We recognize the long history and contributions of Indigenous peoples who have cared for this land from time immemorial to the present. We acknowledge that we are all Treaty people, bound to one another by the spirit and intent of Treaty as long as the sun shines, the grass grows and the river flows. ADOPTION OF AGENDA A motion was made by Council Member Hoefsloot that the November 22, 2022 Council meeting agenda be adopted, as presented. The motion carried unanimously. ADOPTION OF MINUTES MIN 22-040 Adoption of the October 25, 2022 Council Meeting Minutes Proposed Motion That the October 25, 2022 Council meeting minutes be adopted, as presented. A motion was made by Council Member Kobasiuk that the October 25, 2022 Council meeting minutes be adopted, as presented. The motion carried unanimously. MIN 22-041 Adoption of the October 25, 2022 Council Organizational Meeting Minutes Proposed Motion That the October 25, 2022 Council organizational meeting minutes be adopted, as presented. MIN 22-042 Adoption of the November 2, 2022 Council Budget Presentation Meeting Minutes Proposed Motion That the November 2, 2022 Council Budget Presentation meeting minutes be adopted, as presented. The motion carried unanimously. DELEGATIONS App 22-101 9:05 a.m. - Public Input (15 mins.) Mayor Gamble asked the gallery if there were any issues that the public wishes to bring to the attention of Parkland County. Floyd Young, Parkland County resident, came forward to present concerns related to funding of the new Spruce Grove arena, snow clearing in the Star Lake Subdivision, the Wabamun Medical Clinic, and the cost of broadband internet initiatives. Mr. Young also expressed appreciation for the new Wabamun Fire Hall, and Parkland County's Fire Chief. NEW BUSINESS Mayor and Council Member Matters NM 22-014 Notice of Motion - Meridian Business Park Renaming Take notice that at a regular meeting of Council on December 13, 2022, Councillor Kobasiuk will move that Council direct administration to present renaming and rebranding of the Meridian Business Park to be Parkland Agricultural Centre. That Council approve the 2023 Operating Program Budget containing $23,899,900 in revenues; $91,028,300 in expenditures; a municipal tax requirement of $67,128,400. 2. That Council approve the 2023 Operating Project Budget containing $1,787,500 in revenues; $2,283,500 in expenditures; a municipal tax requirement of $496,000. 3. That Council approve the 2023 Capital Budget containing $44,812,300 in revenues; $46,849,800 in expenditures, a municipal tax requirement of $2,037,500. 4. That Council approve the projects spanning more than one year in duration as per the attached 2023 Multi-Year Project Summary. 5. That Council approve the 2023 Statement of Operations. 6. That Council approved projects not completed in 2022 year be added to the 2023 budget after the accounting close for the fiscal year. 7. That Council direct administration to present the 2023 Tax Rate Bylaw in April 2023. Council Member Kucher-Johnson reported on the Rural Municipalities of Alberta (RMA) convention, Remembrance Day ceremony in Devon, Parkland County Library Board, Seba Beach grant, Pioneer Museum meeting, and River Valley Alliance meeting. Council Member Kowalski reported on the Council's Role in Strategic Planning and State of the Watershed Workshop, Alberta Recreation and Parks Association Conference, Council Executive Assistant interviews, Budget presentations, Ag Producers dinner, North Saskatchewan Watershed Alliance meeting, Economic Diversification Committee meeting, and Capital Region Wastewater Commission. Council Member Hoefsloot reported on the Pembina Agricultural Recreational Society, Ag Producers dinner, Stony Plain Seed Cleaning Plant, Alternative Land Use Planning Services (ALUS), and Evansburg Remembrance Day ceremony. Council Member Kobasiuk reported on the Multicultural Centre annual meeting, RMA convention, Bank of Montreal (BMO) Farm Family Awards, Evergreens Foundation, and the Alberta Recreation and Parks Association Conference. Council Member Wiedeman reported on the Stony Plain Remembrance Day ceremony, Crime Prevention Committee meeting, and meetings with local business owners. Council Member Birnie reported on the RMA convention, Edmonton Global labour talent roundtable, Wabamun Watershed Management Council, and the Social Club Christmas party. A motion was made by Council Member Kucher-Johnson that the Committee Reports be received for information, as presented. The motion carried unanimously.
