PRE-COUNCIL MEETING CITY OF PASADENA March 21, 2023 – 5:30 p.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over agenda. (15) PERSONNEL CHANGES: Item (B) – Mayor Wagner advised that he would abstain from voting on this item. Asked Mayor Pro Tem Cayten to take over the meeting for that vote. (19) (A)-(1) FINAL READINGS: Ordinance 2023-038 – Mayor Wagner stated this item would be deferred. Councilmember Valerio asked which area would be affected by this speed limit amendment. Short question/answer session followed between Councilmember Valerio, Mayor Wagner and Robin Green, Public Works Director. (19) (A)-(2) FIRST READINGS: Item (B) – Councilmember Valerio questioned how far wide the 12” waterline improvement would benefit the neighborhoods. Robin Green responded that it would cover Lafferty and Burke. Item (E) – Councilmember Valerio questioned the locations the paving and drainage improvement project would cover and the amount of money it would cost. Robin Green responded. Discussion followed between Councilmember Valerio, Mayor Wagner and Robin Green regarding the cost of similar projects. Item (F) – Councilmember Valerio asked why the last contract for this item was rescinded. Jed Aplaca, Park and Recreation Director, explained the money for that contract was not encumbered in that fiscal year. Question/answer session followed between Councilmember Valerio, Jed Aplaca and Julie St. Jean, City Controller. (19) (B) RESOLUTION: Item (G) – Councilmember Valerio questioned the budget available with the amendment on this item, commenting that her concern is that Richey and Shaver should be included in road repairs. Discussion followed between Councilmembers Valerio, Councilmember Harrison, Mayor Wagner and Rick Guerrero, Director of Economic Development regarding the funds available, when reconstruction on roads would begin and the identification of projects. INVOCATION – Pastor Bo Fisher, New Wine Christian Fellowship PLEDGES OF ALLEGIANCE – Councilmember Thomas Schoenbein COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Schoenbein – Commented it was wonderful to see so many people at the council meeting. Councilmember Villarreal – Thanked everyone for being at the meeting and part of city government. Councilmember Valerio – Passed, no comment. Councilmember Harrison – Reminded everyone of the upcoming election. Noted early voting will be held from April 24th through May 2nd. Gave information on early vote locations and the May 6th election day locations. Urged everyone to get out and vote for the candidate of their choice. Councilmember Van Houte – Announced the Easter Egg Extravaganza will be held on Saturday, April 1st at Strawberry Park from 10:00 a.m. to 12:00 p.m. Noted there will be different hunt times based on the age of the child and there will be Breakfast with a Bunny at 9:30 a.m. Councilmember Estrada – Passed, no comment. City of Pasadena – Council Meeting 2 Minutes: 03-21-23 6:00 p.m. Councilmember Cayten – Thanked everyone for coming out to be part of city government. Reminded everyone that the World Baseball Championship game, Team USA versus Japan, would be held that evening. Go Team USA. Councilmember Bass – Passed, no comment. CITIZENS WISHING TO ADDRESS COUNCIL Stephen Alvarez – Stated he was at the meeting to help a senior citizen suffering from dementia. Mentioned a conversation he had with another citizen regarding comments that were made at a previous council meeting, stating that Mayor Wagner has told lies. Commented that the City and individual neighbors have teamed up against him and it all comes down to votes. Further commented that he cannot believe this is the type of city he lives in. Gaye Hart – Stated that she was with Journey for God and represents Jesus. Remarked that she wants to bring this to everyone’s attention by going to different states and council meetings to ask everyone to stop and pray when they hear sirens because that means someone is in need. Read a passage from her bible. Angel Cortes – Passed out small bibles to Mayor and Council. Addressed Councilmember Valerio, commenting that it was a pleasure to meet her father. Mentioned the upcoming Strawberry Festival and parade. Discussed his beliefs and views on celebrating “pagan festivals”. Robert Jeter III – Reminded everyone that the deadline for changes in voter registration is April 6th. Commented that the homeless encampments at Spencer and Red Bluff are still an issue but trusts that it is being resolved by the police department and county Flood Control District. Asked that citizens try to make sure and secure their trash on garbage day so that is does not fly into streets and roadways during high wind. Alan Fowler – President of Blue Skies Over Autism, a local 501(c)(3) organization founded in Pasadena. Stated that important elements of their mission consist of spreading autism awareness, re-engaging individuals and their families with society, championing the abilities of autistic individuals as well as shining the light of appreciation on good hearted citizens in the community. Noted that April is Autism Awareness Month and on behalf of Blue Skies Over Autism he would like to propose that the City of Pasadena create an annual autism inclusion award for one business each year that employs individuals on the autism spectrum. Asked for the opportunity to collaborate with the City to discuss such a program. Commented that he appreciates all Council does for the community. Dr. Michelle Cantu`- Wilson – Stated she was at the meeting for two reasons, first was to offer a compliment to the Chamber of Commerce and the second was to let everyone know she is a candidate for the San Jacinto College Board of Trustees. **NOTE** At this time, Mayor Wagner gaveled and advised Dr. Cantu`- Wilson that citizens could not make statements concerning political candidacy while at the podium. City of Pasadena – Council Meeting 3 Minutes: 03-21-23 6:00 p.m. Dr. Michelle Cantu`- Wilson – Recognized the Pasadena Chamber for everything they did to make her feel welcomed at the Membership 101 class she attended. Remarked that it was a “powerful experience” and has been an invaluable resource. Nelly Cupeda – Commented that she is the mother of a 33-year-old son that passed away in 2021 due to a fentanyl overdose. Stated that she has provided the Narcotics Department with the information of the person who gave her son the drugs, but has not heard if they have caught this person yet. Wants to know what is going on with the case and if anything is going to be done. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS City of Pasadena – Council Meeting 9 Minutes: 03-21-23 6:00 p.m. RESOLUTION 2023-058 – Accepting in-kind donations of a wooden clock, oak table with 5 chairs, marble top table, two ceramic lamps, two wooden picture frames, velvet love seat, glass punch bowl with 12 cups, two additional frames, wooden side buffet, crochet frame and chair for a total value of $6,300.00 from Mr. and Mrs. Frank Parks, where the Texas Heritage Park and Museum is accepting the donation for these items that will be on display at the Strawberry House. RESOLUTION 2023-059 – A Resolution by the City of Pasadena, Texas, (“City”) responding to the application of CenterPoint Energy Resources, Corp., Houston Division, to increase rates under the Gas Reliability Infrastructure Program; suspending CenterPoint’s proposed effective date for forty-five days; authorizing the city’s continued participation in a coalition of cities known as the “Texas Coast Utilities Coalition of Cities” (TCUC); requiring the reimbursement of costs; determining that the meeting at which the resolution was adopted complied with the Texas Open Meetings Act; making such other findings and provisions related to the subject; and declaring the effective date. RESOLUTION 2023-060 – A Resolution authorizing the Pasadena Parks and Recreation Department to apply for the Port of Houston Community Grant. RESOLUTION 2023-061 – A Resolution authorizing and approving an agreement with the American Red Cross to permit instructors to use Red Cross licensed training materials for staff in the Parks and Recreation and Police Departments. RESOLUTION 2023-062 – A Resolution to apply for a two-phase grant from the Beyond our Walls project funded by the Institute for Museum and Library Services to provide $150.00 for training (Phase 1) and $300.00 in supplies (Phase 2). City of Pasadena – Council Meeting 10 Minutes: 03-21-23 6:00 p.m. RESOLUTION 2023-063 – Accepting a donation from Charles Lary in the amount of $5,000.00 for use by the Animal Shelter in connection with the tornado event on January 24, 2023. RESOLUTION 2023-064 – A Resolution approving an amendment to the FY2023 Budget (Resolution 2022-118), for the Pasadena Economic Development Corporation (PEDC) as approved by its Board on February 23, 2023, and illustrated in Exhibit “A”. RESOLUTION 2023-067 – Accepting an in-kind donation of prizes for a BINGO event valued at $50.00 from Centerwell for use by the Parks and Recreation Department in connection with the Madison Jobe Senior Center. RESOLUTION 2023-069 – A Resolution as required by the Texas Public Funds Investment Act, to adopt a list of qualified brokers that are authorized to engage in investment transactions with the City of Pasadena. RESOLUTION 2023-070 – A Resolution for the annual approval of the City of Pasadena’s Investment Policy, as required by the Texas Public Funds Investment Act. Councilmember Estrada moved, seconded by Councilmember Schoenbein that Resolution 2023-070 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-071 – Accepting donations from various donors in the combined amount of $46,698.16 for use by the Animal Shelter in connection with the tornado event on January 24, 2023. Councilmember Estrada moved, seconded by Councilmember Schoenbein that Resolution 2023-071 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. **NOTE** Following the reading of all Resolutions, there was discussion as follows: Councilmember Harrison – Recognized Charles Lary and others who have donated to the Animal Shelter. Thanked the Animal Shelter employees for doing a great job, commenting they are “first class”. Councilmember Van Houte – Commented on Resolution 2023-064. Explained reasons she feels this item is not in the best interest of the City and why she will not be supporting it. Stated she will be voting no on this resolution.
