PRE-COUNCIL MEETING CITY OF PASADENA June 6, 2023 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over agenda. (19)(B) RESOLUTIONS: Items (P) – Councilmember Van Houte questioned how many of the 50 licensed transfer companies are actively doing transfers. Discussion followed between Councilmembers Van Houte and Schoenbein, Mayor Wagner, Kathy Perez, Public Health Director, and Caleb Muston, EMS Inspector, regarding whether or not each ambulance will need a separate license, the number of companies currently pending a license, companies that have submitted letters of approval, the process that companies must go through in order to receive a license from the City, the concern for quality of care given by the individual companies and if there would need to be a vote in the future to reverse this resolution. INVOCATION – Councilmember Ruben Villarreal City of Pasadena – Council Meeting 1 Minutes: 06-06-23 10:00 a.m. PLEDGES OF ALLEGIANCE – Councilmember Cary Bass COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Bass – Noted that it was his next to last meeting. Joked that he wasn’t sure if he is looking forward to that or not. Commented that he will miss being on Council and the camaraderie between all the Councilmembers. Thanked everyone for being at the meeting. Councilmember Schoenbein – Welcomed everyone to the meeting. Commented to Councilmember Bass that Council would miss him. Congratulated Officer Mike Huffman on his retirement and thanked him for his years of service to the City. Noted that it was D-Day and gave brief history of the events of that day. Asked that we never forget the men and women who sacrifice their lives for our freedom. Councilmember Villarreal – Passed, no comment. Councilmember Valerio – Congratulated the service award recipients and thanked them for their years of service to the City. Thanked everyone for being at the meeting. Councilmember Harrison – Passed, no comment. Councilmember Van Houte – Passed, no comment. Councilmember Estrada – Welcomed everyone to the meeting. Thanked the service award recipients for their years of service. Wished Officer Huffman well in his retirement. CITIZENS WISHING TO ADDRESS COUNCIL Ian Cummings – Stated that as a citizen of District A he believes the only time major infrastructure occurs in that district is when it is funded by County, Federal or donor money. Further stated it appears to him that City tax dollars are disproportionately spent on the south and east side of town. In regard to the Pasadena Blvd. in-house fighting which has occurred, advised that the northwest side isn’t growing. Everyone needs to stop fighting over which businesses need to be bought and where medians need to go; save tax payers money and repave the road as it sits. Closed by asking Councilmember Villarreal and Mayor Wagner questions regarding how they plan to remedy the disparity in tax dollar spending between the districts, why new asphalt is being poured over potholes instead of scaping the old asphalt out first and making it level, and how they plan to use existing resources to work with Councilmembers and county officials to repave roads in the city. Jerry Jones – Wished everyone a good morning. Introduced himself and stated he has lived in Pasadena for 44 years. Talked about tornado damage that occurred to the girls’ softball park in District G. Commented that the park has been cleaned up but nothing has been done to fix the damage. Stated it is unsafe for the little girls playing softball at this park and it needs to be corrected. Discussed how this park is used for tournaments by teams from various cities and communities and the image it gives of Pasadena. Also discussed issues with parking space during these tournaments. City of Pasadena – Council Meeting 2 Minutes: 06-06-23 10:00 a.m. Cristina Womack – President & CEO, Pasadena Chamber of Commerce. Congratulated the candidates that were elected and re-elected. Urged everyone to continue to vote in the runoff election. Noted that the Meet the Candidate page was still active on the Chambers website. Encouraged everyone to continue to support local businesses. Announced that the Chamber and the Economic Development Corporation will be hosting a Small Business Resource Fair on June 28th from 8:00 – 10:00 a.m. This fair is free and open to all small business owners. Announced the State of the Precinct Address will be held in July. Invited everyone to register to attend this event. Gaye Hart – Presented City Secretary with pamphlets for Council. Stated that she was at the meeting as a messenger to encourage everyone to not forget their creator. Asked Council if they say a prayer whenever they hear a siren. Stated that anytime you hear a siren it means someone is in need. Read bible verse 2 Chronicles 7:14. Noted that she and her husband go to Crenshaw Park every Saturday to encourage people to pray. Angel Cortes – Also presented City Secretary with handouts for Council. Commented that we scrimmage over how bad expenditures are and what our priorities are but we are forgetting this image of Pasadena and fail to see what prophecy reads. Read verses from the Book of Joel. Stated that we have two temples and which two we feed will give us the focus of what spiritual purpose we are here for. Ben Ramirez – At meeting to discuss potholes on Richard Ave. Stated there are some places that gather large amounts of water after a rain and if the sun doesn’t come out to dry it out it causes a health hazard because of mosquitos that form in the water. Asking Council to come look at this street so they can see the problem and hopefully come to a decision to repave the road. Debbie Pace Rowland – Board Secretary, Pasadena Rotary Club. Wished everyone a good morning. Commented she appreciates the opportunity to express her concerns for this city. Stated she was at the meeting because the Rotary sees a need within the city that they would like to address. Discussed the purpose of the Rotary Club and the various projects and donations they have been involved with in the City. Asked to get with someone from the City to see if the Rotary Club would be able to use the Pasadena Municipal Golf Course as a meeting place for their Community Service Club. Building Code, by revising Section (i) Building Permit Fee, for the waiver of residential and commercial building permit fees for a 120 day period; following the termination of any declaration of local disaster; providing a repealing clause; providing a savings clause; providing for severability; and providing a penalty. FIRST READINGS ORDINANCE 2023-097 - An Ordinance approving a variance to the City of Pasadena Code of Ordinances Chapter 34, Taxation, Section 34-39, which states “A hotel/motel that has more than one hundred twenty (120) separate, rentable units may only be located City of Pasadena – Council Meeting 5 Minutes: 06-06-23 10:00 a.m. on a tract that is contiguous to and abuts the right-of-way of a limited access highway or tollway or major thoroughfare and takes its access from the frontage road of said highway or tollway or from the major thoroughfare”, to allow for the construction of a 124 unit hotel project on Fairway Plaza Drive, east of Beltway 8. Councilmember Schoenbein moved, seconded by Councilmember Bass that Ordinance 2023-097 be passed on first reading only. MOTION CARRIED, UNANIMOUS. ORDINANCE 2023-098 - Amendment to the Code of Ordinances of the City of Pasadena, Texas at Chapter 31, Standard Sign Codes, Section 31-19 Electronic Off-premises Signs, to add regulation standards for an existing, non-conforming, Off-premises Ground Sign structure. Add Sections (c) and (d). Councilmember Schoenbein moved, seconded by Councilmember Bass that Ordinance 2023-098 be passed on first reading only. MOTION CARRIED, UNANIMOUS. ORDINANCE 2023-099 - An Ordinance approving the annual PHA Plan beginning FY October 2023; the Housing Administrative Plan; Reaffirming participation by designating responsible officials for the execution of this plan; and re-designating the Mayor as the Authorized Representative as Executive Director. RESOLUTION 2023-117 – Accepting an in-kind donation of hand crocheted bed throw and lap throw valued at $275.00 from Mr. & Mrs. Melvin Byers on May 5, 2023 for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. RESOLUTION 2023-118 – A Resolution authorizing the Pasadena Parks and Recreation Department to apply for the Garden Club of Houston grant. City of Pasadena – Council Meeting 6 Minutes: 06-06-23 10:00 a.m. RESOLUTION 2023-119 – A Resolution authorizing the Pasadena Parks and Recreation Department to apply for the Musco Lighting Grant for the soccer field lighting at South Street Soccer fields. Councilmember Bass moved, seconded by Councilmember Schoenbein that Resolution 2023-119 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-120 – Accepting in-kind donation from the Friends of the Pasadena Public Library (valued at $15,986.56) through a grant with the Chevron Foundation and other in-kind donations from the Friends (valued at $2,021.89) to be used in connection with the Pasadena Public library. Councilmember Bass moved, seconded by Councilmember Schoenbein that Resolution 2023-120 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-121 – Accepting an in-kind donation of snacks for Movie & Snacks event valued at $40.00 from Community Health Choice for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. RESOLUTION 2023-122 – Accepting an in-kind donation of prizes for Loteria valued at $35.00 from Dedicated Senior Medical Center for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. RESOLUTION 2023-123 – Accepting donations from various donors in the combined amount of $3,454.00 for use by Animal Shelter for the medical care of the animals in the animal shelter. RESOLUTION 2023-124 – A Resolution by the City Council of the City of Pasadena, Texas approving an amendment to the FY 2023 Budget, Resolution 2022-119, for the Pasadena Crime Control and Prevention District as approved by the Board Members on May 10, 2023 and illustrated in Exhibit “A”. Councilmember Bass moved, seconded by Councilmember Schoenbein that Resolution 2023-124 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-125 – A Resolution authorizing the Pasadena Parks and Recreation Department to apply for the Saucony Run for Good Grant. City of Pasadena – Council Meeting 7 Minutes: 06-06-23 10:00 a.m. RESOLUTION 2023-126 – Accepting in-kind donations from Armand Bayou Nature Center (two tickets on boat cruise), Tierra Caliente Bakery (6 cakes and 60 pieces of sweet bread), Starnet (1,000 solar eclipse glasses) and book donation from anonymous donor (valued at $28.99) to be used in connection with the Pasadena Public library. Councilmember Bass moved, seconded by Councilmember Schoenbein that Resolution 2023-126 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-127 – A Resolution accepting a donation of $11,197.56 from Bay Area Council on Drugs & Alcohol (BACODA) for use by the Parks and Recreation Department to be used for swings at Rusk Park. Councilmember Bass moved, seconded by Councilmember Schoenbein that Resolution 2023-127 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-128 – A Resolution approving a Memorandum of Understanding (MOU) by and between the City of Pasadena Public Library and Harris County Public Health to host programs promoting childhood immunization clinics and chronic disease prevention through nutrition and physical activity (NPA) education. Councilmember Bass moved, seconded by Councilmember Schoenbein that Resolution 2023-128 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-129 – A Resolution authorizing the Mayor of the City of Pasadena, on behalf of the City of Pasadena Office of Emergency Management (OEM), to donate our mobile command trailer to the City of Iowa Colony. The estimated per unit fair market value of the mobile command trailer is less than $5,000.00, which is the recommended threshold for an item to be retained, sold, or otherwise disposed of with no further obligation to the Federal awarding agency. Councilmember Bass moved, seconded by Councilmember Schoenbein that Resolution 2023-129 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-130 – A Resolution authorizing the Office of Emergency Management on behalf of the City of Pasadena to accept an in-kind donation of equipment from INEOS Phenol to enhance our public building and school notification system as well as our public safety response and coordination that would include Haz- mat response. Councilmember Bass moved, seconded by Councilmember Schoenbein that Resolution 2023-130 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2023-131 – A Resolution authorizing the governing board of the City of Pasadena to make a determination to not grant any Letters of Approval for new emergency medical services (EMS) in Pasadena, at this time.
