PRE-COUNCIL MEETING CITY OF PASADENA October 18, 2022 – 5:30 p.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. (19) (A) - (2) FIRST READINGS: Item (E) – Councilmember Valerio questioned who would be replacing R. W. Patrick on this project and the progress so far. Robin Green, Director of Public Works, responded. Item (O) – Councilmember Schoenbein asked Chief Bruegger what the criteria was for an officer to receive the $10,000 sign-on bonus. Chief Bruegger explained how the bonus would be paid out. Back and forth discussion followed between Councilmembers Van Houte, Ybarra, Schoenbein, Valerio and Estrada, Mayor Wagner and Chief Bruegger regarding issues such as what other incentives could be used to recruit officers, surrounding cities competitive sign on bonuses, the allowance of beards and tattoos, what happens if an officer leaves after training and how soon this item would go into effect. INVOCATION – Julianna Sciscoe, Senior at First Baptist Christian Academy PLEDGES OF ALLEGIANCE – Councilmember Thomas Schoenbein COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Schoenbein – Welcomed everyone to the meeting. Commented that it was good to see so many people participating in the Council meeting. Noted that the Houston Astros will be playing in the upcoming Championship Series. Councilmember Ybarra – Passed, no comment. Councilmember Valerio – Thanked Miss Julianna Sciscoe for her prayer. Commented it is good to see students participating in student council. Councilmember Van Houte – Announced that early voting would start on Monday, October 24th. Noted there will be three Harris County Bond Propositions on the ballot for Public Safety, Transportation and Parks. Stated she had flyers for anyone in the audience that may want more information. Commented on the street and sidewalk project in the second block of Tilden, in Red Bluff Terrace, which was recently completed. Announced that TxDot will be holding public meetings for citizens to provide feedback on what improvements need to be made to the section of State Highway 225 from State Highway 146 to Interstate 610; meetings will be held on Tuesday, October 25th from 5:00 – 7:30 p.m. at Pueblo’s Royal Christian School - 1600 Pasadena Blvd. and Thursday, October 27th from 5:00 – 7:30 p.m. at Deer Park First Baptist Church – 438 East 8th Street. Councilmember Estrada – Passed, no comment. Councilmember Cayten – Passed, no comment. Councilmember Bass – Passed, no comment. CITIZENS WISHING TO ADDRESS COUNCIL Mayor Wagner – Reminded Mr. Alvarez of the rules to address Council. Advised that he would be allowed to speak on items on the agenda or things concerning the community; such as a birthday wish or a celebration. Stephen Alvarez – Commented that he was taught in church that when you need help you should reach out to your public officials or a brother or sister in Christ. Stated that he is working very hard to take care of his mother, who has dementia, and his family by providing food, shelter and paying for very expensive medications for his mother. Explained that he needs to make modifications to his home for handicap amenities. Discussed issues he has had in getting permits and passing inspections for these modifications to his home, commenting there are people that have connections with the Mayor and Councilmember Cayten and they are trying to stop him from doing these modifications. City of Pasadena – Council Meeting 2 Minutes: 10-18-22 6:00 p.m. Councilmember Cayten – Raised a Point of Order. **NOTE** At this time, Mayor Wagner gaveled to bring the meeting back to order and again reminded Mr. Alvarez of the rules to address Council. Mr. Alvarez continued to speak over Mayor Wagner, stating that he can’t let people know what is going on because “they are trying to block the truth”. Mayor Wagner asked officers to come forward to walk Mr. Alvarez out of the meeting. {Mr. Alvarez continued to speak loudly and make comments as he was escorted out of the Council Chamber.} Joseph Thomas – Wished everyone a good evening. Handed packets to the City Secretary to give to the Council members. Stated the packet contained letters from local, state and U.S. representatives endorsing the establishment of a Community Based Outreach Clinic (CBOC) in La Porte, Texas. Explained that the V. A. system has established over 800 outreach clinics across the United States. These clinics are to help make access to health care easier for Veterans by providing outpatient services, including health and wellness visits, without having to visit a larger medical center. Further, explained reasons why a clinic in La Porte would help Veterans in Eastern Harris County. Robert Jeter III – Shared feedback he has received from his constituents concerning pot holes on Red Bluff Rd., complaints of street beggars and impeding traffic at Allen Genoa Rd. and Space Center Blvd. Juan Flores – Manager, Air Alliance Houston. Commented they are a non-profit company that is trying to improve the air quality in the area. Announced that a community meeting will be held on Thursday, October 27th from 6:00 – 7:30 p.m. at St. Peter’s Episcopal Church. Stated they have been working for the last year to build an air monitoring network in Pasadena. Gave information on where they have already set up air monitors and how they plan on expanding their network. Explained how they will use this data to help people know, on a daily basis, what the air quality is by going on a website. ORDINANCE 2022-191 - Authorizing and approving a contract by and between the City of Pasadena, Texas and JS MD Sigma PLLC for administration of wellness screenings for employees of the Pasadena Police Department for a total amount of One Hundred Fifty-nine Thousand Eight Hundred and No/100 ($159,800.00) Dollars. City of Pasadena – Council Meeting 9 Minutes: 10-18-22 6:00 p.m. ORDINANCE 2022-192 - An Ordinance by the City Council of the City of Pasadena, Texas, adopting a Police Service Officer (PSO) Hiring Incentive Program to be administered by the Chief of Police of the Pasadena Police Department; establishing an effective date; and setting forth other matters related thereto. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-192 be passed on first reading only. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-193 - An Ordinance by the City Council of the City of Pasadena, Texas, authorizing payment of a discretionary referral bonus of $1,000.00 to eligible, current City of Pasadena employees who refer a Police Service Officer (PSO) applicant, with payment per the terms in Exhibit A; and providing an effective date; and setting forth other matters related thereto. ORDINANCE 2022-194 - An Ordinance approving “Police Officer Hiring Incentive Policy” and repealing Resolution 2021-105. This program will be administered by the Chief of Police of the Pasadena Police Department to assist in the hiring and retention of highly qualified police cadets to attend the Pasadena Police Department’s Police Academy. This Ordinance would approve the payment of $10,000 hiring/sign-on bonus to qualified police cadets who are hired into the City’s Police Department, to be effective January 1, 2023. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-194 be passed on first reading only. ORDINANCE 2022-196 - An Ordinance authorizing and approving the Office of Emergency Management (OEM) to purchase a new FEMA Type 1 Mobile Emergency Command (MERC) trailer from Comprehensive Communication Services (CCS) with UASI funding that was accepted by the City via Ordinance 2022-106. City of Pasadena – Council Meeting 10 Minutes: 10-18-22 6:00 p.m. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-196 be passed on first reading only. MOTION CARRIED, UNANIMOUS. **NOTE** Following the reading of all First Readings, there was discussion as follows: Councilmember Van Houte – Commented the City has had difficulty getting enough police officers and police service officers so there are four items with various incentives on the agenda to try and get people in the door. Noted issues she has with the hiring bonuses and why she believes the City needs to look for some incentives other than more money. Explained reasons she would be voting no on Item O {Ordinance 2022-194}. Councilmember Schoenbein – Stated he would like to speak on the items pertaining to the Police Department. Commented that we are in challenging times right now and are looking at creative ways to solve the problem of recruiting police officers in our society. Expressed concern with the way that the bonuses are to be paid out but believes the City should go out and recruit the finest. RESOLUTIONS RESOLUTION 2022-177 – Accepting an in-kind donation of lunch for Lunch & Learn valued at $364.50 from Village Medical for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. Councilmember Valerio moved, seconded by Councilmember Harrison that Resolution 2022-177 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2022-182 – A Resolution authorizing and approving the acceptance of an Edward Byrne Memorial Justice Assistance Grant (JAG) on behalf of the Pasadena Police Department from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, in the amount of $62,446.00 to be used to fund overtime for additional police activities to enhance public safety, reduce crime, and for crime prevention.
