Planning and Zoning Minutes Parowan City Office – 35 East 100 North March 2, 2022 – 6:00 P.M. MEMBERS PRESENT: Larry Zajac, Jake Hulet, Jerry Vesely (came in at 6:10 P.M.) Lily Shurtleff, Jamie Bonnett (Alternate), Heather Peet (Alternate), David Burton (Council Representative), Cleve Matheson (City Manager), Judy Schiers (Secretary) MEMBERS ABSENT: None PUBLIC AND STAFF PRESENT: Benjamin Pacheco, Colin Shurtleff, Susan Sepe, Jon Jensen, Stacy Gale (Deputy Treasurer) COUNCIL AND MAYOR PRESENT: Mayor Mollie Halterman, Council - Jim Shurtleff, Matthew Gale, Sharon Downey, Rochell Topham Larry Zajac welcomed the new members of the committee, Jamie Bonnett, Heather Peet and Jerry Vesely. APPOINT CHAIRPERSON: Larry said that the first item of business would be to appoint a chair for the Planning and Zoning Committee. Jamie asked about the duties of the chair. Lily said they chair the meeting and run the meeting. Larry said they are also responsible to line up the crew to do the projects and coordinate those with the chair. Jake Hulet made a motion to appoint Larry Zajac as chair for the Planning and Zoning Committee. Lily Shurtleff seconded the motion. All members present voted to approve this nomination. Larry Zajac made a motion to appoint Lily Shurtleff as chair pro tempore. Jake Hulet seconded the motion. All members present voted in favor of this motion. ANY CONFLICTS WITH ITEMS ON THE AGENDA: No conflicts were declared. APPROVAL OF MINUTES (FEBRUARY 16, 2022): David Burton asked that Rochell Topham’s name be added to the minutes. Jake Hulet made a motion to approve the minutes from the February 16, 2022 meeting with the addition. Heather Peet seconded the motion. All members voted in favor of this motion. AMENDMENT TO SIGN ORDINANCE 15.50.010 – BENJAMIN PACHECO: Cleve said that Benjamin Pacheco bought 10 acres of property by the airport. There is approximately 1,000 feet frontage along I-15. He would like to put billboards in this area. Our current sign ordinance does not address or allow billboards. Mr. Pacheco said that he wanted the committee to look at amending the sign ordinance to allow billboards in certain areas of the city. He said that he wants to start a business in renting out billboards on the property he owns in Parowan City. He has talked with Iron County and the UDOT Permit Officer, but the first hurdle he needs to overcome is the city ordinance. Mr. Pacheco told the committee his business plans regarding the billboards and what kind of business and promotions he is hoping to do. Heather Peet asked if the signs would be double faced. There was a discussion on this and type of businesses on the signs. Larry said he wanted to refocus the discussion to our sign ordinance. He said we need to determine if we are ready to revise and change our ordinance. Cleve said our sign ordinance is very antiquated and this may be the time to look at the sign ordinance as a whole. Lily Shurtleff made a motion to recommend to the City Council that we take a look at the sign ordinance to include amendments and updates. Heather Peet seconded the motion. All members present voted in favor of this motion. RECOMMENDATION TO CITY COUNCIL FOR PUD AND CONDITIONAL USE – FALCON RIDGE 575 WEST 400 NORTH: Cleve said that Kelly, Cobe and Jeremy all reviewed the utility plan and all of the items had been addressed. Jon Jensen said the biggest concern was the two fire flow meters, one, 2 inch for residential use, and one, 1 inch for fire sprinkling. These have all been addressed. Jake Hulet made a motion to recommend to the City Council the plan presented by Falcon Ridge for the Planned Unit Development and Conditional Use for approval at City Council. Jamie Bonnett seconded the motion. All members present voted in favor of this motion. MEMBER REPORTS: Heather Peet said she has been going to meetings regarding affordable housing and if anyone has questions that they want to submit, get them to her. She said one thing that has come out of those meetings is that Arizona, Idaho and Utah have the highest increases in housing up 24.5%. David asked about why Jim Jenses’ new building didn’t go to the Council. Cleve said that it didn’t need to go to the Council. He asked if they had applied for a building permit. Cleve said he hasn’t seen anything yet. Larry said that with all the new members, there are a couple of things he thinks is very important. First, he thinks that it would be nice, as a group, to get some education. Also, for now, he recommends the committee get familiar with Parowan City Code Section 12, 14, 15 and specifically 15.16, which is the Planning and Zoning Commission creation. The land use authority is the City Council not the Planning and Zoning, so most of the time we are making recommendations to the City Council, but there are some things we can do as a committee. He cautioned the members to exercise due diligence. He said we are not committed to making a decision at the same meeting, but should practice due diligence to start a process to bring the agenda item back if we don’t understand and want to work on something and to work in the best interest of the City. Cleve said that in a conversation he had with Larry regarding training, he has looked into different options. The League of Cities and Towns are bringing back in-person training sometime in 2022, and we will keep updated on those. There is a lot of training available through the Trust and the League. He has asked our legal counsel to provide some training also. ADJOURN: Lily Shurtleff made a motion to adjourn the meeting at 6:55 p.m. Larry Zajac seconded the motion. All members present voted to adjourn the meeting.
