PRE-COUNCIL MEETING CITY OF PASADENA June 21, 2022 – 5:30 p.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. (15) PERSONNEL CHANGES: Councilmember Schoenbein stated it was good to see the hiring of so many Aquatic employees; asked if this would help with the opening of the water park. Jed Aplaca, Parks and Recreation Director, confirmed that with the hiring of these employees, they should be able to open Strawberry Water Park on July 1st. Councilmember Estrada commented he was glad that Parks Department was able to find good employees. Councilmember Harrison questioned when the City website would be updated with information on the pool opening. Mr. Aplaca replied that it would be the following day. Stated he was happy to hear that the Strawberry Park swimming pool would be opening soon. Councilmember Cayten – Passed, no comment. Councilmember Bass – Commented he got rained on that afternoon and it was really “fabulous”. Councilmember Schoenbein – Thanked everyone for joining the meeting. Mentioned there are extreme heat temperatures expected in the upcoming weeks. Urged everyone to pay attention to their children and pets and to not leave or forget them in a vehicle. Advised it only takes a matter of minutes for someone to succumb to the heat. Councilmember Ybarra – Passed, no comment. Councilmember Valerio – Excited to see the design project for Kolb Road on the agenda. Stated this road has needed repairs for a long time. Thanked Mayor Wagner for putting the project on the agenda. Also thanked the Mayor of South Houston for being a “good neighbor” and helping with part of the cost of construction and design. Announced there was a Little Library installed in Queens Park. Everyone is welcomed to come and take a book and leave a book. Commented that the Parks Department did a beautiful job on the construction. Thanked the Queens Neighborhood Association for their donation; which improved the quality of life at Queens Park. Councilmember Harrison – Passed, no comment. Councilmember Van Houte – Wished everyone a happy first day of summer. Commented that summer’s heat came early. Gave information on locations for people who need help staying cool; Madison Jobe Senior Center for citizens 50 and over, the City libraries, and there are four City community buildings which are all running programs and providing lunches for children. Announced the City will be redrawing the council district lines; this is based on the 2020 census. Commented that after the July 5 th Council meeting at 11:00 a.m., Council will be working on drawing the map. Stated this is open to the public. CITIZENS WISHING TO ADDRESS COUNCIL Mike Courtney – Commented that he had not been to the meetings in a while but has a few issues he would like to speak about. Expressed concerns he has with the animals, mostly cats, which are loose in his neighborhood. Stated that Pasadena is one of the few cities in the State of Texas that hasn’t adopted a trap, neuter and release program. Explained how the program works and how he believes it will cut down on the problem of Animal Control being full and having to euthanize the animals. Stated that issues he had with a pizza restaurant on Red Bluff has still not been addressed since he last came to the council meeting. Commented there are numerous accidents just waiting to happen at this location. Noted the first time he came to a meeting he addressed Council about disabled people receiving a discount on their water bill; a year later that still hasn’t City of Pasadena – Council Meeting 2 Minutes: 06-21-22 6:00 p.m. happened. Discussed issues he has in Red Bluff Terrace with a “well-known” truck club that races down his street every weekend. Would like to speak about this with the Mayor or Council in private in order to avoid retaliation. Would also like to meet with Mayor Wagner to discuss an issue of him being harassed by a City employee. RESOLUTION 2022-099 – A Resolution authorizing the Mayor of the City of Pasadena, on behalf of the Pasadena Police Department, to accept a donation from the Pasadena Police Citizen Academy Alumni Association (PCAAA) for the purchase of meals for the Citizen Police Academy Graduation ($958.69) and the Jr. Citizen Police Academy Graduation ($396.00). The total cost of the meals was $1,354.69. Councilmember Valerio moved, seconded by Councilmember Van Houte that Resolution 2022-099 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-100 – A Resolution authorizing the Pasadena Public Works Department to apply for a $3,894,300.00 grant for the 4485 – 2020 Covid-19 Pandemic Hazard Mitigation Grant Program (HMGP) for the City of Pasadena Power Resiliency Project. Councilmember Valerio moved, seconded by Councilmember Van Houte that Resolution 2022-100 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-101 – Approving the revised Housing Administrative Plan for the Housing Choice Voucher Program for program updates in accordance with HUD 24CFR 982.503. RESOLUTION 2022-102 – Amend Resolution 2020-149 authorizing and approving the 2019 Annual Action Plan Pasadena Cares Act amendment for the reallocation of special City of Pasadena – Council Meeting 11 Minutes: 06-21-22 6:00 p.m. funds from the Community Development Block Grant (CDBG) program authorized by the Coronavirus Aid. Councilmember Valerio moved, seconded by Councilmember Van Houte that Resolution 2022-102 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-103 – A Resolution of the City Council of the City of Pasadena, Texas adopting criteria for use in the Redistricting 2022 Process; and providing an effective date. Councilmember Valerio moved, seconded by Councilmember Van Houte that Resolution 2022-103 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-104 – A Resolution of the City Council of the City of Pasadena, Texas establishing guidelines for persons submitting comments and specific redistricting proposals; and providing an effective date. Councilmember Valerio moved, seconded by Councilmember Van Houte that Resolution 2022-104 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-105 – A Resolution by the City Council of the City of Pasadena, Texas, adopting a Police Officer Hiring Incentive Policy to be administered by the Chief of Police of the Pasadena Police Department; establishing an effective date; and setting forth other matters related thereto. Councilmember Valerio moved, seconded by Councilmember Van Houte that Resolution 2022-105 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. **NOTE** Following the reading of all Resolutions, there was discussion as follows: Councilmember Van Houte – Noted that she had mentioned redistricting previously. Stated that one of these resolutions sets the rules for the public’s participation in redistricting. Explained concerns she had when she received the first version of the resolution and maps. Advised that it would be preferred for all public comments regarding redistricting to be put in writing. Stated it is important for the public to give comments and for people to participate.
