CLAIMS & INVOICES PERSONNEL CHANGES (A) REGULAR EMPLOYEES (B) FINANCE DEPARTMENT EMPLOYEES (C) ADMINISTRATION CHANGES IN PERSONNEL (D) INTRODUCTION OF NEW CITY EMPLOYEES MAYORAL APPOINTMENTS CITY BOARDS AND COMMISSIONS REPORTS REPORTS OF COMMITTEES MAYOR’S REPORT ORDINANCES FINAL READINGS ORDINANCE 2023-029 - Authorizing and approving donations of various amounts to the various animal shelters, 501(c)(3) rescue organizations, and boarding facilities who have taken in animals from the Animal Shelter after the tornado event on January 24, 2023 to offset some of the costs associated with the care of the animals for a total of Fifty-seven Thousand Six Hundred Dollars ($57,600.00). Councilmember Bass moved, seconded by Councilmember Schoenbein that Ordinance 2023-029 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. FIRST READINGS SPECIAL COUNCIL MEETING 2 Minutes: 02-13-23 10:00 a.m. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2023-034 – A Resolution by the City Council of the City of Pasadena, Texas appointing Dolan Dow to the Board of Directors of the City of Pasadena Crime Control and Prevention District; and providing severability. Councilmember Cayten moved, seconded by Councilmember Schoenbein that Resolution 2023-034 be passed, approved and adopted. Councilmember Van Houte – Expressed concerns she has with appointing someone who is a candidate for the council election. Explained that without this appointment the board would not have the required quorum needed for the upcoming meeting to get the Crime Control on the ballot. Commented that there needs to be a different procedure to how people are picked to be appointed to City boards. Councilmember Harrison – Commented that the City Charter gives the Mayor the authority to make all committee appointments subject to confirmation of the Council. Stated that Mr. Dow is a candidate for the election but is not on the Council and appreciates Mr. Dow volunteering to be on the crime commission so they can proceed and go forward. Further stated that this position needs to be filled so he supports this item. Mayor Wagner – Stated he appreciates Councilmember Harrison’s remarks. Commended Mr. Dow for stepping up to the plate and volunteering his time. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-035 – A RESOLUTION CALLING FOR A GENERAL ELECTION TO BE HELD IN AND THROUGHOUT THE CITY OF PASADENA, HARRIS COUNTY, TEXAS ON SATURDAY THE 6th DAY OF MAY, 2023 FOR THE PURPOSE OF ELECTING EIGHT (8) COUNCILMEMBERS FOR THE FOLLOWING SINGLE MEMBER DISTRICTS: District A District E District B District F District C District G District D District H (CITY SECRETARY) RESOLUTION 2023-035 – UNA RESOLUCIÓN PARA CONVOCAR UNA ELECCIÓN GENERAL QUE SE CELEBRARÁ EN LA CIUDAD DE PASADENA, CONDADO DE HARRIS, TEXAS, Y POR TODA LA MISMA, EL SÁBADO 6 DE MAYO DE 2023 PARA EL PROPÓSITO DE ELEGIR OCHO (8) CONCEJALES PARA LOS SIGUIENTES DISTRITOS DE MIEMBRO ÚNICO: SPECIAL COUNCIL MEETING 3 Minutes: 02-13-23 10:00 a.m.  Distrito A Distrito E Distrito B Distrito F Distrito C Distrito G Distrito D Distrito H (SECRETARIA DE LA CIUDAD) **NOTE** At this time, Councilmember Villarreal read Resolution B in Spanish.
