RECORD OF PROCEEDINGS SPECIAL COUNCIL MEETING CITY OF PASADENA November 29, 2022 – 10:00 a.m. CALL TO ORDER The regular Council Meeting of the City of Pasadena, Harris County, Texas, was called to order by Mayor Jeff Wagner. No one signed up to speak or came forward to address Council and there were no comments from Councilmembers. **NOTE** 10:02 a.m. – At this time Mayor Wagner closed the Public Hearing for Item (A) and reconvened the Council Meeting. (EHRA) for inspection services of various projects, and move $30,000.00 from #WW068 2022 Citywide Sanitary Sewer Rehabilitation Project to #W070 Cascade Water Storage Tank Rehab Project. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-211 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-212 - Authorizing and approving an agreement by and between the City of Pasadena, Texas and J Morales, Inc. for design services for Dabney Storm Interconnect Project (CIP #D059) for a total appropriation of $193,215.00 to be funded from the General Fund Balance Account. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-212 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-213 - An Ordinance amending Ordinance 2017-115 to accept a 6in Waterline, 8in Sanitary Sewer Line and a 15ft Water and Sanitary Sewer Easement from Harriette Atchison of Bayshore Park Apartments and Paul E. Nunu of Carousel Village Condos, Inc. dba Villa Rose Senior Housing for the property described in the Day Land and Cattle Survey, abstract 1025, in Harris County, Texas. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-213 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-214 - Authorizing and approving a revised Ballfield License Agreement developed for use by the Parks and Recreation Department. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-214 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-215 - Authorizing and approving a 12-month supply contract by and between the City of Pasadena, Texas and Baker & Taylor, LLC using TXSmartBuy contract #715-M2 in the amount of $235,000.00. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-215 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-216 - Authorizing and approving a contract for the purchase of seven (7) John Deere Tractors from John Deere Company by the City of Pasadena, Texas, through BuyBoard Contract #611-20. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-216 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-217 - Authorizing and approving a contract between the City of Pasadena, Texas and Library Interiors of Texas, LLC to purchase and install acoustic wall panels and ceiling tiles at the Pet Adoption Center, using Harris County Department of SPECIAL COUNCIL MEETING 3 Minutes: 11-29-22 10:00 a.m. Education (HCDE)/Choice Partners Cooperative Contract #19/033MJ-16 for a total amount of Nineteen Thousand Six Hundred Seventy-nine and No/100 ($19,679.00) Dollars. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-217 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-218 - Authorizing and approving a contract by and between the City of Pasadena, Texas and Magna Flow Environmental for the emergency removal, transportation and disposal of debris from West Pitts Lift Station for a total appropriation of One Hundred Ninety-two Thousand Five Hundred and No/100 ($192,500.00) Dollars. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-218 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-219 - An Ordinance authorizing and approving the Joint Participation Interlocal Agreement with Harris County for the Vince Bayou Greenway Phase 1 and accepting the amount of $2,315,822.68 for the project. Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance 2022-219 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. FIRST READINGS ORDINANCE 2022-220 - An Ordinance authorizing and approving the release of 15.1659 acres tract from the Pasadena Regional Detention Facility (PRDF) Declarations and Covenants authorized by Ordinance 2009-236 and concerning the sale of 15.1659 acres to purchaser, Pleasantville Road Partners, LLC; $4,658,370.00. Councilmember Schoenbein moved, seconded by Councilmember Cayten that Ordinance 2022-220 be passed on first reading only. Councilmember Harrison – Stated that after a through review of this ordinance, he has come to the conclusion that this is a good contract for the City. Meets all requirements for a Regional Detention plan. MOTION CARRIED, UNANIMOUS.
