PRE-COUNCIL MEETING CITY OF PASADENA March 2, 2021 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. (19) (A)-(1) – FINAL READINGS: Councilmember Ybarra – Asked Mayor Wagner whether only ordinance numbers would be read aloud on Final Readings; Mayor Wagner replied yes, only numbers would be read. (19) (A)-(2) – FIRST READINGS: Mayor Wagner noted that all First Readings would be read together, not separately. OTHER ISSUES: Mayor Wagner – Saddened by the loss of Councilmember Harrison’s wife. Noted he had called Councilmember Harrison twice but had been unable to reach him. Councilmember Ybarra – Stated he talked with Councilmember Harrison and was given the funeral arrangements, which he (Ybarra) was providing to HR. Advised the funeral services would be Friday, March 5th at Grandview Funeral Home; visitation 12 noon until 2:00 p.m. and funeral from 2:00 p.m. until 3:00 p.m. Mayor Wagner – Expressed thanks to Councilmember Ybarra for the information. Mentioned he had posted information on his Facebook page regarding the COVID vaccines; talked about the different vaccines available. Urged all to continue to wear masks and practice social distancing. Announced that fellow Councilmember Don Harrison lost his wife, his lifelong partner, who passed away last week; “a tragedy”. Expressed condolences to the Harrison family. Councilmember Cayten – Thanked audience for participating in city government. Sending out prayers to Councilmember Harrison and his family. Congratulated Service Award Recipients. Mentioned an event he attended last Sunday at Art Park Players Theater. Noted the featured singer was Christina Wells, originally from Pasadena. Talked about her “tremendous performance”. Councilmember Bass – Thanked everyone for tuning in to the meeting. Hope that all survived the unprecedented freezing weather. Expressed condolences to Councilmember Harrison and his family; his thoughts and prayers are with them. Noted there are 12 people receiving their Service Awards; combined total of 305 years of service; extended congratulations to recipients. Councilmember Schoenbein – Sincere condolences to Councilmember Harrison on the loss of his wife, Mary Ellen; prayers are with the family. Congratulated Service Award Recipients, noting 10 of the 12 recipients are police officers. Thanked the Administration and City Employees for all the information put out during the arctic blast. Also, expressed thanks to employees who had to work in the freezing weather during this time repairing water pipes, traffic signals, etc. and handling traffic accidents. Councilmember Ybarra – Extended congratulations to Service Award Recipients. Announced that our City Controller’s Office received the Certificate of Achievement for Excellence in Financial Reporting. Stated that this award represents the highest form of recognition in the area of accounting and financial reporting, commenting “Jomie and her team run a great department”. His prayers and thoughts are with the Harrison family. City of Pasadena – Council Meeting 2 Minutes: 03-02-21 10:00 a.m. Noted the Harrison’s were married for 61 years. Announced the visitation and funeral arrangements scheduled at Grandview Funeral Home on Friday, March 5th. Shared a humorous story involving a conversation he had with Mary Ellen about a time when Councilmember Harrison was at home every day when not serving on Council. Commented she was “always sweet” and he has good memories of her. Councilmember Leamon – Offered condolences to Councilmember Harrison and family on their loss. Regarding the COVID vaccine, knows it’s difficult to get scheduled for one; however, urged all to be persistent and to get the vaccine; to continue social distancing and wear masks. Congratulated Service Award Recipients and thanked them for their years of service. Announced the May 1, 2021 upcoming election. Extended congratulations to Councilmembers Ybarra, Harrison and Bass on being unopposed and welcomed them back for another term. CITIZENS WISHING TO ADDRESS COUNCIL Cristina Womack – President & CEO, Pasadena Chamber of Commerce. Stated the Chamber is continuing to update its website and provide additional resources relating to information on providers for home services, restoration cleanup, food pantry lists, financial assistance for individuals and businesses and PPP funding (deadline March 31 st). Encouraged Council to share this information with their constituents. Made several announcements: (1) workshop (virtual webinar) scheduled March 10th geared toward helping businesses to learn more about how to use Google; a trainer from Google will be present (2) 2021 Industry of the Year, Chevron Pasadena Refinery and (3) Committee members leading Non-Profit Network Committee, Ruben Villareal with La Iglesia de Pueblo and Dory Cayten with ARC of Greater Houston. Mayor Wagner – Thanked Cristina for the “great work”. Bill Pittman – Talked about recent arctic blast and power outages, including his loss of power during the freeze. Congratulated Councilmember Leamon on the new sidewalks in District B. Likes all the improvements being made in City. Mentioned suggestions he received from several neighbors following the freezing weather about the possibility of City having a “warming center” should a freeze occur again in our area. City of Pasadena – Council Meeting 5 Minutes: 03-02-21 10:00 a.m. ORDINANCE 2021-028 - Authorizing and approving a contract by and between the City of Pasadena, Texas and D & W Contractors, Inc. for various Paving & Drainage Projects (CIP #S115, S116, S117, S118, S119, S120, S121 & S122) in the amount of Six Million Three Hundred Seventeen Thousand Five Hundred Seventy-Six and 45/100 ($6,317,576.45) Dollars with a 5% contingency of $110,747.92, for a total appropriation of Six Million Four Hundred Twenty-eight Thousand Three Hundred Twenty-four and 37/100 ($6,428,324.37) Dollars. Councilmember Cayten – Discussed the process and criteria required by state laws relating to city ordinances approving professional engineering contracts. Remarked he does not think all of Council fully understands these contracts. Pleased about the eight new streets planned for the north side of Pasadena. Councilmember Ybarra – Announced that three of the eight streets mentioned by Councilmember Cayten are in his district: W. Park Lane, Madison Avenue and Austin Avenue. MOTION CARRIED, UNANIMOUS. ORDINANCE 2021-029 - Authorizing and approving a contract by and between the City of Pasadena, Texas and D&W Contractors, Inc. for the 2021 Annual Paving and Drainage Improvements Project (CIP #D046/S124); $2,216,850.00 from the General CIP Fund Balance Account. ORDINANCE 2021-030 - Authorizing and approving a contract by and between the City of Pasadena, Texas and Brooks Concrete, Inc. for the 2021 Annual Sidewalk Replacement Project (CIP #S125); $745,600.00. ORDINANCE 2021-042 - Authorizing and approving a contract by and between the City of Pasadena, Texas and Zarinkelk Engineering Services, Inc. for design services for the City Hall Emergency Power Generator Addition Project (CIP #M047) for a total appropriation of $268,517.80 from the FEMA Hazard Mitigation Grant Program Account. ORDINANCE 2021-043 - An Ordinance granting to Pasadena Refining System, Inc. the right, privilege, and franchise and permit to lay, replace, construct, repair, maintain, operate, and remove one (1) 12” butane pipeline(s) routed on and across parcels of land the centerline and route of which as shown on the attached plats and the courses and distances descriptions in the attached Exhibit “A”, incorporated herein for all purposes, all in the corporate limits of the City of Pasadena, Texas, and in accordance with plans and specifications heretofore filed with the Department of Public Works, and the Department of Planning; prescribing the terms and conditions under which said right, privilege, franchise, and permit is granted; and providing for acceptance. ORDINANCE 2021-045 - Amend the Code of Ordinances of the City of Pasadena, Texas at Chapter 9, Buildings and General Building Regulations, by amending Article III. Building Code, by adding section (i) for Building Permit fee for the waiver of residential building permit fees for a 120-day period; following the termination of any declaration of federal, state or local disaster; providing a repealing clause; providing a savings clause; providing for severability; and providing a penalty. ORDINANCE 2021-046 - Amend the Code of Ordinances of the City of Pasadena, Texas at Chapter 37, Water, Sewers and Sewage Disposal, by amending Section 37-46 - Miscellaneous water service charges, and adding subsection (e) Water Leak Adjustment, for adjustment of utility bill due to leak in customer’s water line; providing a repealing clause; providing a savings clause; providing for severability; and providing a penalty. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2021-022 - Appointing members Steve Cote, Rick Lord, Emilio Carmona, Steve Phelps, Ernesto Paredes, Marilyn Wilkins and Salvador Serrano, Jr. to the Board of Directors of Pasadena Economic Development Corporation. Councilmember Ybarra moved, seconded by Councilmember Bass that Resolution 2021- 022 be passed, approved and adopted. MOTION CARRIED AS FOLLOWS: “Ayes” – Councilmembers Ybarra, Leamon, Cayten, Bass, Schoenbein and Mayor Wagner “Nays” – Councilmember Casados RESOLUTION 2021-023 - Authorizing the Mayor, on behalf of the Fire Marshal’s Office, to accept a donation of Two Thousand and No/100 ($2,000.00) Dollars from Home Depot, Atlanta, Georgia, for use by the Fire Marshal’s Office in connection with Fire Prevention and Community Outreach Programs. MOTION CARRIED, UNANIMOUS. RESOLUTION 2021-024 - Authorizing, approving and adopting the election voting system to be used by Harris County for the May 1, 2021 joint election. Councilmember Ybarra moved, seconded by Councilmember Bass that Resolution 2021- 024 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2021-025 - Appointing a Compliance Officer as the City’s Americans with Disabilities Act (ADA) Compliance Coordinator. Councilmember Ybarra moved, seconded by Councilmember Bass that Resolution 2021- 025 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2021-026 - Authorizing the Mayor of the City of Pasadena, on behalf of the City of Pasadena Information Technology Department, for transfer of twenty (20) previously used Dell Latitude 5510 laptop computers valued at $2,692.85 to Lee County Sherriff’s Department. Councilmember Ybarra moved, seconded by Councilmember Bass that Resolution 2021- 026 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2021-027 - A Resolution to declare 1) an additional 14 day grace period before the 10% late payment penalty for water and sewer utility billing statements due on 2/15/2021 and 2/22/2021 will be assessed; and 2) that any future events where a Declaration of Disaster is in place or was issued for weather situations such as storm, inclement weather, winter storm, etc. that may prevent citizens of the City of Pasadena from paying their water, sewer and garbage bill at the time, then such 14 day grace period shall also apply to such future event in the manner described herein. Councilmember Ybarra moved, seconded by Councilmember Bass that Resolution 2021- 027 be passed, approved and adopted. Councilmember Casados – Approves this resolution, commenting it will give citizens a “break” on water bills. Referred to past discussion(s) involving a discount rate on water bills for disabled residents and suggested the City provide such discounts. **NOTE** At this time, Councilmember Casados presented a MOTION TO AMEND Resolution 2021-027 as follows: “To decrease water bills by ten percent for disabled individuals”. Mayor Wagner denied the motion, commenting the vote would proceed on this resolution as it is written; that the motion made by Councilmember Casados would be considered at a later date.
