NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Parma Heights, County of Cuyahoga and State of Ohio: Section 1: The following project is designated as an approved project for use in the application to be submitted by the City of Parma Heights in response to the competitive application process undertaken by the Department of Housing and Community Development: MANDALAY DRIVE RESURFACING PROJECT This project shall be submitted to the Department of Housing and Community Development no later than July 15, 2025 at 4:00 p.m. Section 2: That this Council hereby respectfully requests that the Department of Housing and Community Development give favorable consideration to the City of Parma Heights’s 2026 Community Development Block Grant Program. Section 3: That Council hereby authorizes any obligation of funds required to satisfactorily complete the proposed project under the terms and conditions of the Cuyahoga County Department of Housing and Community Development 2026 Community Development Block Grant Program, including any matching funds. Section 4: That Council hereby authorizes the Administration to execute any further documents and/or contracts and to take any further actions necessary to apply for, receive, and/or expend grant awards. Section 5: That Council hereby authorizes, in the event of a grant award, the Administration to receive and expend funds in furtherance of this project, in manners consistent with the Charter and Codified Ordinances of the City of Parma Heights, and as outlined in the Cuyahoga County Department of Housing and Community Development 2026 Community Development Block Grant Program. Section 6: This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this Resolution were taken in an open meeting of this Council and that all deliberations of the Council and of any of its Committees comprised of a majority of the members of the Council that resulted in those formal actions were in meetings open to the public, in compliance with the law. Section 7: This Council declares this resolution to be an emergency measure for the immediate preservation of the public health, peace, and safety of this Municipality, and for the further reason that it is necessary to expedite the submission of this Community Development Block Grant Program application to meet the application deadline of July 15, 2025; wherefore, it shall be in full force and effect immediately after its passage by Council and approval of the Mayor. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Parma Heights, County of Cuyahoga and State of Ohio: Section 1: This Council authorizes and directs Bowen + Associates, Inc., Municipal Engineer, to prepare the plans, specifications, and cost estimates for the Mandalay Drive Resurfacing Project. Section 2: This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this Resolution were taken in an open meeting of this Council and that all deliberations of the Council and of any of its Committees comprised of a majority of the members of the Council that resulted in those formal actions were in meetings open to the public, in compliance with the law. Section 3: This Council declares this Resolution to be an emergency measure for the immediate preservation of the public health, peace, and safety of this Municipality, and for the further reason that said Resolution is necessary so that such plans, specifications, and estimate of cost may be prepared and filed with this Council so that the project is shovel-ready upon the identification of a funding source; wherefore, it shall be in full force and effect immediately after its passage by Council and approval of the Mayor. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Parma Heights, County of Cuyahoga and State of Ohio: Section 1: The expenditure of monies of this municipality for items as noted in the title, which expenditure is now estimated to exceed $50,000.00, is authorized and directed. The expenditure shall be made from monies appropriated for such purpose. Section 2: The Director of Public Service is authorized and directed to advertise for competitive bids for such expenditure at least once in a newspaper of general circulation within the Municipality and to post such Invitation to Bid on the City of Parma Heights official web page. Section 3: The Administration is authorized and directed to enter into a written contract with the lowest and best bidder after such advertising, said lowest and best bidder to be determined by motion of this Council. Section 4: This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this Ordinance were taken in an open meeting of this Council and that all deliberations of the Council and of any of its Committees comprised of a majority of the members of the Council that resulted in those formal actions were in meetings open to the public, in compliance with the law. Section 5: This Council declares this Ordinance to be an emergency measure for the immediate preservation of the public health, peace, and safety of this Municipality, and for the further reason that it is necessary to authorize and direct such expenditure in order that the Administration may enter into a contract therefore, after competitive bidding in accordance with applicable laws; wherefore, it shall be in full force and effect immediately after its passage by Council and approval of the Mayor. PASSED: ____________________________ _______________________________ PRESIDENT OF COUNCIL ATTEST: ____________________________ _______________________________ CLERK OF COUNCIL APPROVED FILED WITH THE MAYOR: _________________________ _______________________________ MAYOR MARIE GALLO ORDINANCE NO. 2025 - 55 AN ORDINANCE AUTHORIZING THE ADMINSTRATION TO ENTER INTO A CONTRACT FOR SALE AND PURCHASE OF A POLICE DOG, AND DECLARING AN EMERGENCY WHEREAS, based on the Administration’s analysis of operational expenses and efficiency in the Division of Police, including the costs of retraining the K-9 Police Dog named “Gunny” for redeployment with another K-9 handler, pursuant to the City’s Memorandum of Understanding on the subject with the Fraternal Order of Police, the Administration determined to remove Gunny from service and dispose of such property pursuant to the MOU and in accordance with law; WHEREAS, Officer Bradd Smith, as the K-9 handler to whom Gunny had been assigned, is qualified to enter into a Sale and Purchase Agreement with the City to purchase Gunny in consideration of One dollar ($1.00) payment, pursuant to and in accordance with Revised Code Section 9.62; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Parma Heights, County of Cuyahoga and State of Ohio: Section 1: That the Administration is authorized and directed to enter into a Contract for the Sale and Purchase of a Police Dog by and between the City and Bradd Smith, in consideration of payment in the amount of One Dollar ($1.00), and additional terms and conditions. Section 2: This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this Ordinance were taken in an open meeting of this Council and that all deliberations of the Council and of any of its Committees comprised of a majority of the members of the Council that resulted in those formal actions were in meetings open to the public, in compliance with the law. Section 3: This Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, and safety of the Municipality, and for the further reason it is necessary to take immediate action to dispose of the Police Dog, as personal property, to continue the highest possible level of efficiency and public service of the employees of the City; wherefore, this Ordinance shall go into effect immediately upon its passage by Council and approval by the Mayor. PASSED: _____________________ _______________________________ PRESIDENT OF COUNCIL ATTEST: ______________________ _______________________________ CLERK OF COUNCIL APPROVED FILED WITH THE MAYOR: _________________ _______________________________ MAYOR MARIE GALLO RESOLUTION NO. 2025 -56 A RESOLUTION AUTHORIZING THE ADMINISTRATION TO EXPEND FUNDS TO WICHERT INSURANCE TO SECURE INSURANCE COVERAGE FOR THE CITY OF PARMA HEIGHTS FROM SELECTIVE INSURANCE COMPANIES, CNA INSURANCE GROUP, HANOVER INSURANCE GROUP, AND LLOYDS, AND DECLARING AN EMERGENCY WHEREAS, Wichert Insurance (“Wichert”) is currently the insurance agent for the City of Parma Heights; and WHEREAS, Wichert and the Director of Finance have solicited and secured a combination of package policy proposals made by Selective Insurance Companies, CNA Insurance Group, Hanover Insurance Group, and Lloyds to provide the appropriate coverage for the best price; and WHEREAS, the Administration has sought a one-time fourteen-month insurance policy term in order to set an annual renewal date on October 1st; and WHEREAS, Council desires to authorize the Administration to expend funds to Wichert Insurance to secure insurance coverage for the City from Selective Insurance Companies, CNA Insurance Group, Hanover Insurance Group, and Lloyds. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Parma Heights, County of Cuyahoga, and State of Ohio: Section 1: That the Administration is authorized to expend funds to Wichert Insurance for the provision of insurance coverage for the City from Selective Insurance Companies, CNA Insurance Group, Hanover Insurance Group, and Lloyds for the period of August 1, 2025 through September 30, 2026. Said coverage includes property, boiler, inland marine, crime, automobile, general liability, public officials, law enforcement, umbrella, and cyber liability insurance coverages. The total premium due for said coverage is $301,149.00, as reflected by invoices attached as Exhibit “A”. Said premium is based upon the City’s current property holdings and vehicle and equipment fleet, but is subject to minor price modifications based upon the addition or deletion of particular coverages, properties, equipment, and vehicles. Section 2: This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this Resolution were taken in an open meeting of this Council and that all deliberations of the Council and of any of its Committees comprised of a majority of the members of the Council that resulted in those formal actions were in meeting open to the public, in compliance with the law. Section 3: This Resolution is declared to be an emergency measure necessary for the immediate preservation of the public health, safety and welfare of said City and for the further reason it is necessary to pay premiums to maintain the City’s insurance coverage; wherefore, this Resolution shall be in full force and effect from and immediately after its passage by Council and approval by the Mayor.
