made by Council Member Kowalski that Bylaw 2022-11 receive first reading. The motion carried unanimously. A motion was made by Council Member Kucher-Johnson that Bylaw 2022-11 receive second reading. The motion carried unanimously. A motion was made by Council Member Birnie that Bylaw 2022-11 be presented at this meeting for third reading. The motion carried unanimously. A motion was made by Council Member Hoefsloot that Bylaw 2022-11 receive third and final reading. The motion carried unanimously. Mayor and Council Member Matters Parkland County Page 2 Printed on 7/13/2022 Council Meeting Minutes June 28, 2022 RFD 22-193 Problem Properties A motion was made by Council Member Wiedeman that administration be directed to draft a resolution and background for consideration at the Pembina Zone Meeting to amend the Municipal Government Act or introduce new legislation to allow for municipal expropriation of problem properties. The motion carried unanimously. Legislative Matters RFD 22-179 Policy C-RP03 - Community League Grant Funding Proposed Motion That the revised Policy C-RP03 Community League Grant Funding be approved, as presented. A motion was made by Council Member Kobasiuk that the revised Policy C-RP03 Community League Grant Funding be approved, as presented. The motion carried unanimously. RECESS Mayor Gamble recessed the meeting at 10:07 a.m., and reconvened the meeting at 10:25 a.m. NEW BUSINESS Agriculture, Community and Protective Services Matters RFD 22-177 Appointment of 2022 Weed and Crop Inspectors Proposed Motion That Council appoint inspectors for the year 2022 pursuant to Section 7(1) of the Weed Control Act and Section 10(1) of the Agricultural Pests Act. A motion was made by Council Member Kowalski that Council appoint inspectors for the year 2022 pursuant to Section 7(1) of the Weed Control Act and Section 10(1) of the Agricultural Pests Act as follows: Kyla Fald, Savannah McLean, Jazper O’Driscoll The motion carried unanimously. Chief Financial Officer RFD 22-163 2022 Tax Recovery Public Auction Terms and Conditions of Sale Proposed Motion That Council approve the Terms and Conditions of Sale for the 2022 Public Parkland County Page 3 Printed on 7/13/2022 Council Meeting Minutes June 28, 2022 Auction, as presented. A motion was made by Council Member Kucher-Johnson that Council approve the Terms and Conditions of Sale for the 2022 Public Auction, as presented. The motion carried unanimously. RFD 22-171 Cancellation of 2022 Municipal Property Taxes Proposed Motions 1. That Council cancel a portion of the 2022 taxes on Roll Number 845002 in the amount of $1,222.17. 2. That Council cancel a portion of the 2022 taxes on Roll Number 511001 in the amount of $588.01. A motion was made by Council Member Birnie that Council cancel a portion of the 2022 taxes on Roll Number 845002 in the amount of $1,222.17. The motion carried unanimously. A motion was made by Council Member Wiedeman that the Rural Municipalities of Alberta newsletter be received for information, as presented. The motion carried unanimously. COM 22-071 Federation of Canadian Municipalities Update Proposed Motion That the Federation of Canadian Municipalities update be received for information, as presented. Council Member Kucher-Johnson reported on the Tri-Municipal Leisure Facility Board, and the River Valley Alliance. Council Member Birnie reported on the Health and Hope for Ukraine event. Council Member Hoeflsoot reported on the Entwistle Rodeo, Moon Lake Hall 75th Anniversary, and Stony Plain Seed Cleaning Association. Council Member Wiedeman reported on the Wabamun Marina, and Wabamun Farmer's Market. Council Member Kobasiuk reported on the Public Committee Member Appreciation Dinner, Stony Plain Pioneer Museum, The Evergreens Foundation, and Alternative Land Use Services (ALUS). Council Member Kowalski reported on the Economic Diversification Committee, North Saskatchewan Watershed Alliance, and the Memorial Composite High School Graduation ceremony. A motion was made by Council Member Kucher-Johnson that the Council and Committee Reports be received for information, as presented. The motion carried unanimously.
