PRE-COUNCIL MEETING CITY OF PASADENA July 19, 2022 – 5:30 p.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. (7) DOCKETED CITY COUNCIL HEARINGS: Item (C) - Mayor Wagner advised the appeal hearing was being postponed until the next meeting. (15) PERSONNEL CHANGES: Item (B) – Mayor Wagner advised this item was being deferred until the next meeting. Councilmember Van Houte questioned why the item was being deferred. Mayor Wagner explained that the Mayor Pro Tem was not going to be at the meeting. Discussion followed between Councilmembers Van Houte and Harrison and Mayor Wagner and Julie St Jean, City Controller. (19) (A)-(2) – FIRST READINGS: Item (G) – Mayor Wagner stated there was a small mistake in the amount listed on this item; asked City Secretary to correct this as she reads the item. (19) (B) – RESOLUTIONS: Item (B) – Julie St Jean noted that the fiscal year on this item needed to be corrected from 2022 to 2023. Mayor Wagner asked City Secretary to read the correct year during the meeting. ADJOURNMENT 5:37 p.m. – Mayor Wagner adjourned the Pre-Council Meeting. INVOCATION – Gene Hatten, Chaplain, Pasadena Police Department PLEDGES OF ALLEGIANCE – Councilmember Cary Bass COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Bass – Thanked everyone for coming out to the meeting. Commented that it is hot out and we need rain; looking forward to the fall. Wished everybody a good week. Councilmember Schoenbein – Thanked Chaplain Hatten for his invocation. Welcomed everyone to the meeting. Recognized former Councilmember Bruce Leamon in the audience. Urged everyone to pay attention and be aware of children and pets when leaving their vehicle. Commented it only takes a matter of minutes to succumb to the heat. Councilmember Valerio – Passed, no comment. Councilmember Harrison – Stated that the All-Star game would be at 7:00 p.m. Noted that there would be two Houston Astro players in the game; Kyle Tucker and Framber Valdez. Commented that he thinks Kyle Tucker is the most “outstanding” ballplayer they have for the Astros. Hopes everyone enjoys the ballgame. Councilmember Van Houte – Announced that the Fill the Bus school supplies donation event will be Monday, August 1st from 8:00 a.m. – 4:00 p.m. at the Convention Center. Stated there are a lot of families that can not afford supplies so the teachers end up purchasing the supplies with their own money. Explained that the supplies collected will be available for the teachers to get the items they need. Also announced that on Thursday, July 21st, the Fairmont Library will be having a program on dolphins, oysters and nurdles. Remarked there are thousands of nurdles in our bayous and millions in the Galveston Bay area. Urged everyone to attend the program to find out more about nurdles. Councilmember Estrada – Passed, no comment. CITIZENS WISHING TO ADDRESS COUNCIL Raul Camarillo Jr. – Service Officer, American Legion Post 521. Stated he was at the meeting to share some information about the American Legion. Gave brief history and City of Pasadena – Council Meeting 2 Minutes: 07-19-22 6:00 p.m. purpose of the American Legion. Noted that over the years the American Legion has influenced considerable social changes in America, won hundreds of benefits for veterans and produced many important programs for children and youth. Invited the community, especially veterans, to come celebrate the Post’s 55th anniversary on Saturday, July 30th from 11:00 a.m. – 2:00 p.m. Robert Jeter III – Wished everyone a good evening. Commented things are quiet across the City which is a testament to the great job all of Council is doing. Appreciates the thoughtfulness that has gone into the comments regarding redistricting. Advised that while going into the budget talks in the next couple of months that the City try to keep the spending reined in as much as possible. Jay Dale – Stated he would be inviting the City’s consultant, Bob Heath, to the meeting via video conference. Introduced Mr. Heath; asking him to explain the redistricting process. Survey A-1064, Pasadena, Harris County, Texas to Pleasantville Road Partners, LLC for $4,658,370.00. Should Pleasantville Road Partners, LLC fail to complete the property sale within 120 days, staff recommends selling said property to the only other offeror, Phelen-Bennett, LLC in the amount of $3,150,000.00. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2022-117 – A Resolution of the City of Pasadena, Texas, authorizing the submission of a Community Development Block Grant Disaster Recovery (CDBG-DR) application to the Texas General Land Office and authorizing the Mayor to act as the Pasadena executive officer and authorized representative in all matters pertaining to Pasadena’s participation in the CDBG-DR program. RESOLUTION 2022-118 – A Resolution of the City Council of the City of Pasadena, Texas approving the fiscal year 2023 Budget for the Pasadena Economic Development Corporation (PEDC) as approved by the PEDC Board on July 7, 2022. RESOLUTION 2022-123 – Accepting an in-kind donation of prizes for BINGO valued at $62.00 from Harbor Hospice for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. RESOLUTION 2022-125 – Accepting an in-kind food donation valued at $600.00 from Chick-fil-A for use by the Parks and Recreation Department in connection with City of Pasadena 4th Fest event. City of Pasadena – Council Meeting 10 Minutes: 07-19-22 6:00 p.m. RESOLUTION 2022-126 – A Resolution to amend Resolution 2021-169 and adopt revised policies and procedures for the Community Development Department’s Home Investment Partnerships Program (HOME). Councilmember Schoenbein moved, seconded by Councilmember Valerio that Resolution 2022-126 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-127 – Approval of the 2022 Annual Action Plan authorizing the filing of an application to the U.S. Department of Housing and Urban Development Block Grant (CDBG) and the Home Investment Partnership Program (HOME). Councilmember Schoenbein moved, seconded by Councilmember Valerio that Resolution 2022-127 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-128 – A Resolution confirming the Mayor’s appointment of Linda Rorick to the City of Pasadena Public Library Board, replacing Bert Muston, in accordance with the Bylaws of said Board and City Ordinances. Councilmember Schoenbein moved, seconded by Councilmember Valerio that Resolution 2022-128 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-129 – Accepting donations from Friends of the Pasadena Public Library valued at $131.85 and accepting a grant from Port of Houston Authority in the amount of $1,500.00 for use by the Pasadena Public Library. Councilmember Schoenbein moved, seconded by Councilmember Valerio that Resolution 2022-129 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-130 – Authorizing the Pasadena Parks and Recreation Department to apply for Texas Parks & Wildlife Local Parks grant for the amount not to exceed $1,500,000.00; and authorize the Director of Parks and Recreation to act on behalf of the City of Pasadena in working with the Texas Parks & Wildlife Department for the purposes of the Local Parks Grant. Councilmember Schoenbein moved, seconded by Councilmember Valerio that Resolution 2022-130 be passed, approved and adopted. Bob Heath – Commented that the purpose of the hearing was for the public’s input on the redistricting plan the Council approved before making the final decision. Explained that the district boundaries are out of population balance and needed to be adjusted. Speaking from the audience, asked Mayor Wagner if he could help with the audio feed back interference. Mayor Wagner – Gave approval. Asked Mr. Heath to go over the changes on the map. {At this time Mr. Heath shared pictures of the district map on the screen in the chambers.} Bob Heath – Proceeded to go over each council district and detail the changes that would be made.
