PRE-COUNCIL MEETING CITY OF P AS ADENA April 7, 2020 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. At this time Mayor Wagner explained how citizens wishing to speak would be handled with the social distancing guidelines. Also, explained how the webcams would work and checked with Councilmembers Cayten, Bass and Schoenbein to make sure they could see and hear the meeting. (15) PERSONNEL CHANGES: Councilmember Ybarra – Questioned the hiring of new employees during this time. Discussion and answer session followed between Councilmembers Ybarra, Schoenbein, Wheeler, Harrison, Leamon, and Casados, Mayor Wagner and Chief of Police Josh Bruegger. (19) (A) (1) - FINAL READINGS: Ordinance 2020-041 – Councilmember Casados asked if this contract could not be reconsidered and given to a Pasadena business. Mayor Wagner responded they would go forward with the contract. (19) (A) (2) – FIRST READINGS: Item E – Councilmember Cayten asked if this item could be deferred. Stated that due to the present economic uncertainty he would have to vote no. Mayor Wagner asked Chief Bruegger to respond. Chief Bruegger explained the importance of the timing of getting this system into place. Councilmember Schoenbein commented the City has been struggling with technology and will be supporting this item. ADJOURNMENT 9:55 a.m. – Mayor Wagner adjourned the Pre-Council Meeting. INVOCATION – Councilmember Cary Bass PLEDGES OF ALLEGIANCE – Councilmember Ornaldo Ybarra COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Ybarra – Passed, no comments. Councilmember Leamon – Thanked all first responders and City employees for the work they are doing during this difficult time. Prays everyone will remain safe. Councilmember Harrison – Commented on the mask he was wearing, stating it was voluntary. Suggested everyone wear a mask for protection from the virus. Urged everyone to follow the guidelines in order to move past this. Councilmember Casados – Thanked the I.T. department for setting up the webcams for the meeting. Stated they are following the CDC social distancing rules by wearing mask and staying 6 feet away from one another. Gave reasons he believes the City should put a curfew in place for citizens. “Lord be with us and have faith in God.” Councilmember Wheeler – Commented there is a lot of false information on social media. Reminded everyone to make sure their sources are trustworthy, such as medical professionals. Asked that everyone take precautions to protect themselves as well as their loved ones. Councilmember Cayten – Explained that he had just gotten over pneumonia so is unable to get out. Urged everyone to stay safe and wear their masks. Councilmember Bass – Thanked everyone listening to the meeting. Hopes that using the webcams will work out well. Commented he believes we will all get through this and there is a “light at the end of the tunnel.” Councilmember Schoenbein – Welcomed everyone to the “unique” Council meeting. Commented they are learning many things that need to be better with the technology within the City. Encouraged everyone to visit local drive thru restaurants and support local businesses. Believes our local government and citizens are doing a great job. Commented he does not believe the City needs a curfew at this time. City of Pasadena – Council Meeting 2 Minutes: 04-07-20 10:00 a.m. CITIZENS WISHING TO ADDRESS COUNCIL Robert Jetter III – Expressed concerns he has with Harris County using A-1 Staffing for their election payroll, stated it has been over a month since the election and he still has not been paid. Also, does not believe this is the time to release inmates out into the public. Thanked City personnel and staff for allowing citizens to speak at the meeting and for the great work they are doing. Christina Womack – President & CEO, Pasadena Chamber of Commerce. Stated the Chamber will continue to stay open for business and will be available to help educate Council on resources for their constituents. Gave information on updated financial resources for small businesses through the SBA and PPP programs. Advised that due to limitations and revenue caps, these programs are “first come first serve”. Reminded everyone about the community relief platform that is on the Chamber’s website, organizations are able to use this to post their needs or resources they have available for the community. Announced they are starting a card campaign to send encouragement to first responders, health care workers and seniors who are in isolation. Stated Baker Ripley Center will be hosting a food and senior commodities fair at 12:00 p.m. that afternoon and have another scheduled for April 23 rd. Councilmember Wheeler – Stated he would be voting the same way as Councilmember Ybarra, further stated that he was particularly against the Digital Manager position, as he has requested agenda items to be posted on the City’s website several times and it has not happened so he does not support a promotion. Commented that with the local businesses now experiencing a drop in revenue, it will affect the sales tax revenue. Now is not the time to give promotions. Councilmember Harrison – Asked City Secretary to record the positions he would be supporting and all others he would vote no. Councilmember Casados – Explained reasons he would be voting against certain items on this agenda. Questioned what the Web Master position’s duties were. Expressed concerns with the City’s financial future. Mayor Wagner – Stated there are no pay raises on this personnel agenda. Councilmember Wheeler – Questioned if the Web Master and Digital Master position were in different pay grades. Mayor Wagner - Responded that at this time they are the exact same pay rate. **NOTE** At this time, there was back and forth discussion between Councilmembers Ybarra, Wheeler, and Harrison and Mayor Wagner regarding the pay grade of this position. Councilmember Ybarra – Stated he agrees with previous comments made by Councilmember Casados regarding this item. Explained reasons he feels that this contract should be given to a local business. Councilmember Harrison – Commented he hopes the City starts looking at bids of businesses from the City of Pasadena. Councilmember Leamon – Stated he will “reluctantly” support this item at this time, but believes in the future more of an emphasis should be put on hiring Pasadena businesses.
