(10) PRESENTATION OF MINUTES: Councilmember Van Houte stated that there needed to be a correction on the September 21st minutes under Personnel Changes. Mayor Wagner asked if this could be corrected. Discussion followed between Councilmembers Van Houte, Harrison and Schoenbein and Mayor Wagner and Jay Dale, City Attorney. (19) (A)-(2) – FIRST READINGS: Item (B) – Councilmember Van Houte expressed concern with the amount of money involved with this item. Robin Green, Director of Engineering, responded. INVOCATION – Ginny Wagner, First Lady of Pasadena PLEDGES OF ALLEGIANCE – Councilmember Thomas Schoenbein COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Schoenbein – Stated it was good to see so many people at the meeting. Recognized former Councilmember Bruce Leamon in the audience. Announced that it was National Night Out. Explained this is the month that the color purple has been designated for domestic violence awareness and the color pink for breast cancer awareness. Asked everyone to be aware of these two things which effect most families or someone you know. Thanked the Service Award Recipients for their years of service. Councilmember Valerio – Thanked everyone for coming to the meeting. Commended Officer David Garza for assisting with a chocking baby the week before. Commented he is a great community service liaison officer who’s present at most community events and she is “happy he is with us”. Announced that Queens Neighborhood Association would be having a National Night Out event which will be held in the gym of the Sunset United Methodist Church located at 709 Allendale. Thanked the Neighborhood Network for their help in putting together a first time neighborhood association meeting in the Southmore Plaza of District B. Stated there will be another meeting held on October 30 th at 10:00 a.m. for anyone interested in joining the association. Councilmember Harrison – Thanked Mrs. Wagner for the invocation. Stated this is the first time he has been able to look at all the Service Award Recipients and say he knows them personally. Commented we should all be proud of the city employees, they are not only good friends of ours, but they are also our neighbors that live and work in this town and strive for a better community. Councilmember Van Houte – Commented it was good to see such a large crowd at the meeting. Announced the city would be hosting a food drive on Wednesday, November 17th from 8:00 a.m. – 5:00 p.m. at the Convention Center. Stated food collection boxes could be requested at volunteerpasadena@pasadenatx.gov. Gave information on local restaurants which are participating in Pasadena Restaurant Week by donating a portion of the sales from customers who mention the food drive. Councilmember Estrada – Congratulated the Service Award Recipients. Thanked them for their hard work. Councilmember Cayten – Thanked everyone for coming to the meeting. Recognized Fairmont Estates Neighborhood Association board members, President Ralph Morrisey, Vice President Steven Longino, Alan Fowler and Robbie Lowe in the audience. Also recognized former Councilmembers Bill Welch and Bruce Leamon and Mrs. Givvie Searcy in the audience. Stated he was elected to district council by more than 80% of the citizens that voted in last election, and he does not plan on doing anything but helping the citizens in his district throughout the rest of his term in office. Further stated, he is always looking out for the best interest of the city. City of Pasadena – Council Meeting 2 Minutes: 10-05-21 10:00 a.m. Councilmember Bass – Thanked everyone for coming out. Recognized former Councilmembers Bill Welch and Bruce Leamon, City Secretary Linda Rorick, Pasadena Chamber of Commerce President Christina Womack and Mrs. Searcy in the audience. Commented he was glad to see them. Encouraged everyone to get out and shake hands with their neighbors during National Night Out. Thanked Mrs. Wagner for her prayer. Congratulated the Service Award Recipients. CITIZENS WISHING TO ADDRESS COUNCIL Cristina Womack – President & CEO, Pasadena Chamber of Commerce. Addressed Mayor and Councilmembers, stating it was great to be there and to see each of them. Stated the Chamber continues to focus on the advancement of their mission of promoting economic development and community prosperity with a focus of advocating for businesses and the connecting community. Commented that one of the functions of the Chamber is advocating for businesses with legislative policies at federal, state and local levels. Stated they recently called for the advancement of technology in the City infrastructure and digitalizing the Permit and Planning process. Commended the City on the steps they have taken; looks forward to seeing this project into completion. Noted another area that members are asking to engage with is taking a closer look at City ordinances as it relates to the Planning Department and new or existing development. Mentioned that in the last year there have been some issues that had a negative impact. Stated they do fully support City ordinances as they were intended by original design; however, they also believe that the process of communicating new enforcement are vital for the success of Pasadena development. Thanked Planning Director, Deanna Schmidt for additional information provided on the Master Site Planning which is on the proposed agenda. Stated the Chamber values their partnership with the City. Lindsey Sharpless – Miss Texas Volunteer. Commented she is from Pasadena and a graduate of the University of Houston, Bauer College of Business. Stated she advocates against domestic violence with her platform “Love Shouldn’t Hurt” after witnessing her sister go through domestic violence during high school. Explained that she tries to help people who are the abuser go through rehabilitation so they can go back to the community and not abuse anyone else. Stated that men and women can both be victims of domestic violence and she tries to encourage people to become survivors. Gave information on some of the programs she works with that try and give survivors resources they can use to have a normal life. Encouraged everyone to be aware that October is Domestic Violence month, that this can happen in their community and we need people to rise up and come together. Raul Camarillo Jr. – Community Liaison for Commissioner Adrian Garcia. Stated he was at the meeting to give information on the National Night Out events being held at the Harris County facilities in Pasadena: 1) East Harris County Activity Center located at 7340 Spencer Highway from 5:00 p.m. – 7:00 p.m. 2) Harris County Pct. 2 Constable Jerry Garcia at John Phelps Courthouse from 5:00 p.m. – 8:00 p.m. Invited everyone to come out and get to know each other. Martin Reim – Thanked Councilmember Cayten for calling him the previous day. Stated he is very grateful for the City of Pasadena and all they do. Also grateful for the Citizens Police Academy. Commented that he and his wife had taken the classes and had found it very insightful. Thanked Joe Ruiz, Traffic Department, for helping to get speed humps City of Pasadena – Council Meeting 3 Minutes: 10-05-21 10:00 a.m. installed in his neighborhood. Asked Councilmember Cayten if he could help get some of the sidewalks in the neighborhood fixed. Mentioned that they have the deed restriction renewal coming up, and asked what the mayor’s opinion was of a councilmember dividing citizens on competing deed restrictions. Ralph Morrisey – President, Fairmont Estates Neighborhood Association. Gave information on the history of the association. Stated that last year they started to discuss the upcoming renewal of deed restrictions due March 2022. Explained the process that has been implemented. Commented he was going to leave a packet of information for Mayor and Council to review. Steven Longino – Vice President, Fairmont Estates Neighborhood Association. Stated his purpose of speaking is to inform the Council of a disregard by Stehen Alvarez of the neighborhood deed restrictions and the demand letter from the City of Pasadena City Attorney’s Office. Gave information regarding the original application Mr. Alvarez submitted to the Permit Department and interactions Mr. Alvarez has had with neighbors concerned with deed restrictions. Thanked Councilmember Cayten for coming out to help them. Also left a package of information for Mayor and Council to review. Alan Fowler – Stated that Pasadena has been his home for 43 years. Commented he has chosen to give back to the community by coaching Pasadena youth leagues and starting an Autism charity organization with his wife. They have both proudly invested in the city. Noted he has heard the comments Mr. Alvarez made in a previous meeting about the responsibility of family. Stated that everyone will at some point be relied upon to care for members of our family that cannot care for themselves, including himself whose son is severely autistic and non-verbal; but that does not give them the right to take away other people’s rights. Commented that Mr. Alvarez has been before council several times, but has never mentioned that he is trying to build an apartment. Stated that several neighbors have expressed concern and feel threatened by Mr. Alvarez and this harassment needs to stop. Robbie Lowe – Commented it has been a while since she had been to a meeting but she has been busy with a “higher calling”. Introduced her mother, Gail O’Quinn, who she brought with her because she can no longer stay at home alone. Stated that she is disappointed the city has allowed this situation with Mr. Alvarez to go so far. There are deed restrictions in place to protect the neighborhood from residents who do not respect their neighbors as well as to help protect their investments. Explained that her home is behind the Alvarez duplex and gave examples of how it has affected their quality of living and privacy. Thanked Councilmember Cayten for his help and asked that other councilmembers get involved. Ginney Wagner – Thanked council for letting her speak at the meeting. Recognized Mrs. Givvie Searcy in the audience. Stated that Mrs. Searcy’s husband was former Councilmember Leon Searcy, who held office and served the city for many years. Stated it was her sincere honor to be able to pay tribute to the memory of a Pasadena legend. Also wanted to thank Mrs. Searcy for all she has done for our community. Commented that Leon and Givvie epitomize the “spirit of Pasadena”. Gave history of Mr. and Mrs. Searcy’s contributions to the community. Presented Mrs. Searcy with a proclamation that proclaims October 14th as Leon Searcy Day. {Applause} City of Pasadena – Council Meeting 4 Minutes: 10-05-21 10:00 a.m. Givvie Searcy – Spoke from the audience. ORDINANCE 2021-164 - An Ordinance amending the Code of Ordinances of the City of Pasadena, Texas at Chapter 28, Planning; and Appendix A, Basic Subdivision Ordinance, providing a repealing clause; providing a savings clause; providing a severability clause and a penalty clause. Councilmember Schoenbein moved, seconded by Councilmember Bass that Ordinance 2021-164 be passed on second and final reading. Councilmember Estrada – Explained concerns he has with this ordinance. City of Pasadena – Council Meeting 9 Minutes: 10-05-21 10:00 a.m. Councilmember Cayten – Noted this ordinance does establish a definition for a single- family residence. Read the definition. Councilmember Schoenbein – Commented that getting the Permit Department involved with this process is a good thing, as we have to take into consideration the safety of the individuals that visit these places. Councilmember Bass – Stated he agrees with some of Councilmember Estrada’s comments. Urged people to go to the Permit and Planning Departments and review the forms before purchasing a property for commercial business. FIRST READINGS ORDINANCE 2021-166 - Authorizing and approving an agreement by and between the City of Pasadena, Texas and LJA Engineering, Inc. for assistance related to the FEMA Community Rating System (CRS) Program and assistance with flood control complaints and development permit inspections for the City of Pasadena for a total appropriation of $80,000.00. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2021-128 - Authorizing the acceptance of American Rescue Plan Act (ARPA) – Coronavirus Local Fiscal Recovery Funds (CLFRF); and authorizing the Mayor and the Chief of Staff to act as the City’s Executive Officer and authorized representative in all matters pertaining to the City’s implementation of the American Rescue Plan Act (ARPA) – Coronavirus Local Fiscal Recovery Funds (CLFRF). Councilmember Valerio moved, seconded by Councilmember Harrison that Resolution 2021-128 be passed, approved and adopted.
